Bird Feather Scattering Incident – Part 3: Communication with the Building Management Company

3-1. Chirping of Chicks
On the evening of May 7, 2023, as I was walking through the hallway, I heard a weak chirping sound that resembled the cry of a baby bird. I recall it was raining and felt chilly. I had already determined that the situation was likely a setup, but I told myself that even if it had been a real chick, I had done all I could.
Had this occurred during the time when I was far more mentally weakened than I am now, I probably would have been extremely distressed, unable to stop worrying about the chick.
As far as I can remember, I only heard the chirping on May 6 and 7.

3-2. Report to the Building Management Company
On May 8, I sent an email to the building management company describing the situation.

The illustration above includes the phrase “numerous droppings found under the smart meter,” but more accurately, they were located not directly under the smart meter, but closer to the neighboring unit’s door.
Also, the bottom of the smart meter box is completely sealed, making it structurally impossible for droppings to fall from inside the box.
White-colored droppings—or what appeared to be droppings—had been present in that location before. Typically, they would be left for several days and then wiped off by me, mainly to avoid making myself uncomfortable.
Because this same scenario had occurred repeatedly, if the substance really was bird droppings, I have no choice but to consider the possibility that some kind of bait was being placed there.
On this occasion, I believe a cleaner later took care of the mess.

3-3. Property Management Representative’s Response and Report
On October 6, 2023, a representative from the management company visited my apartment along with their superior and two agents involved in the eviction negotiation. During that visit, in relation to the “Scattered Bird Feathers Incident,” I explained the following points:
That no record of my 110 emergency call had appeared in my smartphone call history
That although I had dialed the number for Kashiwa Police Station, the call was displayed as being made to a police substation in Togane City
I showed them the actual screen on my smartphone. In response, the management company later compiled and emailed me a summary of their actions taken in May 2023.

According to their report:
May 8, 2023: The staff member I had corresponded with by email visited the site for inspection
May 10: That same staff member sealed the gaps of the smart meter boxes in each unit using transparent sheets. They checked inside through the gaps but did not observe any live birds. They did find twigs and trash
May 23: A cleaner removed the debris from the meter box, but no birds were found

3-4. False Report from the Cleaner
Here’s what I witnessed on May 23, 2023:
In the morning (as I recall), I saw a female cleaner wiping around the door of the neighboring unit. I did not see her doing anything with the smart meter box.
Some time later, I heard another noise. Looking through the peephole in my front door, I saw a man and a woman—presumably cleaners—standing in front of the neighboring unit. The woman was not the same person I had seen in the morning.
The man was holding a plastic bag with dried grass inside. There was a stepladder as well, placed slightly away from the door.
When I opened the door out of curiosity, the man was standing right in front of me (at that moment, I judged him to be suspicious).
Me: “The chicks?”
Man: (showing the bag with dried grass) “They were there. Two of them.”
As soon as he said that, I intuitively concluded he was lying.
As noted earlier, the building management company had reported that “no chicks were found.”
Additional Information
Moreover, while their October email did not mention this, their email dated May 19 confirmed that there was no odor.
Considering how warm it was at the time, if the chicks had died, there would have been a noticeable stench from decomposition.
I also mentioned this point directly when speaking to the staff in person.
