Docs: search, index, and download pages lack Previous/Next navigation and sidebar actions

The Search, General index, and Download pages have no Previous/Next navigation and lack the “This page” sidebar actions.

These pages are already listed on the documentation homepage, so it would be natural to include them in the Previous/Next navigation flow. They should also provide relevant page actions, including “Report a bug” and “Improve this page”.
