INT files won't update to my hardware, Can't go Full screen, Every DLC and Creation Club Is in a Download Loop
Mb for the long title I think I just broke the files that runs the game properly since I have tried deleting all the files and redownloading fallout 4, deleting the INT files then using verify files integrity, remaking all the INT files in the correct order and turning off all my DLCS to make at least something to work but nothing happened it keeps doing the check for hardware that never gets saved and the forced 3 min of downloading the DLCS and content creation workshop that was included in the anniversary edition and puts the small window of fallout on the upper left of my screen has not done that before.

Also I have zero mods on my fallout4 but the only thing I did before it broke was editing the Fallout4_default.int file to make the mouse smoother which was the only INT file I had when it was working and it was also in a folder called fallout4 in the fallout4 folder but now after doing the verify file integrity its outside of the folder now and the fallout4pref.int took it's place and it stopped working? Hoping that someone got a way of fixing this

disable steam cloud to prevent downloading a corrupt config file, delete Fallout4.ini and Fallout4Prefs.ini from the '/Documents/My Games/Fallout4' folder, you may want to delete the Fallout4_default.ini file as well since you modified it, verify file integrity, then start the game to generate clean config files.

did it just now the game did regen the int files but it still checks my hardware after launching the second time and when I play the game it's still at the top left of my screen
Turn off OneDrive and make sure that steam and all of its games, folders, and /mygames/ directory folders are whitelisted from being touched by your firewall as well.

Well I had both OneDrive out of the game's files including steam and all of my games are already are allowed through the Firewall
do you get the launcher when you start the game? if so, go to Options, make sure the resolution is set to the monitor's native resolution and uncheck windowed mode and borderless.

You were kinda right It wasn't in the right resolution but I still have the problem of the launch menu not saving my prefs to the INT files so it just did nothing when I put it at the same resolution as my monitor
If the ini files are not being saved, you are allowing something to interfere with them whether you realize it or not.

If they keep reverting, or keep needing to be changed back, that is almost certainly because onedrive or another system is changing them so Steam keeps thinking they are 'missing'.
Select Fallout 4 from the first screen, i recommend starting with the High preset as Ultra has always caused problems with Fallout 4 even on the highest end hardware. Recommended tweaks is also a good idea.

Alright now I downloaded Process Monitor to read everything that is trying to interfere with the int files it looks like nothing is trying to override or use the files besides steam and fallout but what I did find out is that for some reason fallout cannot edit or override the file the only thing it can do is read it and so dose steam but I don't know why since the int file is not in read only in it's properties nor is it hidden but it still cannot be edited by fallout

Check your system security settings.
If this is Win 11, make sure that /mygames is whitelisted as its probably blocking Steam/fallout 4 from changing the files.

Go back into my games/fallout 4 and physically check that the file properties are NOT set to read only (if you haven't already).

Lastly, if this doesn't work, we may have to physically change the files manually and manually save the settings to see what the heck is going on... so make notes of what you are trying to set and to what...
Do you have Steam and games in the default Program Files (x86) folder? If so, that's a windows 'protected' (micromanaged) folder and windows itself may be interfering with things. You can move the steam install and installed games using the following, select "How do I move my existing Steam Installation?" ... I personally use "C:\Games\" for Steam, EA, Ubisoft, etc.

well my win version is 10 and I just checked if file properties and it is not in read only also I have checked both system security and firewall with advance security to check if all of my games and steam is allowed through the fire wall it says on both parts they are allowed through

No there not in any programs folder my steam is in a isolated file outside all of my files and my games are in a completely separate drive that my steam storage has already identified and has access to
