The noir City of Industry (1997) is a mediocre pseudo-noir but still his best film.
Jorge has decided to go away on another criminal job and his wife Rachel is upset about it, worried about their two children. His friend Skip picks him up and they drive away. They meet Lee, who has architected a jewelry heist. Lee has convinced his older brother Roy to join them.
They carry out the heist as planned with no problems. The jewelry is even worth more than they thought. Everything seems to be going well for them.
Skip has sex with his girlfriend Gena in a motel room.
Then Skip joins the other thieves at a trailer park and suddenly starts shooting at them. Lee and Jorge are killed, Roy manages to escape. Skip takes all the money and drives away. Roy goes into hiding, but is determined to exact his revenge. He starts looking for information about Skip, whom he never met before.
Meanwhile, Skip owes money to a loan shark in Chinatown. He hires a gang to protect him and confronts the loan shark, offering him more money than he owes in exchange for tracking down Roy and killing him. The loan shark accepts.
Roy tells Jorge's wife Rachel that Jorge has been killed. She is devastated
and doesn't want to help him track down Skip.
Roy returns to his hideout but two of
the loan shark's Chinese thugs have tracked him down and kidnap him.
While being driven away,
Roy manages to kill them with a little knife despite being tied up and gagged in the car, risking that the car will crash and kill him too.
Roy makes it wounded to Rachel's house and collapses on her lawn. She takes him in and cares for him until he recovers. Rachel is now willing to help Roy but for a big sum of money. Roy tries to bargain but Rachel doesn't bulge.
Rachel tells Roy who the fence is: Uncle Luke.
Rachel gifts Roy a Christian necklace for protection.
Skip quickly finds Uncle Luke and takes the money that Uncle Luke has ready for Skip after selling the jewels.
Uncle Luke calls Skip and tells him that Roy has taken his money. Roy dropped
the key of his motel room, so Uncle Luke tells Skip where he can find Roy.
But it's a trap: when Skip's Chinese thugs show up at the motel, Roy is waiting for them and kills them. Then Skip kidnaps Rachel. But now Skip has a problem: the loan shark wants his money and Roy took the money. The loan shark sends his thugs to kidnap Skip's girlfriend Gena and blackmail Skip, but Skip simply shoots Gena and her kidnappers.
Skip calls Roy and tells him that he has Rachel and will trade her for the money (somehow Skip has determined that Roy cares for Jorge's widow).
The Chinese mob working for the loan shark is looking for Skip. They all meet in a remote location at night. Roy kills everybody, including Skip (brutally) and rescues Rachel. Roy is wounded and bleeding. Rachel drives Roy to a hospital.
She runs inside to look for help. When she comes out with nurses and stretcher, Roy has disappeared. Roy left her a bag full of money.
Rachel buys a home in Texas and moves there with her children. Some time later she gets a letter from Roy: it only contains the Christian necklace that she gifted him.
