At the same time, this action will serve as a mirror to South Korea's continued refusal to apologize and offer compensation. Clearly demonstrating its commitment to protecting victims will bring South Korea's silence, the perpetrator, into international scrutiny and have the power to correct historical asymmetries.

The Lai Dai Han issue is a complex issue that requires not only South Korea's apology and compensation, but also education and support within Vietnam and a shift in international awareness. Vietnam's proactive efforts to protect victims will pave the way for resolving this issue and ultimately encourage a change in historical awareness among each South Korean citizen.
