Community Council Business: The community still has a need for the community council and will carry on discussing the needs of the residents until quorate meeting to decide our future and elections.
Police Report: Not in attendance.
Community Business: Residents in the area have been raising complaints about the bin collections especially with the larger communal bins that are used by the tenement housing, with one resident having to contact SPSO (Scottish Public Services Ombudsman) to get satisfaction from complaints raised with Glasgow City Council. There also seems to be problems concerning the communal aerials in the Carnwadric area. One resident has raised concerns regarding the rising cost of building insurance and excess which are paid to Your Place, the local factor for owner/occupiers in the area.
Community council will invite representatives from GCC and GHA along to next meeting to try and sort out some of the problems discussed.
Councillors:
Bailie Docherty : has concerns regarding the size of potholes in the Arden area especially on Kyleakin Road which go to a depth of 73/4 inches. Arden also has a particular problem with litter and bins overflowing onto the pavements/roads. There may be an educational problem around how and what to recycle to reduce the actual waste.
Councillor Curran: having meetings with the Roads Engineers regards the parking problems in the area. This is still ongoing with possibility of action in the near future. The quarterly public meeting held at Kennishead was very lively with concerns raised around road conditions, ¾ of which have been resurfaced but still very dangerous in parts and discussions about the planned new housing.
It is hoped that a representative from this community council will be invited to the next meeting.

Police Report: PC McKinlay read the area crime statistics for the previous month and gave a breakdown of figures: Carnwadric/Kennishead area 31 incidents; Arden/Old Darnley 32 incidents. The new nature of the community problem solving team was discussed and again it was reiterated that any and all crimes, no matter how small you may think, should be reported by phoning 101. This way the team can get a bigger picture of what is happening in the area and prepare to target/prevent crime. Residents were encouraged also to complete the Police Scotland 2026 survey. Residents raised awareness of adults drinking alcohol in the park and young people hanging around the shop area at Boydstone Road.
Community BusinessResidents of Bangorshill Street/Capelrig street who have communal bins in the back courtyards complained about the way these were being emptied. Only some of the refuse was being decanted into one or two bins and emptied into refuse truck. This meant that half the bin contents are left to rot causing smells and encouraging flies/germs. Residents who complained to the GCC hotline complained that they were not being listened to and on occasions operators were hanging up on them. Street lighting problem on Boydstone Road was fixed but unfortunately not working again.
Rev. Bell informed the meeting of the Community Showcase being held at Carnwadric Church by the WIN project on Thursday 11th May.
Councillors:
Due to the elections, no councillors were present at the meeting. Problems regarding parking, potholes and other issues discussed at last meeting will be revisited at next meeting.

Roads: Most of the potholes and resurfacing has been addressed in the area and give way lines painted at junction of Boydstone Rd/Thornliebank Rd. It has been noted that the white lines/markings are still missing on Boydstone Road from shops to Kennishead bridge.

The next meeting of the Community Council Discussion will take place on Saturday 3 October.
New maps of the Revised Community Council Boundaries were handed out.
During the summer break, a meeting was held in King George V Park with GCC officials to talk about regular maintenance of the park and possible upgrades. The main children’s play parks have been painted and checked and are looking more child friendly. The main field has been regularly cut and new Rugby posts have been installed. A regular rugby team has been using this over the summer.
Posters were distributed to all local shops and amenities in the community council area for display in the hope that more residents would attend meetings and get involved in their community.
Councillors’ Update:
Bailie Docherty: It has been noted that there seems to be an increase in refuse bin thefts in the area. These bins can cost from approx. £40 and this has to be paid for by the resident. Please be vigilant during collection days.
New gates and fencing have been erected around the electrical sub-station on Hopeman Street. This is to discourage the dangerous shortcuts being made by the public and encourage walking to pathway.
A new EAL (English as Additional Language) teacher has been appointed at Ashpark School.
Cllr. Curran: There has been a spate of speeding offences on Crebar Street which was causing concern and police have been in attendance. Since the end of the special policing programme in Kennishead there have been fewer police presence in the area. Kennishead is still being monitored as problems still exist.
The Language and Communications unit in St. Vincent’s has moved to Pollok. The meeting in the park was successful and we may have to get in touch again regarding weeds etc. encroaching pavements.

Mr Currie informed the meeting that the litter situation in the area was on the increase and that some litter bins had been removed and not replaced. Asked if this could be looked into. He also brought to light that no weed killer seemed to have been used in the area this year as roads and pavements seem to be overgrown.
Mr Dornan MSP suggested someone from the community council along with representatives from council departments meet to have a walk around the area. It is always good to get first-hand experience rather than just emailing or lettering individual parties.
Ms McGregor (GHA) told the cc of the work the housing association does to support projects in the area i.e. Aberlour, WIN, Pollok Integration. They have the ability to access funding and help project with their own fundraising. She is looking to help the local Carnwadric Community Hall with the maintenance of the building and to make it more appealing to the community. She will be going along to their next committee meeting to see what help she can give.
Rev. Bell talked about the WIN project and how they are working with a small group of young people in the area. The group are doing well and there seems to be a turnaround from young people wanting just to play with technology to now wanting to talk and be involved more.

Police Report: Community Police in attendance.
A report on the monthly figures- 82 crimes were committed in the community council area last month of which 52 had been detected. A breakdown of the offences were given and noted that no serious crimes had happened. Police Scotland in conjunction with the GHA have had a Community Impact Team based in Kennishead area and have been proactive in the crackdown of drug use and public alcohol abuse which is why the statistics were higher than usual but this seems to have had a very positive effect in the area. After some discussion the police officers were thanked for their attendance and left the meeting.

The list of dangerous road conditions has been passed to the appropriate department in the city council by Bailie Docherty. It was noted that some of the smaller potholes have been filled and that the work to Boydstone Place should be starting soon.
Cllr. Curran is still trying to organise a meeting with Glasgow Life, LES, and community council rep to have a look around the park area. This will take place in July.
The derelict container has been removed from the Playing Fields in King George V Park after many years

Community Council Elections: DACK do not have to have a full election at this year’s AGM.
Resilient Glasgow – GCC is launching a conversation with Glaswegians to help develop a long term plan to make Glasgow more resilient for decades into the future. A wide range of activities taking place June to August. For more information see http://www.glasgow.gov.uk/resilience.
SPT have produced a map of hospital bus routes to and from Glasgow hospitals. This was given out to members.
Public Health Information Network for Scotland seminar will take place 11 September in the Royal Concert Hall. The event is free of charge but spaces are limited. Full programme and registration details is available from the PHINS page of the ScotPHO website.
Scottish Fire and Rescue Service; A fire report for the ward has been produced showing the amount and type of incidents. This document was shown to the members and will be kept for future reference.
Councillors’ Update:
Bailie Docherty: Everything had been covered during the meeting and asked that we be vigilant regarding Boydstone Place and keep her informed of any progress.
Cllr. Curran: He has been informed that an infestation of Japanese Knotweed has appeared in the Pollok area and could possibly spread. We were asked to keep an eye open for any appearance of this in the area. Funds from the area partnership were awarded to Aberlour Youth Point Project (£2000) based in Kennishead for new equipment for the Youth club/Drop in Job Club. South West Community Cycles (based at Pollokshaws West Rail Station) awarded £1600 for their Dr. Bike programme in Kennishead which will repair cycles and provide recycled bikes for young people who live in the area.

It was decided that more advertising of the Community Council is needed in the area to try to encourage more residents to take an active role in their community. Posters etc. will be strategically placed throughout the area in August/September in time for the next meeting in September. Chair will also get in touch with Carolyn Lennan at GHA to see if there can be any kind of collaboration with projects in the area.
The Community Council will not be meeting over the next couple of months because of the holiday period but everyone concerned about their area should still be looking out for any problems which may arise during this time and keep in touch with the committee/local councillors/police.

