Bay Area composer and clarinetist Matt Ingalls (Mills College class of 1997) started sfSound in 1999, which became a series of concerts, an ensemble and an internet radio station.
Ingalls and Brian Cogley curated in a Oakland warehouse a series of avantgarde concerts titled "East Bay Creative Music Festival" (1998-2000).
They then curated the first
East Bay Tape Music Festival in April 1999, which in 2004 was
rebranded as The San Francisco Tape Music Festival, inspired by
the pioneering San Francisco Tape Music Center of the 1960s.
Ingalls started out composing computer-generated tapes such as Gargoyle (1995) and pieces for improvisers such as Y2k (1999).
He then composed:
A Structure To Be Performed After Three Early Feldman Pieces for chamber orchestra (2002),

etc.
In 2022 he founded the Oakland Reductionist Orchestra which debuted with West And East Baying (Queen Bee, 2025), containing the 25-minute West Baying (february 2025) and the 23-minute East Of West Baying (april 2025), and featuring 18 musicians, mostly alumni and alumnae of Mills College: Kyle Bruckmann (oboe and English horn), Lisa Mezzacappa (bass), John Ingle (alto and baritone sax), Cody Putman (basson), Monica Scott (cello), Diane Grubbe (flutes), Chris Cooper (guitar and electronics), Cheryl Leonard (natural object instruments), Kanoko Nishi-Smith (koto), Jacob Felix Heule and Kevin Corcoran (both on percussion), Joshua Marshall (tenor sax), Ron Heglin (trombone, tuba and voice), Tom Djll (trumpet), Kevin CK Lo (violin, flute, piano and objects), and the vocal duo of Danishta Rivero and Sarah Grace Graves.
