No, in fact, that is not how bans work for CS:GO at all.
You see, VAC sucks, and barely can even detect 5$ cheats or free paste.
Pretty much the only way to get a VAC ban in 2023 is to use the first free cheat that comes up when google searching "csgo free cheat", and then immediately start spinbotting.
A game ban means they were either detected, or they were convicted by overwatch.
And since overwatch has not functioned properly in well over a year, what is more likely is that he was using a private cheat that has since been detected.