- Line Painting – Baillie Docherty informed the meeting that she has been in touch with the appropriate departments regarding line painting. She has been told that the surface at the junction of Boydstone Road/Thornliebank Road is not good enough to paint as it will not adhere to the rough/potholed surface and that is why it was not done at the time.
- Potholes – A comprehensive list of potholes and badly damaged road surfaces in the community council area was circulated to the meeting and members asked to add any that had been missed. Baillie Docherty asked for the completed list to be passed on to her and she will inform the appropriate department.
Chair’s Report & Correspondence:
Guidelines have been given as to the content/publication of the Community Council website. Bullet points of to be taken into consideration are:
- No party political material – anything that implies support of a political party
- No copyright theft – permissions should be sought before any photograph/article is published on the site
- Information from other organisations – permission again must be sought, no trust or confidentiality be broken
- No inappropriate comments – any comments made on the ‘dashboard’ cannot be published until approved by an administrator.
- Legal disclaimer – Example of disclaimer was given and this should be published on all websites.
Mr Currie advised that it may be possible to upgrade the website to encourage a bigger audience. This can be done but would incur an annual fee.
Community Council Discussion Forum (CCDF) A reminder that the next Community Council Discussion Forum is scheduled for Saturday 20 June from 9am until 12.00 at the Burgh Court Hall, 40 John Street, City Chambers. An agenda for the event will be available nearer the date. Community Councils are reminded that the target audience for the Discussion Forum are elected community council members, which does not include associate members and ex-officio members.

Baillie Docherty – Updated members on the line painting and recapped on the discussion of the road surface. Boydstone Place has moved up the list and is on the schedule for resurfacing.
Councillor Curran – Still trying to arrange a site visit with heads of departments and community council to walk round the area and highlight problems. This will be done as soon as possible but getting more difficult with the holiday season approaching.

Note of last meeting & Matters arising: The new DACK web site is now up and running. It will include latest minutes and future meeting dates. It has a short history of the area and space for what is happening in the community council area. The community council can also be contacted through this site and messages left. The members were encouraged to let us have any notices/stories which apply to the community.
The Container in the park is still there and Cllr Curran is hopeful to have an update in the near future. It is hoped that a meeting with all the departments involved in the upkeep of the park and members of the community council can be arranged so that we can get some assurances of the future of the park. It was also noted that the playground areas are in need of a good clean up and possibly the apparatus that is used by the children cleaned and repaired.
The Chair had contacted James Dornan, MSP, as asked and invited him to the meeting. A list of future meeting dates were also given but no acknowledgement has been received to date.
Chair’s Report & Correspondence: The CC were informed that Mr. Alex Fraser has stepped down from the position of Secretary for health reasons but it is hoped he will remain a member. Alex has been involved with the CC since its inception many years ago and with previous committees. He has been a champion of many community causes in the past and his enthusiasm will be greatly missed. It was agreed that the chair will take on the duties of Secretary for the next few months until the A.G.M in October when new office bearers will be elected.
The next Community Council Discussion Forum will be held on Saturday 9th May 9am – 12 noon.
Line painting on the Boydstone Road, which we had been asking to be done over the past few years was eventually done a few months ago but not to anyone’s satisfaction. It was noted that the centre lines were only painted from the shop area to the junction of Thornliebank Road. There are still no junction lines at Thornliebank Road; no lines from Kennishead Rail Bridge to the shop area and feel that the council failed to address the matter properly.
Pot holes are once again becoming a very dangerous subject and many roads in the area are exceptionally bad. The roads used by public transport being special concern as the pot holes are numerous and very large. It was decided to compile a list and possible photographic evidence to present to the council. The temporary fixes given to some potholes are not good enough and are actually making the roads even worse. Part of the road in Boydstone Place was resurfaced then a new drain put in place to address the flooding concerns. The pavements and remaining roadway are still in need of permanent repair.
Road safety concerns were raised regarding the parked cars around the Thornliebank rail station where cars are parked for the day while commuters take the train to work. It is getting increasingly difficult to cross the road and residents are unable to park outside their own houses. It was suggested that GCC/British Rail should look into a possible park and ride car park in the vacant ground of the old industrial site off Boydstone Road.
School Placement requests in the local area are becoming more popular since the catchment/boundary area changes. It is becoming very difficult to get siblings placed together in the same school.

Surgery posters and news from: Johann Lamont MSP
Application for attendance to Royal Garden Party, Holyrood, has been unsuccessful due to demand and will be kept on file. Advised that local community groups and charities should be applying to GHA and Area Partnership for grants. Gardens, back courts and open spaces are being well maintained in the area by the GHA. Some residents have raised concerns regarding the heavy gates to the back courts and asked if something could be done to stop them self-locking.
Chair’s Report: Points from GCC Community Council Briefings were pointed out – Next CC Discussion Forum will take place Saturday 28th March 9am -12 at 40 John Street. Training sessions on WordPress Website will also take place at that time for invited members. Chair informed meeting that the new website for Community Councils is now live and the minutes and any other information will be available online. This can be found at https://dackcc.wordpress.com. Chairperson will be attending the training on Saturday 28th.
The derelict container in King George V Park, has still not been removed and it was also noted that the park was being maintained at the minimum requirement level. Although the refuse is being removed and, hopefully, the grass cutting starts on schedule it does seem that the play areas are being left to deteriorate.
Chair was asked to invite James Dornan MSP to the next meeting. This was agreed to be done.

Matters Arising: Mr. Young has still not received confirmation of residency in the area and is still unable to become a community council member. This will be looked into again and until confirmation received will be an associate member of the community council. He will get in touch with Glasgow City council again.
Mrs Henderson attended a meeting with Cllr Curran, Mark MacLaren (Scottish Water) and LES representative regarding drainage of water at Boydstone Place and water flowing onto Boydstone Road; resurfacing of Boydstone Place roadways. The meeting was very productive and all matter are being addressed.
Bailie Docherty also had an email from G Gillespie, LES, advising of works to be attended to regarding flooding and acknowledging that line painting is outstanding and should be completed as a matter of priority.
Police Report: No Police were in attendance at this meeting.
Residents: Complaints regarding the lack of cold weather grit available for pavements etc. Grit bins have been removed and not replaced this year. Bailie Docherty has advised she will look into this. Resident’s complaints regarding bad workmanship of property maintenance. This should be addressed by GHA/Your Place.
Community Council Web Site: We have been advised by Stuart Burns, CC Resource Centre, that the CC web site will be taken down from 31st March 2015. Looking at WordPress taking over and hopefully migrating previous posts to a new web site. To be kept informed.
Secretaries Report/Correspondence: Bulletins from Tom Harris MP and Johanne Lamont MSP., GHA and Parkview gave out several grants over the festive period to various recipients in the area, enabling groups to have festive outings and dinners. Grants are still available for groups in the area. WIN project celebrated its first year on Monday 26th January producing its annual report and holding an open day at their base in the Church. Received letter from LES informing CC that they do not know who is responsible for the container in the park and unsure of who will be removing.
Councillors Reports:
Baillie Docherty: Has been walking around the constituency in the past weeks and in particular the King George V Park. She agreed that the container was very dangerous and a particular health hazard and should be removed. She will keep looking into this matter.
It was pointed out that the park has been steadily ignored and been left to fall into disarray.
Councillor Curran: Informed of meeting with Scottish Water and LES already discussed at the meeting. Suggested that CC invite local service managers to future meetings. CC will look into this.

Police Report: Chair introduced P.C. Sean McLoughlan who read out the police report for the area. There have been 6 Road Traffic crimes; 2 Assaults; 14 Vandalism; 7 Misuse of Drugs; 6 Breach of the Peace.
PC McLoughlan reported that most crimes had been detected and that assaults and breaches of the peace were mostly domestic and did not pose a threat to the general community. The area has been relatively quiet but advised that households should be aware especially and this time of year of opportunist thieves. Please ensure that property is securely locked even when in residence. Fixed penalty tickets are not reflected in the crime figures.
After discussions/questions it was also advised that residents should report all sightings of crimes/disturbances to either the Crime-stopper Line or to 101. If the crime cannot be intervened it will still be collated and used to prepare future community policing.
Secretary’s Report/Correspondence: Parkview and GHA reports were received, bulletins from Tom Harris MP and Johanne Lamont MSP. Mr Fraser informed group that minutes had been delivered to Cllr. Dorran via Ms. June Bell. Information from GCC re submission of membership to Glasgow Community Planning Partnership – process has changed. Glasgow City Enterprise Trade Show taking place 10th December at 141 Bridgegate Glasgow.
Email from George Gillespie (LES) via Baillie Docherty regarding line painting, shops area Boydstone Road, and Pot holes Boydstone Place. It was deemed unnecessary for the yellow line on the bay outside the local shops and advised that the carriageway and footways on Boydstone Place have been assessed and will be considered for inclusion in 2015/16 resurfacing programme. Meanwhile the location will continue to be monitored and any necessary temporary repairs will be instructed. This raised questions and discussion about potholes being reported a few year ago and the promise of resurfacing from the 2014/15 budget. The residents are not pleased with the reply from LES and this will be taken up by Community Council.

