반수니파주의(Anti-Sunnism), 또는 반수니파 정서, 수니파 혐오(Sunniphobia); "수니파와 수니파 무슬림에 대한 두려움이나 증오"[1]는 수니파 무슬림에 대한 증오, 편견, 종교적 차별, 종교 박해, 또는 종교적 폭력을 의미한다.[2]
테러와의 전쟁 수사학
[편집]무함마드 이븐 압둘 알와하브는 18세기 아라비아의 수니파 무슬림 개혁가를 자처했다.[3] 오스만 제국의 성직자들은 그와 그의 지지자들을 이단이자 배교자로 간주했다.[4] 그들은 와하브파라는 용어로 불렸다. 19세기 동안, 인도 제국의 영국 식민 정부는 반식민주의적 수니파 학자들을 '위대한 와하브파 재판'으로 알려진 사건을 통해 재판에 회부하여 가상의 "와하브파 음모"를 탄압했다.[5][6]

9·11 테러 이후, 미국과 그 동맹국들은 국제적인 규모의 전례 없는 테러와의 전쟁이라는 논란의 여지가 많은 정책을 시작했다.[10] 이는 "우리와 함께하거나 우리에게 반대하라"는 악명 높은 말로 특징지어졌다.[11] 이러한 접근 방식뿐만 아니라 테러와의 전쟁의 목적 자체도 의문시되어 왔다.[12][13] 또한 이는 전 세계적인 규모로 다양한 형태의 이슬람 공포증을 부추긴다는 비난을 받았다.[14][15]
"테러와의 전쟁" 수사학은 다른 권위주의 정권들에 의해서도 채택되었다.[16] 러시아는 수니파 무슬림을 표적으로 삼기 위해 "와하브파"라는 낙인을 자주 사용했다.[17][18][19] 러시아는 제2차 체첸 전쟁, 북카프카스 반란, 그리고 그 이후의 시리아 내전에 대한 러시아의 군사 개입에서 독자적인 "테러와의 전쟁"을 수행했다.[20]

역사적 박해

[편집]수니파의 성장에 대응하여, 사파비 왕조는 많은 수니파 신도를 살해하고 이들을 시아파로 개종시키려 했으며, 사파비 왕조의 샤들의 명령으로 많은 수니파 성자들의 무덤이 불타버렸고 수니파 국가들도 점령당했다.[34][35] 그들은 또한 수니파 무슬림의 처음 세 칼리파를 저주했으며, 처음 두 칼리파의 딸이자 이슬람 예언자의 아내인 아이샤와 하프사도 저주했다.[36][37]
이스마일 1세는 이란과 자신이 지배하는 영토에 새로운 법을 제정했다:
- 시아파를 국가 종교이자 필수 종교로 강제하고, 많은 이란 수피 수니파 신도를 시아파로 강제 개종시켰다.[38][39][40]

