Just start the game with F4SE.exe
Guys stop burning, just remove Fallout 4 from update queue in Steam and start it from F4SE (Fallout 4 Script Extender which you downloaded first before installing any mods) in your game directory and you will be fine. The game still launches with the Steam stuff like overlay, screenshots, etc, but you dont need to download and install update

P.S. its also works perfectly with Skyrim

break what? im playing fallout and skyrim without any updates for 4 years already

Just open update center (idk how to name it, but all games that need updating are displayed there) and drag Fallout from planned to not planned and steam will never start updating the game on its own
you can't prevent it, you used to be able to, but that configuration directive is now ignored basically; your options are let Steam decide when, or, if an update exists, to install it only when you next run it... it's also good to disable background downloads, so it won't cache the update... that way if it starts downloading you have an opportunity to quickly kick yourself off wifi / ethernet and abort the download... but this one was tiny, like 24MB or something, it would have been over in a fraction of a second for high-speed internet users, pretty hard to stop those after-the-fact.

the magic here is launching via a mod manager, not the play button, and it won't update... all it does is check you're legally allowed to play Fallout 4 and off you go. in fact you should set your Launch Parameters to do something stupid, like launch calculator.exe to remind you, never launch this way. :-) (though you can make it launch your mod manager and auto-pass the string to fire off Fallout 4 with the mod set and profile you want to use automatically, I'm not telling you how - if you want to know this, R.T.F.M. my friend.)

being a the mercy of Steam doing what their developer/publisher clients want, is one of knowledge. there are a handful of ways to take control, but, you got to want to learn them.

PS: if you didn't see in that 18-AUG v1.10.240 README, Skyrim is getting one too, very soon, so prepare! :-)

I dont have any problems with low size updates, cuz as i said, fallout and skyrim have been waiting for an update for four years now. And any future updates won't stop me from playing, because Steam doesn't start updating the game even when I launch it, all because I launch the game via F4SE instead of Steam. Mod manager launches the game bypassing Steam, because it also does so via Script Extender.
As long as you launch F4SE after having steam running your .exe will never be pinged by steam's update system. So yeah ^^ launch with f4se. if you don't want to use mods, and for whatever reason still want to 'not' update, *play offline*, but strong suggestion of still using the correct version of f4se to do it even without any mods.