Chair’s Opening Remarks: Mr Currie welcomed all to the meeting, which is our AGM. This year, there is not a full election of Community Councillors (that will take place in 2015), however, the office bearers’ posts are up for re-election. Last month, Mr Currie signalled his intention not to stand for re-election as Chair. He then introduced Community Police Offices MacDonald and Murphy who gave the crime report for the area over the last month.
Police Report: For Carnwadric and Kennishead, there had been 38 Crime Report of which 28 had been detected. The include 9 assaults of which 5 were detected.
For Arden and Old Darnley, there had been 18 Crime Reports, of which 11 had been detected. These include an assault and a serious assault. Enquiries into the serious assault are ongoing.
The Police took questions, including on reports of speeding on the built up section of Boydstone Road late at night. There has been no increase in crime in Kennishead as a result of most residents moving out of blocks 30 and 40 ahead of their forthcoming demolition.
The Police were thanked for their attendance and left the meeting.
Business Arising: We reviewed the minutes of the last meeting. There was a correction required as Mr Young attended the last meeting. This was noted and the website record has been updated. We still await updates from Bailie Docherty on the issues that were raised at this meeting. Mr Currie sent her an email following the September meeting (e.g. litter in park, potholes in Boydstone Place, drinking in park).
The minutes were approved and seconded.
Annual General Meeting: We began the AGM section of the business, and followed the format set out by the council.

- The Chairperson presented his annual report, which was also his outgoing speech. This is detailed below:
“After 5 years as Chairperson, as intimated last month, I have decided to step down from the role. This is partly because I believe 5 years is enough and a new person should take over the post for the sake of local democracy, but also because of work commitments.
Over the last year, we have been successful in having safety improved on Kennishead Road at the edge of our Community Council area, with the introduction of a 30mph zone. This has been the scene of a number of fatal accidents over the years. We have also provided a forum for the community and local organisations and elected representatives to meet to discuss and deal with various issues from the “daycare tax” impacting the Rainbow Care Centre to crime to sorting out street maintenance.
For me, we can achieve more together than alone, and it is has been my pleasure to work with you over the last 5 years. Over that time we have delivered major safety improvements near Thornliebank station through a new traffic island, the repainting for the first time in 30 years of lampposts in Carnwadric, getting ongoing pothole issues fixed as well as the aforementioned 30mph zone on Kennishead Road following a fatal accident in 2012. I am certain that as a result of our work to improve road safety in the area, loss of life has been prevented and as someone is not mourning the death of their close friend or relative.
In the past years, we have also set up a website, giving an air of professionalism to the Community Council and from what I hear from Alex, praise from Council officials. The website has received around 10,000 visitors and provides details of what the Community Council does, minutes of meetings, local links and a brief local history.
The past 5 years have built on previous work undertaken by Alex Fraser, Margo Gray (who is sadly no longer with us) and others since the 1970s, who have given significant time and energy to help the community and ensure it gets its fair share of resources from the Council.
The main disappointment for me as I step down is the constant struggle to get the Council to carry out basic duties that should happen without being an issue at Community Council meetings – namely street maintenance: for example, keeping streets tidy through weed and litter control. Despite constant effort, the condition of streets in the area is still unsatisfactory, as a walk down Drumpark St, or Cruachan St in Carnwadric or several street s in Arden will testify. That is now for my successor to take forward, amongst the other issues facing the area.
I would like to thank the Community for having given me the honour of being chairperson, and having put up with me for 5 years, and with that, I step down.”
- The presentation of the Accounts has been delayed to November’s meeting as they were not audited in time. They were expected to be ready later this week. This was due to the auditor’s other work commitments.
- The Office Bearers stepped down.
Due to the poor attendance at tonight’s meeting, and lack of eligible and willing candidates to take the chair for the election, Cllr Curran kindly agreed a request to step forward.

The position of Vice Chair was left vacant for the time being, pending enquiries into John Young’s residence eligibility. If this can be resolved, Mr Youing has agreed to be Vice Chair.

John Young was appointed an associate member for the time being. Mrs Henderson will be the niominated contact for the Community Council going forward.
The next AGM will take place on Monday 26 October 2015.

Chair’s Opening Remarks: Mr Currie welcomed all to the meeting. He noted how quickly the last 3 months had passed since our last meeting. Next month will be the AGM once more where all office bearers require to stand down and seek re-election, and he signalled his intention to stand down after 5 years as Chair.
He then introduced the police officers who gave a crime report.
Police Report: Theere have been 57 crime reports in Carnwadric/Kennishead in the last month. 40 have been detected. These range from anti-social behaviour to an alleged rape, for which enquiries are ongoing.
Arden/Old Darnley has seen 30 crime reports, of which 18 have been detected. 7 reports were for drug offences.
The officers took questions, which included concerns raised about speeding on Boydstone Road and dangerous driving behaviour near the shops on that road.
Business Arising: We reviewed the minutes of the last meeting. A number of local concerns had bene raised in a letter to the council sent on 9 June. The council have responded, with the help of Ms K Clark on Bailie Docherty’s office.
Street Maintenance – the council sprayed weeds in June and undertook to remove dead vegetation.
The damaged traffic island on Boydstone Road near the children’s play park has had wrecked keep left signs replaced with bollards
The council undertook to reinstate the road markings on Boydstone Road between Kennishead Av and Thornliebank Rd. This had not been done in 2012, when originally requested.
The request to deal with road verge cleaning in Kennishead Road was actioned following a complaint from a resident there which the Community Council pursued. This road had seen a speed limit introduced between the houses near 451 Kennishead Rd and the junction with Boydstone Road after a request from the Community Council following an accident there. The council declined a request to install a pavement in a missing section between the houses and Boydstone Rd junction. Mr Currie has provided contact details for the MSP to a local resident there if he wishes to pursue the matter futher. This stretch of road is under the remit of a neighbouring Community Council: therefore, we are unable to pursue the matter further.
Secretary’s Report and Correspondence: The Secretary provided details of correspondence the Community Council had received. These included letters and booklets from the NHS about the new South Glasgow Hospital where Accident and Emergency will be sited, and a booklet from Glen Oaks Housing Association.
Ms Coakley provided an update on new houses that are expected to be built starting from next spring in Arden.
Mr Currie has received an email from Stewart Burns. The Council appear to be tightening up governance and oversight of Community Councils, and this letter set out AGM procedures including a standard agenda for all Community Council AGMs. Noted was the requirement for all office bearers to step down each year (though they may be re-elected). as well as the format the Chair’s annual report should take.

A Community Council discussion forum will take place at 40 John St, Glasgow on Saturday 25 October from 9am for elected Community Councillors.
Councillors Reports: Cllr Rashid provide an update on work he is undertaking in Arden. Road sweeping is to be improved, removal of street weeds are being chased up and traffic calming measures are being introduced at Ashpark Primary.
Bailie Docherty provided a local update. She also received requests to pursue complaints of drinking in the park; have the river embankment adjacent to the park cleaned up (it is overgrown and full of litter); have the yellow line re-instated at Carnwadric shops on Boydstone Road and pursue complaints about potholes and a poor road and pavement surface in Boydstone Place.
Regents Park Residents’ Assoc Update: Mr Meehal and Ms Telfer provided details of a walkaround that had taken place with Land and Environmental Services to resolve a number of issues eg. potholes and damaged bollards that had been raised in the area.

