As AI-powered cyberattacks grow more sophisticated, Japan's government is asking every municipality in the country to run a full "inspection" of their systems. The defenses of the offices that hold our personal data are now being put to the test.

Background
The Japanese government has decided to require nationwide countermeasures against cyberattacks that abuse AI (artificial intelligence). The Ministry of Internal Affairs and Communications will soon issue a notice, and local governments will be asked to conduct a full check of their systems for weaknesses (vulnerabilities) and, where found, apply repair programs (patches).
A "vulnerability" is a hole that attackers can exploit—a design mistake or flaw in software. The update program that plugs that hole is a "patch." Municipal systems store vast amounts of residents' personal information, so leaving holes open is a major risk.
Ahead of this, on May 18, 2026, nine agencies—including the Cabinet Secretariat's National Cyber Office, the National Police Agency, and the ministries of internal affairs and economy—had jointly warned operators of critical infrastructure such as power and finance. This new request extends that effort to the local governments closest to our daily lives.
Why Is This a Hot Topic Now?
The trigger is the rapid rise in AI performance.
Until now, finding weaknesses in a system took specialized knowledge and effort. But with high-performance generative AI, there is a risk that everything from discovering a weakness to exploiting it can be done in far less time than before. When attackers get their hands on AI, both "the number of holes found" and "the speed of attack" jump at once.
In other words, weaknesses that defenders had postponed—"we'll fix it later"—can now be hit one after another, and quickly, by AI. That is the real source of the government's alarm. Hence the request: plug the known holes all at once, now, before the attacks come.
What Happens Next?
Local governments are being asked to re-examine whether any weaknesses have been left unattended, prioritize them, and apply patches promptly. Just as essential is building a system that actively gathers information on new vulnerabilities and responds according to risk.
For us as individuals, this is not someone else's problem. The same techniques aimed at government offices also come after companies and individuals. Not postponing the updates on the smartphone or PC you use is, in effect, "applying your own patches." A national news story is worth turning into an action that protects your own devices.
