The Curtain Call of 300 Years –
Legacy and New Challenges

The Shadow of Death Looms:
Rapid Environmental Change
While the golden age of nori cultivation continued,
the sea was changing slowly but surely.

Starting from the Taishō period,
the Keihin Canal Project
and the establishment of factory complexes
along the coast began to degrade
the environment of Tokyo Bay.
Although nori farming temporarily recovered after
World War II due to reduced discharge,
once factories resumed full operation
following the Korean War boom,
the sea could no longer maintain its clean state.

The flow of industrial wastewater
—specifically organic matter
and chemical substances
—mercilessly destroyed
the environment essential for nori growth.


A Final Hope:
The Achievement of Dr. Kathleen Drew‐Baker
However, it was not all despair.

The person who contributed
to the scientific understanding of nori,
which had once been known
as the mysterious "Gambling Grass,"
was the British phycologist,
Dr. Kathleen Mary Drew‐Baker.
In 1949, she elucidated the nori life cycle,
discovering that the juvenile nori
grew inside oyster shells
.

Although this groundbreaking knowledge
came too late for Tokyo Bay,
the technology for Artificial Seeding
(Jinkō Saibyō)

quickly spread to nori production areas
across the country,
effectively saving the Japanese nori industry.

She is still highly revered
as a "Benefactor" of the nori industry
in places like Kumamoto Prefecture (熊本県)


The Final Blow:
The Heavy Oil Spill Incident
and the End of an Era

The fate of nori cultivation in Tokyo Bay
was sealed by the Heavy Oil Spill Incident
in 1954 (Shōwa 29).

A massive amount of heavy oil
flowed onto the sea,
completely contaminating
the nori hibi (cultivation fences).
This incident conclusively proved
that farming was no longer feasible
in the polluted waters.

Approximately 26,000 cultivation racks
were completely destroyed.
Each household received
100,000 yen in compensation.
In total, 10 million yen was paid out.


End of a 300‑Year Legacy

Consequently, in 1958 (Shōwa 33),
the government demanded the fishermen
completely relinquish their fishing rights.
After long negotiations,
a substantial compensation was paid.

In the spring of 1963 (Shōwa 38),
the final nori was harvested
from the waters of Omori.
A quiet curtain fell on 300 years of history.


Inheriting the Spirit of Tradition
with "New Challenges"

Using the compensation money as capital,
many fishermen embarked
on a career shift to finance (credit unions),
applying their solidarity and diligence in a new form.
This signified the continuation
of the spirit and challenge

of the pioneers who lived with the sea.

And the memory of that history
lives on in a place
dedicated to passing it to the future:
the Ota City Local Museum:
The Home of Nori
. Here,
the tools used for nori cultivation
and the life of that era still speak to visitors.

While the Omori nori industry
has vanished from the sea,
the "foresight",
the "unity to face adversity",
and the "courage to embrace new challenges"
that were fostered there continue
to live on as a vital
part of the Ota City regional culture.