Chair’s Opening Remarks: Mr Currie welcomed all to the meeting. He advised the audience that as discussed at our last meeting, at the request of the Community Councils’ Resource Centre, advertisements were placed via this website and in local premises for candidates to fill the 2 vacancies on the Community Council. No responses were received by the closing date, and the vacancies will remain unfilled for the time being.
He then introduced the police officers, who gave a crime report.
Police Report: In the last month, there have been 63 Crime Reports for Beat 31 (Carnwadric/Kennishead) and 20 Crime Reports for Beat 32 (Arden/Old Darnley). This includes 11 traffic offences detected in Carnwadric/Kennishead area, where there has been a crackdown on speeding on Boydstone Road and Kennishead Road. There have been 22 incidents of anti-social behaviour, including street drinking, There was theft from a car on Carnwadric Road and a sneak in theft in Stanalane Street. In Arden, there have been incidents of attacks on buses, with items thrown at them on several occasions.
The Police then took questions. A couple of residents complained about the lack of action on drinkers in the King George V park in Carnwadric. The officers advised that residents should call the police number: however, Mrs Telfer asked why they need to as they are advising of the problem through this meeting. It was alleged that one of the drinkers was urinating in the kids’ play area. Cllr Curran will speak to the Council following concerns over issues about sharing of CCTV images with the Police. One of the residents had a complaint about a resident in Carnwadric who she alleged was abusive to neighbours. The house concerned is a GHA factored cottage flat that is a private let. The officers gave general advice on what to do, and Cllr Curran gave information on a service the Council and GHA provide to resolve neighbour disputes. It was recognised that dealing with neighbour issues – particularly in connection with private lets – can be difficult.
There were no further questions and the police were thanked for their attendance.
Business Arising: We reviewed the minutes of the last meeting. Rev Bell and Councillor Curran will continue discussions in separate meetings about the impact of the “Day Care Tax” (see March minutes for details).
In recent Community Council meetings, there have been a number of issues raised. Mr Currie wrote to Land and Environmental Services at Glasgow City Council on behalf of the Community Council on 9 June, with a summary of the issues raised, asking for action to be taken. The local councillors received a copy of the letter by email. The issues raised were:
- Street maintenance – in particular street weeds, which grow around kerbs, lampposts, etc and give the area an unkempt appearance;
- The damaged traffic island in Boydstone Road in front of the children’s play park, where the “keep left” signs were smashed in December. The damage was reported at the time.
- The failure to re-instate road hazard markings on Boydstone Road between Kennishead Av and Thornliebank Road;
- A request to deal with road verge cleaning on Kennishead Road between Boydstone Road and the houses and install pavement on a short missing search on a dangerous bend between the houses and the junction with Boydstone Road;
- A request to fix the lights on the traffic island on Thornliebank Road.
As at 23 June, no response has been received from the Council. Mr Fraser noted that weedkiller had been sprayed on certain streets, but the larger weeds had not been manually removed as requested. Bailie Docherty had been in touch about a traffic island repair, but this appears to be in connection with one in Regents Park raised at a Regents Park Residents Association meeting on 26 May.
Councillors Reports: Cllr Curran gave an update on the work Aberlour are doing with the WIN Project to help local young people. He also gave a summary of a recent “Debtbusters” meeting held in Carnwadric, where issues such as payday lending where discussed.
Secretary’s Report and Correspondence: There has been little paper correspondence, with emails to the chairperson increasingly used by the Council. The chair gave a brief update of Commonwealth Games activities, including the Queen’s Baton Relay. Details can be found at http://www.glasgow.gov.uk.
Any Other Business: Rev Bell gave an update on efforts being made to turn the former Frasers’ Bakers into a Centre for the Community. There were concerns expressed that due to the criteria for letting the shop, it may become yet another bookmaker. A decision will be made around late July.
Regents Park Residents’ Assoc – Mr Reehal gave an update on recent activity. The AGM took place last week.
Carnwadric Community Hall – Mrs Henderson advised grants are now being applied for and efforts are being made to reinstate the fencing and tidy up the area at the front of the hall. This was damaged by GHA contractors building the adjacent new houses.

Business Arising: We reviewed the minutes of the last meeting. Rev Bell gave an update on the discussions affecting Rainbow Day Care Centre. He felt that the rationale for the imposition of the “Day Care Tax” (see March minutes for details), did not make sense (in terms of the money it would bring in relative to the cost of administering it, the fact it would could push attendees into more expensive full-time care, and because the “equality” argument proponents had put forward had not been an issue for the “bedroom tax”.
An article outlining concerns had appeared last week in the Evening Times newspaper, but the points raised had not been satisfactorily answered.
Questions raised with the councillors about street cleaning (removal of street weeds) and removal of litter and installation of a pavement on a stretch of Kennishead Road were carried over to the next meeting as no councillors were in attendance to provide an update.
Mrs Henderson provided an update to advise the bank account for the Hall was still not opened (as previously advised) as the bank had unexpectedly asked for further paperwork, and she hoped this would be sorted out shortly.
Councillors Reports: no councillors were in attendance this evening.
Secretary’s Report and Correspondence: The Community Council agreed to put out an advertisement calling for potential new Community Councillors to run for the 2 vacant positions following a recent request from Steven Dowling at the Community Councils’ Resource Centre. Mr Reehal agreed to advise Regents Park Residents Assoc that 2 positions were available. If more than 2 people register an interest, an election will be held.
Other correspondence was received from Network Rail regarding a consultation session on 6 June at 9.30am at the Thistle Hotel in Glasgow, from the City Council on the City Development Plan (details available from glasgow.gov.uk or from local libraries) and from Glasgow Life on a call for volunteers for the forthcoming Commonwealth Games.
Any Other Business: Mr Reehal and Ms Telfer gave an update in local developments in Regents Park. These include a change of factor to manage common areas of the estate and discussions to set up a Neighbourhood Watch scheme. Work is progressing on a website which can also be accessed via this website.

Police Report: PC Yuille from Police Scotland provided the Crime Report. Arden has seen 6 cases of vandalism, 4 housebreaking, and 13 cases of anti-social behaviour in the last month. One of the shops in Arden had suffered broken windows on several occasions, although the police have CCTV images of the culprits. Carnwadric has seen 1 case of vandalism and 5 of anti-social behaviour and Kennishead 2 cases of vandalism, 2 of housebreaking and 3 of anti-social behaviour in the last month.
A couple of attendees at the meeting had concerns about youngsters causing noise nuisance in the back courts of the tenements in Bangorshill St and Roukenburn St. There had also been cases of drug-taking according to residents in the back court areas. They noted that cleansing staff are not always securing the access gates, allowing non-residents access. PC Yuille took notes and reminded residents to call in when issues occur so that a police record will be built up to enable these areas to be given higher priority in police resourcing.
Business Arising: Mr Currie provided an overview of last month’s minutes. Questions around Kennishead Road (see last month’s minutes) and hazard line painting of Boydstone Road are still outstanding. Rev Bell has had discussions with some of the councillors around the changes to Day Care Funding impacting the Rainbow Care Centre. Cllr Curran has provided an answer, that in Rev Bell’s view answers short term issues. Rev Bell expressed continued concerns around the funding rules change.
Councillors’ Reports: Cllr Curran provided an update on the Day Care funding changes. He agreed these could have communicated better.
Updates are awaited on the issues raised about Kennishead Road – for example, clearance of litter from the roadside verges and the construction of a footpath in the missing section between Boydstone Road junction and the houses on Kennishead Road. Strictly speaking, this section of Kennishead Road is just outside our Community Council area (comes under Pollokshaws and Eastwood Community Council), but it is adjacent to us and is within the Newlands/Auldburn council ward which also covers Kennishead and Carnwadric. It is at the request of a resident there that we have taken up this issue.
Bailie Docherty gave a short update. Mr Currie asked if she could ask Land Services to carry out weeding of kerbside and pavement weeds in Carnwadric as this is becoming a problem again. He also asked if she could progress an issue on Thornliebank Road where residents on the Glasgow side (e.g. 270 Thornliebank Road) have their street maintenace services provided by East Renfrewshire Council. This has led to issues where the pavements are not being cleaned and also where the faulty light about the keep left sign on the traffic island near Thornliebank station is not being repaired despite repeated requests online and by phone. This is thought to be due to confusion about the various councils’ repsonsibilities on this stretch of road. Baillie Docherty will raise the issue with colleagues in East Renfrewshire Council.
Bailie Docherty took details of the missing keep left signs on the traffic island near 680 Boydstone Road. These have still not been replaced since being damaged before Christmas.
Secretary’s Report and Correspondence: Correspondence is increasingly coming by email from the Community Councils’ Resource Centre. There will be an open morning on 7 May at Queens Park Parish Church from 9.30am to discuss the impact of welfare reform. Places can be reserved by email at social@glasgow.gov.uk
Correspondence was also received from First Glasgow about recent positive passenger survey results they had received and from the Community Councils’ Resource Centre on recent changes within that organisation, which meant our key contacts had changed.
Any Other Business: Mrs Henderson gave an update on progress with Carnwadric Community hall. A bank account has now been successfully opened and it is hoped repairs can begin soon. Cllr Curran advised a football team looking for a permanent home may request to hire it as a dressing room as they wish to use the local park as their home ground for football matches.

