Because technology means, even if you take one family and surround them with 1000 native born North Americans deep in a rural area, they can still chat with all their family back home over social media, etc., and listen to / watch only cultural products, news etc. from their homeland, and thus wall themselves off from their new home.
Thus, not letting them in in the first place / sending them all back even more important than ever before, and ignore stupid out of date arguments that you can assimilate any if sufficiently diluted in concentration.
