They do not begin with the crimes of the Zionist entity which is rejected by the Arabs against the resistant Palestinian people and do not end with the danger of the Ottoman expansionist mentality grafted with a deviant Muslim Brotherhood flavour and are inseparable from the challenge of development as a top priority for our developing societies.
Here comes the role of Arab League as the natural platform for discussing and addressing various issues with the condition I’d developing its work system through reviewing the Charter and the rules of procedure and developing its mechanisms to keep pace with the items.
Joint Arab action needs common visions, strategies, and goals that we later turn into executive plans.

Then the Arab League will be a way out in the event of a siege and not a partner in it and a refuge from aggression and not an enabler for it.
As for the issues that concern us daily from Libya to Syria ,passing through Yemen and Sudan and many other issues in different regions we cannot treat diseases by treating symptoms.
All of these issues are the results of larger titles that have not been dealt with previously.
When taking about some of them we need to address the cracks that have arisen on the Arab scene during the past decade and restore the Arab League to its role as a healer of wounds, not as a deepener for them.
The most important thing is to leave the internal issues to its people as they are able to manage their affairs and we only have to prevent external interference in their countries and help them exclusively upon request.
As for Syria,it’s past, present,and future is Arabism but it is the Arabism of belonging,not the Arabism of alliances.
Alliances are transient, but belonging is permanent.
A person may move from one helm to another for some reason but he does not change his belonging and whoever changes it, he is without affiliation in the first place.
And whoever is in the heart does not stay in the bosom and Syria is the heart of Arabism and in its heart.
Ladies and gentlemen,we are holding this summit in a turbulent world.
Hope rises in light of the Arab-Arab,regional and international rapprochement which culminated in this summit.
Which I hope will mark the beginning of a new phase of Arab action for solidarity among us for pease in our region for development and prosperity instead of war and destruction.

同盟は一過性のものだが、帰属は永続的なものである。
人は、何らかの理由で、ある兜から別の兜に移ることがあっても、自分の所属を変えることはなく、それを変える者は、そもそも所属がないのである。
そして、心の中にいる人は懐に留まることはなく、シリアはアラビズムの中心であり、その心の中にいる。
皆さん、私たちは激動の世界の中でこのサミットを開催しています。
このサミットで最高潮に達したアラブ・アラブ、地域、そして国際的な和解を考えると、希望が湧いてくる。
このサミットが、戦争と破壊に代わる開発と繁栄のために、私たちの地域の平和のために、私たちの間で連帯するアラブの行動の新しい段階の始まりとなることを私は願っています。