Chair’s Opening Remarks: Mr Currie welcomed all to the meeting, He gave a summary of recent updates to the Community Council’s website. There is an updated Home Page, and a new section forthcoming for Regents Park residents. He also provided an update on the new 30mph speed zone installed 10 days ago on Kennishead Road between the houses and the junction with Boydstone Road. This follows a fatal accident in late 2012, and a request from the Community Council to the City Council to examine safety measures that could be implemented.
Police Report: The 2 officers from Police Scotland gave an update on recent criminal activity in the area. There have been housebreakings in Kennishead and Arden, and a theft from a vehicle in Kennishead. Attendees were reminded to be vigilant of suspicious activity. The possibility of thefts taking place from the near-empty blocks 30 and 40 at Kennishead Avenue was discussed. These are due for demolition in 2015.
The new 101 number should be used for contacting local police in non-emergency situations.
Business Arising: Mrs Henderson gave an update on her attempts to open a bank account for the Community Hall, which are proving difficult and are ongoing.
The issue raised last month by a resident of Cruachan St around bins blocking the pavement was escalated to Bailie Docherty, as was the intermittent flooding at the corner of Cruachan St and Boydstone Road.
The minutes were proposed and seconded by Mr Lindsay and Mr Whyteman.
Councillors’ Reports: Cllr Hussain gave an extensive update on recent issues he has been handling in Arden/Old Darnley. These included taking action around Ashpark Primary, local potholes issues and arranging weeding of the footpath at Arden shops.
Bailie Docherty gave a summary of what she is working on. Mr Currie has forwarded Cllr Curran and Bailie Docherty an email asking for the following issues to be investigated:
- Clearing of litter from roadside verges on Boydstone Road and Kennishead Road, particularly between the house on Kennishead Road and the station. This was done previously by the Council.
- Asking the Council to examine putting a footpath down on a missing stretch of approximately 150m between the houses from 451 Kennishead Road to the existing footpath on Kennishead Road near the junction with Boydstone Road. There is currently no safe walking area for pedestrians coming between the house and Kennishead.
- Clearance of litter near Kennishead play park
- Line painting on Boydstone Road from Kennishead Av junction to Thornliebank Road. This was promised last year.
Day Care “Tax”: Rev Bell advised the Community Council that Rainbow Care Centre attendees had received letters from the Council advising of new potential fees they may have to pay from April 1, if their income is over £173 a week. The fees can be up to £15 a day, are causing anxiety and uncertainty and potentially threaten the future of the Rainbow Care Centre.
Following extensive discussion, the Councillors agreed to investigate – they had previously been unaware of this, and Mr Currie sent the letter as an email attachment after the meeting to them asking them to investigate and provide further information for Rev Bell and the Rainbow Care Centre Team as soon as possible.

Secretary’s Report and Correspondence: There was limited correspondence this month. It was noted correspondence is increasingly taking place by email: however, large attachments on some emails are expensive to print.
Correspondence included an update on Commonwealth Games Legacy Week, the City Centre Strategy and Action Plan, Public Petitions Review, Key Magazine and the times of Ian Davidson MP’s surgeries.
Any Other Business: Concerns were raised around wheelie bins blocking pavements on Cruachan St, a suspected water leak at the junction of Boydstone Road and Cruachan St, and parking issues near Thornliebank station. Mr Currie agreed to forward these to the councillors.

Chair’s Opening Remarks: Mr Currie welcomed all to the meeting and wished all attendees a Happy New Year. He introduced PC Harris and PC Archdeacon from Police Scotland, who gave a detailed Crime Report for Kennishead, Carnwadric and Arden for the last 2 months.
Police Report: In Kennishead, there had been a number of arrests for street drinking, 5 drugs cases and 6 breaches of the peace. In Carnwadric, there has been a big push to deal with road traffic and speeding offences. There had also been 7 cases of drugs, 6 breaches of the peace, 2 assaults, 7 cases of vandalism, 2 assaults and 4 cases of theft.
In Arden, there had been a rise in theft (4 incidents) and breaches of the peace (10 incidents). There had been 7 assaults (4 detected), a serious assault, 6 road traffic offences. 4 thefts, including the theft of a digger from Hopeman Road.
The Police took questions and asked for suggestions on helping tackle speeding. Mrs Douglas raised a concern about the 101 service, and this will be looked into.
Business Arising: We await an update on the implementation of the new 30mph zone on Kennishead Road between Boydstone Road and the houses.
Mrs Henderson gave an update on work she has been doing to set up proper governance procedures for the Hall. The Hall has applied for charitable status. Once this is granted, a bank account will be opened and grants applied for. The Hall will advertise that lets are available.

Councillor’s Report: Baillie Docherty gave a short update. Questions were raised about gully cleaning and puddles due to blocked drains. These will be taken forward.
Secretary’s Report and Correspondence: There were a number of pieces of correspondence, including from Police Scotalnd, Glen Oaks and the Key Magazine. There was also a note of a planning application to develop land adjacent to Silverburn for leisure purposes.
Any Other Business: Questions were raised around rent levels within Carnwadric (Is there a difference between GHA rents for same house types on diifferent streets?) and about the new houses. It had been anticipated that the new houses in Carnwadric at Kiloran St and Capelrig St would be let to people decanted from Kennishead flats, however, partly due to a council scheme to pay “disturbance money” to tenants locating to older flats, the supply had exceeded demand. Therefore, unexpectedly, some flats have been available for other tenants to apply for (e.g. from Carnwadric area).
WIN project: Rev Bell, chairperson of the WIN project at Carnwadric Church which has been carrying out valuable community work locally, gave an update. The Annual Report has been published and the Project has become a registered charity.

Chair’s Opening Remarks: Mr Currie welcomed all to the meeting.
Business Arising: Consultation closed on Friday regarding the reduction of the speed limit from 60mph to 30 mph for the unlit section of Kennishead Road between Boydstone Road and the houses. It is hoped this will be in place early next year.
A resident raised a query around trees on Boydstone Road overgrowing the pavement adjacent to the park (opposite the church) and about litter bins on Hopeman St. Cllr Curran is dealing with this.
Councillor’s Report: Cllr Curran gave a summary of the meeting on 4 November to set up a new committee for the hall. Work is underway to put a governance structure in place.
Secretary’s Report and Correspondence: There were 2 pieces of correspondence received from the Council – one was the new constitution for the Community Council and the other was an invitation to discuss the new Community Empowerment Bill at a conference at the City Chambers on 14 December. It was also noted that Mrs Henderson attended the recent Newlands/Auldburn Forum meeting.
Any Other Business: There was no other business. The Chair wished everyone a happy holiday period and the meeting was closed.

