It would be a strange choice for "set dressing" to add him to the scenery for one chapter only.

Rusty Lake lore can be... tangled... but based on Paradise he would be Jakob Eilander. William usually has a fish head, if anything.

There are a lot of little references to other games scattered around, particularly glimpses of the Hotel out various windows. He's far from alone in that respect.
