THE APPLICATION PERIOD FOR THE 2027-28 HUBERT H. HUMPHREY FELLOWSHIP PROGRAM IS OPEN. APPLICATIONS CLOSE ON AUGUST 15, 2026.

 

This distinguished program brings accomplished mid-level professionals to the United States for an academic year of combined non-degree study at a U.S. university and professional development with U.S. counterparts. Fellows are selected based on potential for leadership and commitment to public service. Fellowships are granted competitively to both public and private sector candidates with strong leadership potential and a commitment to public service in these fields.

The ideal candidates for this program are mid-career professionals in leadership positions who have the requisite experience/ skills, commitment to public service, and potential for advancement in their professions. Applicants should have a minimum of five years professional experience and should be policy rather than research or technically oriented.  The Humphrey Fellowship Program is designed to strengthen the leadership skills of professionals who will contribute to their communities and professional fields.

Eligibility Requirements:

  • Citizens of Antigua and Barbuda, Barbados, Dominica, Grenada, St. Kitts and Nevis, Saint Lucia and St. Vincent and the Grenadines.
  • A university degree from an accredited institution.
  • A minimum of five years of full-time professional experience (prior to August 2026) in the relevant field and should be interested in the policy aspects of their field of specialization.
  • Demonstrated leadership qualities and a record of public service.
  • Demonstrated English language ability.
  • Limited prior experience in the U.S.

Selection: Please note that selection for this program is competitive. The review panel is looking for candidates who meet all program requirements, including demonstrated leadership ability/ potential, a commitment to public service, and a well-developed program plan. Following a technical review, short-listed candidates will be advised and invited for an interview.