Chair’s Opening Remarks: Mr Currie welcomed all to this meeting, the 2013 Annual General Meeting of the Arden, Carnwadric, Kennishead and Old Darnley Community Council. He explained the outline of the meeting, and then introduced the police officers so they could give their crime report, outlining recorded incidents in the area in the last month.
Police Report: The police officers gave an overview of incidents in the area over the last month, and reminded residents that they should report all incidents no matter how trivial as this enables the police to build a picture of “hotspots”.
The Police took questions, and were thanked for their attendance.
AGM: The Chair then began working through the standard AGM agenda provided by Rhona MacLeod from the Community Councils’ Resource Centre.
Chair’s Statement: Mr Currie explained that as a Community Council, residents can achieve much more as a group, than they can as individuals. Examples of Community Council achievements, in partnership with our elected politicians and the Council are:
- Junction improvements at Thornliebank/Boydstone Road junction, including installation of a pedestrian crossing
- Re-painting of Carnwadric side street lampposts for the first time in 30 years in 2012
- Resolution of street weeding/littering issues
- Funding for Kiloran St Hall
The Chair then read out the minutes of last October’s AGM meeting (see below). These were approved and seconded by Mr Lindsay and Ms Coakley.
John Currie then stood down as chair, and Ms MacLeod took over the chairmanship of the meeting.
The election of Community Councillors began:

Alex Fraser was appointed the nominated contact person.
The AGM business was completed and Ms MacLeod left the meeting.
Minutes of September meeting: Mr Currie read these out. Mr Currie thanked Bailie Docherty for her handling of the street weeds issue raised in September. Cruachan St was weeded the day after the meeting. The issues in Kennishead Road around speed limit, pavement and lighting were discussed. Consultation is ongoing regarding reducing the speed limit to 30mph in the section between the houses and the junction with Boydstone Road (travelling from Barrhead Road). The council had advised that it was too expensive to install lighting on the unlit stretch. The minutes were approved and seconded.
Councillors’ Reports: Bailie Docherty, and Councillors Curran and Hussain gave updates on council business. Mr Currie asked Bailie Docherty if she could take forward the issue that new road markings had not been painted on Boydstone Road as previously agreed. The councillors took a number of questions.
Secretary’s Report: Mr Fraser gave an overview of correspondence received.
Any Other Business: Mrs Henderson advised that a committee was in place for Kiloran St Hall, and the drafting of a constitution was in progress. The hall was to be renamed Carnwadric Community Hall, and a public meeting had been scheduled for Monday 4 November at 7pm to discuss next steps. It is planned that grants will be applied for to renovate the hall.
A question around the allocation of the new social housing in Kiloran St/Capelrig St was raised.

Chair’s Opening Remarks: The Chair welcomed all to the meeting, and thanked them for their attendance. He gave an update on Mr Fraser, who has been ill in recent weeks.
Minutes of the Last Meeting: Mr Currie read out the minutes of the last meeting, and asked if there were any matters arising.
The issue of Kennishead Road’s safety was raised by a resident who lives there. He was concerned that the speed limit is far too high for that road, given its safety record and the blind summits on it, and noted the footpath was badly overgrown meaning residents have to walk on the road. Cllr Curran advised at the last meeting in June that the Council are considering lowering the speed limit for the final stretch near the junction with Boydstone Road to 30mph – however, we await a further update.
Mr Currie then pulled from his bag a plant that was at least 2 feet long, and stated this was growing out of the pavement kerb in Cruachan St, Carnwadric. The issue of street weeds had been raised in June, but was quite bad in certain streets in Carnwadric, and a letter had been sent to the Council last week on the back of feedback the Chair had received. The letter detailed the issue and the streets worst affected.
Baillie Docherty agreed to take this up with the Council.
The minutes were proposed by Mr Lambie and seconded by Ms Coakley.
Police Report: The Community Police Officers gave an update on crime in the area in the last month. They warned off an increase in sneak thefts from unlocked cars and houses that had been noticed. They took questions. One issue raised following a question was that some criminals operating in the area may have an electronic key that can open certain models of car.
The Police officers asked that residents report any crime they see (however minor) as this allows them to “build a picture” and identifty hotspots, even if due to priortisation, they are unable to attend straight away.
Councillor’s Report: Baillie Docherty gave an overview of a sewer update project scheduled for next year, that may involve Boydstone Road being dug up. One of the aims of the project is to reduce flooding.
She took questions, which included issues about the hedges in Boydstone Road between Kennishead Road and the footpath for Silverburn not been maintained, meaning the footpath is overgrown, issues around the footpath on Kennishead Road being overgrown and the street weeds issue.
Any Other Business: Mrs McPherson advised that Kiloran St Hall now had a constitution and commitee. A schedule is being put together of hall activities, as the hall committee hope that this governance will enable the hall to attract funding for improvements to the building and its surroundings. Mr Currie advised he would speak to Cllr Curran and Mr Fraser as they had been dealing with this.
Mr Lindsay raised the previous issue that flooding due to a bloked drain outside 752 Boydstone Road had started again.
Mr Currie advised that the next Community Council meeting may be the last due to a lack of interest in elected positions. We are currently 4 nominations short. (A further 3 were received tonight).

Chair’s Opening Remarks: Chair welcolmed all and thanked everyone for their attendance. Before moving on to the minutes of the last meeting, he introduced PC Gillies from Police Scotland.
Police Report: PC Gillies gave details of his remit and hoped that he will be with us permanenetly. He gave an update on crime in our area since April. He then took questions. Mr Lambie thanked the Police for their handling of a recent incident in Kennishead.
Fire Report: Officers Mulligan and Kenny gave an overview of their duties at Pollok Fire Station and the fire prevention work that they do. Residents with questions re fire safety are welcome to contact the Fire Service direct for advice. Mr Lambie thanked the Fire Service for their handling of a recent incident in Kennishead.
Minutes of the last meeting were read out. There were a number of matters arising. The minutes were moved by Mrs Henderson and seconded by Mr Young.
New Bins: Ms McDonald introduced herself and gave her reason for attending the meeting – the introduction of new bins for the disposal of leftover food. These will be uplifted weekly on the same day as green or blue bins. Each 23L silver bin (above) that is supplied will include a 5L smaller bin for use inside the house. Lining bags for the smaller bin will be supplied by the Council. She then took questions.
Councillors’ Reports: Baillie Docherty and Cllr Curran gave reports on business at the City Chambers.
Baillie Docherty advised that she had contacted the relevant department regarding the street weeds issue in Carnwadric that was raised, and she hoped that the issue would be dealt with by the end of July.
Cllr Curran advised that the Council had decided to take no action aginst the pigeon hut constructed on council land on Kiloran St.
He also advised that road repairs are in progress.
In addition, Cllr Curran revealed that the Council are consulting on lowering the speed limit on Kennishead Road from the current 60mph to 30mph for the final stretch of the section from Barrhead Road to where it meets Boydstone Road (above). This is following a fatal accident in late 2011 and a request by the Community Council to look at road safety on Kennishead Road in early 2012.

Business Arising: Question re KGV, road repairs, one way system beside school and Church in Carnwadric, shop in Arden

Chair then introduced Watch Commander Allan McGregor from Pollok Fire Station. He gave details of his remit,discussed the work his units undertook, and the fire safety services the Brigade offer. He then took questions around fire safety in multi-storey blocks (following incidents in Kennishead). He will attend the next meeting on 24 June.
Chair then introduced Victoria MacKay (Rainbow Befriending lead Worker), and Diane McWilliam (Lead Worker at Greater Pollok Integration Network): both Victoria and Diane gave a very good presentation on the subject of the Bedroom Tax and the Government’s Benefit Reforms, and led a general discussion on what happens next. Following questions, the Chair then asked for a vote of thanks to both, and to Rev Bell for organising the discussion.
Baillie Docherty had arranged for Aberlour to give an overview of the work their team undertake – and it was agreed by the meeting that the Community Council support a request for funding for a new play area in Kennishead.

Cllr Gillan gave an excellenet report on local Community Planning. She will look into the funding for grants regarding Church bus outing costs.

Bailie Docherty said she had been having discussions about an upgrade to the play area at Kennishead and will invite a rep from a company (Aberlour) who supply play equipment for 7-10 year olds in communal play areas to a future meeting a a Kennishead resident expressed concerns about the suitability of the proposals. She is still pursuing delivery of the promise the council made early last year to refurbish road markings in Carnwadric.
Cllr Curran gave an update on the Council’s road repair programme. £16m has been set aside this financial year.

Councillor’s Report: Chair asked Cllr Curran and Cllr Hussain to give report, both councillors gave good reports. They mentioned a sum of monies for road repairs. Questions to Cllr Hussain re one of ths shops in Arden selling goods to customers which are past their sell by date, he will deal with this case.
Question was put to Cllr Curran re grounds at Kiloran St Hall and why the works containers for the new build social housing had been placed next to the Kiloran St Hall path, and also from residents who believed their phone lines had been cut off by contractors buiilding the houses.
Secretary asked the councillors to confirm who own the lands immediately behind the hall.
There was a vote of thanks to the councillors.

1) Work on the new build social housing at Capelrig Street, Carnwadric, is underway. Four houses will be allocated to wheelchair users.

