Reverts #2656 

The `reject_unsupported_tags` behavior rejects valid
application-specific YAML tags used by `mkdocs.yml`, including
`!!python/object/apply:pymdownx.slugs.slugify`. Restore the previous
`check-yaml` behavior and parser versions.
