[otlp-exporters] auto generated API doc does not incldue base-option documentation

Description

When going to the public API docs for an exporter (e.g. https://open-telemetry.github.io/opentelemetry-js/classes/_opentelemetry_exporter-metrics-otlp-http.OTLPMetricExporter.html), the OTLPExporterNodeConfigBase type is not properly linked.

We need to find out why it is not linked properly and link it so that users that navigate to the page can follow the links to the documentation.

It looks like the OTLPExporterNodeConfigBase type is not being properly linked in the generated API docs,
which breaks navigation to the base configuration
I’ll take a closer look at the doc generation setup and try to understand why this reference isn’t resolving correctly.
If this is something open for contribution, I’d be happy to work on it