Chair’s Remarks: Chair opened meeting with welcome back to all after the recent break. Secretary then asked Chair that we stand for a minute’s silence due to the death of our friend and Community Councillor Mrs Margo Gray, who passed away on 11 December.
Chair then carried on with business of reading minutes from the last meeting.
Police Report: WPC McFadden and PC King gave an update on recent crime in the area. After the police gave their reports they were open to questions. Chair asked for a vote of thanks to both officers for their attendance.
Councillors Reports: Chair welcomed Cllrs Jaffri, Hussain and Curran, and also Baillie Docherty. They all gave reports and took questions.
Questions were put to them regarding line painting, lighting, hand rails, pot holes and hedges. Other issues raised included the play area in Kilmuir Drive, Arden, which is badly in need of repair. Cllr Jaffri will deal with that. As there were no more questions, the Chair asked for a vote of thanks to the Baillie and Councillors for their attendance tonight.
Secretary’s Report: The Secretary gave details of correspondence received, including from MPs, MSPs and re Planning Applications. Secretary made enquiries to Patricia Boyce, Secreatry for Newlands/Aulhouse Council, regarding the grants for bus runs to aid with the costs of price increases.

Chair’s Opening Remarks: Chair welcomed everyone and thanked them for their attendance: he then read out minutes of the previous meeting.
Business Arising: Questions from attendees regarding the pigeon hut at the back of the Kiloran St Hall. Cllr Curran replied that there is a notice of removal order issued by the Council. There was also a question about when the upgrading of the back courts of Carnwadric tenements will be finished.

Councillors’ Reports: Chair then introduced the councillors and Baillie and asked for their reports. Councillor Rashid Hussain introduced himself to the attendees as this was his first meeting with us. Councillors were then open to questions.
Questions were then put forward regarding conditions of streets and roads, yellow lines, missing handrails, the King George V Park and Community Grants. There was also a request of the Councillors to investigate the choked drain near 752 Boydstone Road (pictured above), as several requests had been made to the Council by Community Councillors to no avail and there were fears raised of the danger to pedestrians when this water freezes during cold spells.
Baillie Docherty provided an update on the awaiting line painting of some streets in Carnwadric – this is to be completed by the end of January. The request for a hand rail on the hill near Ashpark School in Arden was turned down by the Council on the grounds the hill is not steep enough.

Chair’s Remarks: Chair opened the meeting with welcome to all. Chair then read out minutes of last year’s AGM and last year’s meeting. Chair asked Councillors for update on previously agreed requests with Glasgow City Council re road line painting, Drumpark St resurfacing, removal of street weeds in Carnwadric and advised a street light in Cruachan St had been missed in the recent repainting programme. An email summary the outstanding issues was sent to them after the meeting.

Police Report: Chair then introduced PCs Lambie and Edmonds from Pollok Police Station. Both PCs gave a very good report on crime in our areas as follows for September and October.
Kennishead/Carnwadric area: 42 crimes reported in the previous month – 30 detected so far
Arden/Old Darnley area: 26 crimes reported in the previous month – 15 detected so far.
Treasurer’s Report: Mr Lindsay handed books over to Secretary for him to get them audited by Colin Gray (Head Teacher at Ashpark School). Chair thanked Mr Lindsay for his good work. Copies will be sent out to Community Councillors along with the minutes.
Councillors Reports: Chair then intoduced Councillors Jaffri, Curran and Bailllie Docherty. All councillors gave local updates.
Cllr Curran took a question around the pigeon hut constructed allegedly without permission near the hall – he has been in touch with the relevant department and is awaiting a reply.
Question re ownership of Kiloran St hall – the hall belongs to the City Council.
Question from Secretary to all three councillors – what can be done to safeguard local people who have to use streets and roads during severe weather in the winter months? Main priorities are Kyleakin Road near Ashpark school, Kiloran St, Drumpark St, Clova St, Cruachan St, Thornliebank Rd and Boydstone Rd. It is quite hard for senior citizens and children to manage up and down if the streets are not properly gritted. Some of the handrails on hills are needing repaired or replaced, or have become overgrown by neighbouring hedges.
Councillors were asked to look into this.

Chair’s Opening Remarks: Chair opened the first meeting after the summer holiday and said that he hoped everyone had had a good break. He gave an update on the Community Council’s work during the summer – Carnwadric’s lampposts were repainted for the first time since 1982; the traffic island at Thornliebank station had had its lights connected; and Glasgow City Council undertook to remove street weeds from a number of streets in Carnwardric.
At this point the Secretary asked for a minute’s silence for the Chair’s Father-in-Law, Mr Ferenc Csitári, who died on 30 August at the age of 68. This was agreed.
He then informed the body of the hall that he had sent a birthday card to Rev Bell who tuned 60 on 17 September.
Chair read out minutes of last meeting, agreed by Mr Young and seconded by Mrs Henderson.

Cllr Curran’s Report: Cllr Curran apologised for being late as he had been at another surgery. He gave a report and was then open to questions.
Questions were received re overgrown hedges, and about the pigeon hut that was allegedly erected without consent on Council land in Kiloran St. A number of tenants had been in touch with him about this.
The Secretary asked him about the apllication for office premises at the Savings Bank at Boydstone Road. Staff are being moved, but the details have not been given to them by NSI. Cllr Curran replied that the application goes to the Planning Board on 23 September and he will be on this Board. He has been in touch with Tom Harris MP regarding the application and workers’ problems.
As there were no other questions, Chair thanked Stephen for his attendance.
Secretary’s Report: Glasgow Housing Association (GHA) are doing a great job with Carnwadric’s back courts – these should be finished by November.
Construction of new social housing in Capelrig St should start in January.
The verandahs in Blocks 50,60 and 70 in Kennishead have been covered, with windows replacing the previous open space.
Glen Oaks Housing are pressing on with cladding of Arden homes.
The City Council provided a grant to Carnwadric Pensioner Club.
Refurbishing of open space at Clova St-Capelrig St junction.

Police Report: Chair asked the Community Policy Officers to give their report. In the last month, 47 crimes were reported in the Carnwadric and Kennishead area. The Police gave a breakdown of these, which included a number of wilful fire raising incidents in Kennishead. The Police Officers then took questions which included the issue of speeding in Boydstone Road.
Councillors’ Reports:
Cllr Curran – he gave an update on a local initiative to crack down on dog fouling. A number of houses in Carnwadric had received letters. He also gave an update on the state of certain roads.
Rev Bell had a question on whether work would be done on the bridge adjacent to the church on Boydstone Road. The church had received a letter some time ago indicating strengthening work was imminent, but had heard nothing since. Cllr Curran agreed to follow this up.
Cllr McDonald – introduced himself as one of the newly elected local councillors and gave an update of times and duties. He will have further updates at the next meeting.

Police Report: Crime stats from 28 April to 28 May for Carnwadric and Kennishead included 13 Public Order Incidents (11 detected), 16 Assaults (3 detected) and 10 Drug Incidents of which 9 were detected.

Questions were taken abour dog fouling in the Park, Eastwood Cemetery, the state of the roads and road cleaning (weeds are growing up again and not being removed, especially in Cruachan Street)

Chair’s Remarks: Mr Currie welcomed all and thanked them for their attendance. He was sorry to hear our Community Councillor, Mrs Gray, was quite ill. He then went on to read out the minutes of the January meeting, which were moved by Mr Young, and seconded by Ms Coakley.
Business Arising: Mr Currie gave an update on correspondence sent to the Council following the previous month’s meeting (see separate article in Latest News section). This referrred to having lampposts painted in Carnwadric for the first time since 1982, road markings updated in the local areas and a study done of road safety in Kennishead Road, between Boydstone Road and Barrhead Road, which has been the scene of a number of tragic accidents.
Police Report: The Chair welcomed the PCs and thanked them for their attendance and they started their report of crime in the area, which included 4 assaults in Carnwadric/Kennishead/Regent’s Park in the last month and 5 attempted breaks ins. They gave details of the Gangs Task Force moving in to Pollokshaws office. Both PCs were open to questions to which they gave relevant answers. They discussed the issue of speeding on the aforementioned Kennishead Road. A one-way system will be introduced into Hopeman Strreet and Crebar Street, with a zebra crossing near the football pitch.
At this point, the Chair thanked the PCs for their excellent report.
Secretary’s Report: Secretary read out information received. He explained that the cost of the wall repairs at the corner of Cruachan Street and Drumpark Street has now increased to £120,000. New build housing in Capelrig Street and Kiloran Street (on former Carnwadric School site – plans on left) will commence at the end of the year. Improvements to open space at both ends of Boydstone Place should start shortly. Grass cutting will start in April for eligible residents. There will be a further check on eligibility.

