Bird Feather Scattering Incident – Part 1: The Day of the Incident (1)
1-0. Introduction
This report documents one of the suspicious incidents that occurred amid the unimaginable human rights violations I have long been subjected to.
I originally posted a version of this account in Japanese on August 28, 2023, under the title “Unnatural Response by the Chiba Prefectural Police and Y City Police Station.” This time, I have reorganized the content and will reissue it in five parts: Part 1 through Part 5.
Note: “Y City” refers to Kashiwa City.
1-1. Around 6:20–6:30 AM on Saturday, May 6, 2023
More than ten bird feathers were scattered in the hallway of the apartment building where I live.
While I was cleaning up the feathers, I heard a fluttering sound from the smart meter box next door—something like the flapping of a bird’s wings.
I also briefly saw what appeared to be a shadowy part of a bird’s body, including its head.
It seemed unnaturally staged, and while I wondered if it might have been a hallucination, I suspect a shadow play-like technique may have been used.

Given the size of the feathers and the narrow gap in the meter box, it seemed implausible that a bird could have entered on its own.
Still, my initial concern was that a large bird, like a crow, had chased it into the gap, trapping it inside.
To be sure, I opened the smart meter box on my side. A bundle of electrical wires fell out.
With this structure, it is impossible for a bird to pass through the gaps on either side.
The feather shown in the photograph within the illustration had become dirty and shrunken due to my having cleaned the gutter afterward.
Nonetheless, it was evident that the feather was real, and its shaft measured about 6 cm in length.

1-2. Concerns Regarding the Neighboring Unit
I did not want any contact with the resident of the neighboring unit.
I believed that the room might be used by members of an organization involved in torture or human experimentation—or their collaborators or family members.
In fact, I had never once heard any sounds typical of daily living from that unit, such as from the bathroom, washing machine, kitchen, or toilet (*).
After relocation negotiations began in March 2023, however, I began to hear abnormal water usage and unnaturally loud toilet sounds for several consecutive days.
(*) Not limited to the unit next door—this building has three units per floor and four floors in total. When I moved in, I believe none of the units were being used as actual living spaces.

1-3. Attempt to Contact Local Authorities
Concerned that rescuing wild birds without permission might be a violation of some law, I searched online for what to do.
I then attempted to contact both the Chiba Prefectural and Kashiwa City authorities by phone.

First, I called the Higashi Katsushika Regional Development Office of Chiba Prefecture, followed by the Environmental Preservation Division of Kashiwa City.
However, I received no response from either office, likely due to the Golden Week holiday.
With no other choice, I decided to contact the Kashiwa Police Station.

1-4. On the Possible Reason for the Scattered Feathers
The moment I saw the feathers scattered in the hallway, I had an immediate, intuitive sense that this might be part of a psychological operation aimed at weakening me mentally.
When I was a child, my family kept a hand-raised Java sparrow.
We would sometimes let it out of its cage to play. One day, a stray cat apparently slipped into the house.
As soon as the bird came out of its cage, the cat snatched it and took it outside.
I didn’t witness the moment myself, but my mother did. I still remember how distraught and devastated she was.
This incident may have been designed to evoke that memory and destabilize me emotionally.
As I’ve mentioned in other posts, I have long been exploited by an organization that conducts human experimentation.
By 2014, I had already realized I was caught in an unimaginable situation, but at the time, I was in a much more mentally weakened state—essentially submitting to the organization.
I believe they are now attempting to return me to that same vulnerable condition.
Notably, in March 2023—two months before this incident—the landlord initiated relocation negotiations for my apartment building.
Under the plaintiff’s redevelopment plan, the building was scheduled to be demolished from the start.
However, its destruction would not only erase the evidence of numerous suspicious events I have experienced, but also eliminate a critical location for examining the mechanisms behind the symptoms I share with victims of AHI (Anomalous Health Incidents).
That is why I have refused to move out, insisting that I will remain until the reality of these human rights violations is publicly acknowledged and a path to resolution is visible.
This incident may very well have been part of a broader effort to wear down my psychological resistance and force me to accept eviction.
