Introduce an `OutageAttempt` guard that clears the in-flight flag on drop, preventing stale state when a concurrent attempt finishes first. Change `begin_outage_attempt` to allow retries after consecutive failures even when another attempt is in flight, and replace the removal of outage state at the failure limit with a capped backoff so the system continues to respect the retry schedule. Auto-committed-on: dragonfly Co-authored-by: Medulla <medulla@tinyhumans.ai>
Reformatted a multi-line boolean condition in the outage attempt guard to fit on a single line, improving readability without changing any logic or behavior. Auto-committed-on: dragonfly Co-authored-by: Medulla <medulla@tinyhumans.ai>
Update the locked versions of the tinymcp and tinymcp-bus crates from 0.3.4 to 0.3.5, reflecting a patch-level dependency upgrade in the project's Cargo.lock. Auto-committed-on: dragonfly Co-authored-by: Medulla <medulla@tinyhumans.ai>
…n webhooks Add tests to verify that dropping an outage attempt releases the in-flight state and that healthy attempts can overlap while stale failures are deferred. Also change the webhook bus to treat a terminal triage outcome as an Ok result instead of an error, since reaching the terminal state is an expected part of the retry lifecycle rather than a failure. Auto-committed-on: dragonfly Co-authored-by: Medulla <medulla@tinyhumans.ai>

Extract the outage attempt test module into its own file to reduce the size of the main evaluator chain module, improving maintainability and readability without changing any test behaviour. Auto-committed-on: dragonfly Co-authored-by: Medulla <medulla@tinyhumans.ai>
Move the test module for outage attempt logic from the parent triage directory into the evaluator submodule, updating the module path accordingly. This keeps test code co-located with the implementation it exercises and removes the stale test file and its corresponding baseline entry. Auto-committed-on: dragonfly Co-authored-by: Medulla <medulla@tinyhumans.ai>
The merged dependency graph now resolves three fewer unique crate names in the flows profile, matching the lowered kernel floor recorded in the limits file. The calibration script and the kernel-floor limits are updated accordingly, and a legacy browser assembly file is pinned to prevent its size from growing with this change. Auto-committed-on: dragonfly Co-authored-by: Medulla <medulla@tinyhumans.ai>
The gated test allowlist in the CI script was updated to remove entries for test files that no longer exist, and the ignored test baseline count was adjusted from 31 to 26 to reflect the removal of these entries. Auto-committed-on: dragonfly Co-authored-by: Medulla <medulla@tinyhumans.ai>

… failures When a managed backend recovers during a concurrent outage attempt, the record_outage function now returns a deferred outcome instead of panicking when the outage state has been cleared. The begin_outage_attempt function also correctly prevents multiple initial attempts from being in flight simultaneously by checking the in_flight flag before the retry timing condition. Auto-committed-on: dragonfly Co-authored-by: Medulla <medulla@tinyhumans.ai>
The condition guarding the early return in `begin_outage_attempt` was split across three lines, making it harder to read than necessary. The change collapses it onto a single line, preserving the exact same logic while improving local readability. Auto-committed-on: dragonfly Co-authored-by: Medulla <medulla@tinyhumans.ai>

… schema entry Remove the test for overlapping healthy attempts with stale failure deferral, as the scenario it covered is no longer valid under the updated triage logic. Summary
Problem
Managed backend 5xx responses could cause background triage to repeat the same cloud attempt at a fixed 30-second interval. The background callers logged and dropped the defer timestamp, and configurations without a local arm had no executable fallback.
Solution
The shared triage evaluator now owns provider/model outage admission, in-flight generation tracking, capped backoff, and terminal exhaustion. Successful cloud or local fallback outcomes clear the matching outage generation. Deterministic tests cover cross-invocation suppression, the backoff schedule and cap, terminal exhaustion, model isolation, and existing fallback behavior.