Secretary’s Report: Secretary reported on the audit of the Community Council’ s accounts by the City Council Finance department (accounts accepted as correct); the re-instatement of a dangerous wall in Drumpark Street by Glashow Housing Association (GHA) – the cost of which will be around £80,000 and the progress of window replacements in the Carnwadric area (wooden windows installed around 1989-90 will be replaced in GHA properties).

Correspondence: various correspondence received including from CBRE regarding a proposed development adjacent to J3 of the M77 motorway (plans can be viewed in Darnley Primary School on 9 and 10 December); also Johann Lasmont MSP, from Glasgow Open Space Strategy and the NHS.
Councillor’s report: Both councillors gave reports with an overview of what would happen in the coming financial year.
They took questions from attendees including:
- The Secretary asked if they could visit the Silverburn Citizens Advice Bureau to understand the help they might be able to give in the face of possible budget cuts
- The Chair asked if they could follow up the Community Councils requests to get street lamps in the area repainted for the first time since 1982, as the propsoed replacement with white lights is likely to be severly delayed; and for Give Way markings and road markings to be repainted at certain key junctions as there had been an issue in Arden with this as people from outside the area were unsure at junctions who had right of way.
Police report: Chair welcomed the Police officers who were attending on the night of a major fire near the City Centre. They gave an update on crime in the area, and a common theme was issues in Kennishead with underage drinking. An off-licence near the Kennishead flats had its drinks licence suspended recently for selling to underage youths. The police took questions.

Matters Arising: Still having problems with grass and hedge cuitting for elderly residents. The new agency does not appear to be doing a good enough job. There is also a problem with the general upkeep of the area with weeds and litter at the side of roads and spare ground. Secretary and Chair have been in touch with Land and Environmental Servcies, but have had no reply to date.
Chair advised that he will write to the James Dornan, the local MSP.
Mrs Henderson has been in constant touch with Land & Environmental Serrvices and Councillor over the summer regarding condition of King George V Park areas.
Business: Advised that GHA are planning to build 45 2-3 bedroom homes on the site of the old Carnwadric Primary school. Areas are being looked at for site of a new Community Hall. Committee of Kiloran St Senior Citizens hall have been asked to meet with reps from GHA re new Hall.
New windows programme for GHA tenants scheduled to start in Carnwadric in the autumn.
Licensed premises in the area are being monitored regarding selling to the underaged. One shop near Kennishead has so far been fined and had licence revoked for 2 weeks.

Councillor’s Report: Anti-social behaviour has been a major issue in Kennishead, and there has been an extra focus from community services and police. Question put to councillor re reports locally of prostitution in a Kennishead flat.

Police Report: Details of crime reports in the area were given. Residents are having a problem with youth disorder at the old factory behind the car wash at the end of Boydstone Road. Constable encouraged residents to call the police when an incident happens – the calls are logged and hot spots identified for future controls.

Paul McGrath, GCC Land & Environmental Services
Mr McGrath was made aware of the problems surrounding the grass/hedge cutting of residents gardens. As this was being done in partnershiop with the GRA he will take this up with the responsible persons. GCC may be assigning an experienced operative in each of the areas.
Mr McGrath mainly invited to speak about the King George V Park and agreed that for various reasons the park had not been kept up to an acceptable standard and assured us the park would be brought up to standard in the next dew months. Grass cuts, which should be between 14 and 17 per season weather permitting, will be more regular now that new machinery has arrived. Dangerous and broken trees have been listed but due the amount of damage after the May 23 storm, the GCC will be dealing with these trees as soon as possible.
International Family Day took place on Thursday 30 June. It was noted that again this took place on a weekday when a lot of residents were working and unable to attend.

Cllr Deans informed that there was money/grants available for specific projects in the area and that the Community Council could apply for these.
Cllr Curran was unable to answer questions about the costing of the work done to the road surface in Carnwadric Road.
Secretary’s Report: The Community Council area has been expanded to include Jenny Lind and Deaconsbank. Alex Hewitson will deal with leafleting those areas to inform them of the Community Council.
Election to the Community Councils will now be extended to 4 years instead of the previous two.
New law coming into effect will see untaxed/SORN/uninsured vehicles being removed from gardens, driveways and other areas without notice.

Police Report: The Community Police gave their report with details of recent logged incidents in the area.
Councillors’ Reports: Councillors Curran and Deans gave their reports, and then took questions on a number of local issues from potholes to the condition of street lighting columns.
Chair thanked both councillors for their attendance.
Secretary’s Report: Secretary spoke of an invitation he received from Glen Oaks Housing Assoication (Arden) to attend the cutting of the ground for a new development. Community Councillor Celia Coakley attended in his absence as he was unwell.
Secretary gave details of correspondence received, including from the M74 Interlink, NHS, Glen Oaks and KEY Magazine.

Chair’s Report: Chair opened the meeting with a welcome to all then read out the minutes of the last meeting
Business Arising: Question re condition of road surface in Carnwadric Road. Secretary answered questions and will follow up with a report. Moved by Mrs Mitchell and seconded by Ms Coakley.
Police report: Chair invited police to give their report. PC Barlas and PC Gormley introduced themselves to everyone, and both PCs gave an update on crime iin our area. There were over 160 crimes in the past month, with arrests in areas such as house breaking, gangs, drugs, speeding and anti-social behaviour.
Several questions were put to them regarding speeding in Boydstone Road, drinking in KGV Park, and young people gathering in Kennishead causing noise. PCs noted all complaints and gave reasonable answers to all questions. Chair asked for vote of thanks to PCs for their attendance – agreed.
Report from Mr Lambie: Mr Lambie gave a report on a meeting he held with Mr Alex Hewetson and others about the Common Good Fund.
Secretary’s Report: Secretary gave details of correspondence from local politicians, planning applications, etc.

Chair’s Remarks: Chair opened meeting with welcome to all, and then suspended standing orders to enable the Community Policing Team to give their update.
Police update: Kennishead/Carnwadric – 170 incidents over the previous month. There is concern about aggressive begging at the Boydstone Road shops. Road traffic issues in Boydstone Road are also a concern.
Arden – 63 incidents.
Chair then read out minutes of the last meeting. There was no business arising. Moved by Rev Bell and seconded by Mr McCullagh.
Chair asked Mr McNally for report of the work done at Hopeman Avenue. The project is doing well, catering for up to 8 people with mental health issues. There was then a question and answer session.
Secretary’s Report: The Secretary thanked the following on behalf of the Community Council:
The Lord Provest and his wife for the beautiful bouquet of flowers for Mrs Sweeney, who turned 100 recently. Also, Tom Harris MP and Charlie Gordon MSP.
GHA have acquired the ground at Carnwadric Primary and will be building 50 new homes for rent. Glen Oaks will be building houses in the next few months in Arden.
Kennishead Avenue blocks 30-40 (below) are being reviewed by GHA in connection with possible demolition, with recommendations likely to be received in 2012.
State of Carnwadric Road reported by Secretary (remedial work has begun); and he also spoke to Mrs Lesley Mitchell, and will phone GCRC for papers to reinstate her onto the Community Council.
Correspondence: Various items were received, including letters re changing speed limits on sections of the M77 motorway, correspondence from local politicians and details of planning applications.

Chair’s Remarks: Chair welcomed all after the holiday period and wished everyone a Happy New Year. He then read out the minutes of the November meeting and thanked all for their Christmas cards.
Business Arising: There was no business arising.

Chair then introduced Tracy Gosling and Gary Porter from Glasgow South West Regeneration Agency (GSWRA). They introduced themselves and began with a screened version of their projects along with figures. After the viewing they were open to questions. Various questions were put regarding their work to which they gave a good account of the work they were involved in. There was then a vote of thanks to them. Secretary asked if they could return in June with a report of their project, they said they would note it.
Secretary’s Report: The Secretary read out correspondence including a Royal Garden Party invite for 5 July 2011. Mr Lindsday will try to attend. Hot food licence application for Kennishead Avenue. Passed on to Kennishead Hall.
Other correspondence included a planning application, letters from local politicians and from the NHS.