현대

[편집]2003년 이라크 침공 이후 들어선 사담 후세인 사후 정부는 관료제, 정치, 군대, 경찰 등에서 수니파 무슬림에 대한 조직적인 차별을 자행했으며, 종파적인 방식으로 수니파 무슬림 수감자들을 학살했다는 혐의를 받고 있다.[52] 바트당 정권이 무너진 후 시행된 탈바트화 정책은 대부분 수니파 공무원, 정치인, 군 관계자를 표적으로 삼았으며, 이는 관료제 내에서의 반수니파 차별과 이라크의 종파적 상황 악화로 이어졌다.[53] 이라크 내전 당시 2006년 알 아스카리 모스크 폭탄 테러 이후 많은 수니파가 살해되었다.
휴먼 라이츠 워치와 같은 국제 기구들은 이라크 정부와 이란이 지원하는 무장 단체들이 이라크의 수니파 소수자를 상대로 종파적 학살을 저질렀다고 비난하며, 이러한 잔학 행위는 "인도에 반한 죄"에 해당한다고 밝혔다.[54]
바르와나 학살
[편집]이 학살은 IS의 잔학 행위에 대한 복수로 시아파 무장 단체에 의해 자행된 것으로 알려져 있으며, 수니파 마을 바르와나에서 70명의 소년과 남성이 살해되었다.[55]
하이 알 지하드 학살
[편집]2006년 7월 9일, 이라크의 수도 바그다드의 하이 알 지하드 구역에서, 메흐디군의 시아파 무장 단체가 벌인 보복 공격으로 약 40명의 수니파 민간인이 살해되었다.[56]
무삽 빈 우마이르 모스크 학살
[편집]2014년 8월 22일, 시아파 무장 단체들이 이라크 이맘 와이스 마을의 수니파 무삽 이븐 우마이르 모스크를 공격하여 최소 73명을 살해했다. 이 공격은 수니파 신도들이 주무아 예배를 드리고 있던 중에 발생했다.[57] 공격 당시 모스크에는 약 150명의 예배자가 있었다. 알이맘 알리 여단의 분파인 이란이 지원하는 알 아사이브 아흘 알 하크 무장 단체가 범인으로 지목되고 있다.[58][59]
이란
[편집]1979년 이란 혁명 이후, 이란의 수니파는 종파적 정책을 통해 조직적으로 차별받아 왔으며 이란 정부에 의해 이등 시민으로 취급받고 있다.[60][61][62] 이란의 수니파 다수 지역은 정권에 의해 방치되어 사회경제적 박탈과 높은 빈곤율을 겪고 있다.[63][64][65] 루홀라 호메이니는 반수니파 종교관을 가지고 있었으며, 이는 그의 "유언장"에 서술된 지정학적 전략에도 반영되었다.[66] 1979년 혁명 당시 후제스탄주, 서아제르바이잔주, 골레스탄주의 수니파 다수 도시는 호메이니주의 무장 세력의 종파적 공격의 대상이 되었다. 혁명을 초기에 지지했던 많은 수니파 종교 지도자들과 지식인들이 1980년대에 투옥되었다.[67]
정치적 차별은 이후 일상화되었으며, 수니파는 수호자 위원회나 익스피디언시 위원회와 같은 시아파를 위해 예약된 정부 기관에서 대표성을 부정당하고 있다.[68] 또한 수니파는 이란의 마즐리스에서도 소외당하고 있으며, 1980년 의회 설립 이후 수니파에게 허용된 의석은 6% 미만이다.[69][70] 이란의 수니파 비율은 일반적으로 5~10%로 추정되지만,[71] 일부 수니파 지도자들은 이를 "12~25%"라고 주장하기도 한다.[72]
1989년 호메이니가 사망한 후, 이란은 특히 2000년대 이후 이슬람 세계 전역의 선전 및 호메이니주의 미디어 매체를 통해 반수니파 수사학을 공개적으로 수출하기 시작했다.[73] 이란의 수니파는 정부에 의해 조직적인 차별을 받고 있다.[74] 쿠르드족, 발루치인, 투르크멘인과 같이 주로 수니파인 소수 민족은 종교적 박해의 정점에 있으며 이들 공동체의 수많은 모스크는 정권의 경찰과 준군사 조직에 의해 일상적으로 파괴된다.[75] 테헤란에 1,000만 명의 수니파 거주자가 있음에도 불구하고, 정권은 도시 내 수니파 모스크의 존재를 금지하여 광범위한 불만을 초래했다. 많은 수니파 성직자들이 이란 정권과 연계된 암살단에 의해 살해되었다.[76]
2007년, 정부는 수니파 종교 학교와 대학에 대한 제한을 강화했으며, 수니파 종교 학생들을 강제로 호메이니주의 기관에서 공부하게 했다.[77] 2011년, 이란은 수니파 무슬림이 테란 시에서 별도의 이드 예배를 드리는 것을 금지하는 제한을 부과했다.[78] 강경파인 전 대통령 에브라힘 라이시의 권위주의적 정책으로 인해 수니파에 대한 차별은 2021년 이후 증가했다.[79]
2022년 9월에 자행된 "피의 금요일"로 알려진 잔혹한 학살에서, 이슬람 혁명 수비대와 바시즈 부대는 이란 최대의 수니파 모스크인 시스탄오발루체스탄주의 자메 모스크 오브 마키 근처에서 주무아 예배를 드리던 수니파 시위대 90명 이상을 사살했다. 일부 예배자들은 경찰관의 발루치 소녀 성폭행 의혹에 항의하며 모스크 밖으로 나가 길 건너 경찰서를 향해 돌과 화염병을 던졌고, 보안군은 사격으로 대응했으며 일부 예배자가 모스크 안으로 후퇴하자 계속해서 사격했다. 2022년 10월 현재 이 학살은 마흐사 아미니 시위에 대한 군사적 탄압의 일환으로 발생한 가장 치명적인 사건이다. 이란의 수니파 소수자의 영적 지도자이자 발루치 울라마인 압돌하미드 이스마엘자히는 이 학살을 비난하며, 수니파 예배자들을 발루치 분리주의자로 낙인찍는 정권의 "완전한 거짓말"을 비판했다.[80][81][82] 알리 하메네이와 이란 이슬람 공화국 육군의 폭력과 유혈 사태를 비난하는 이례적인 연설에서 압돌하미드는 다음과 같이 선언했다:
"이슬람 공화국의 라흐바르이자 이란 이슬람 공화국군의 총사령관인 분, 그리고 다른 관리들 모두가 책임이 있으며, 누구도 이 책임을 회피할 수 없다.."[83]
2023년 5월 한 달 동안만 이란은 최소 142명을 처형했으며(그중 78명(55%)은 마약 관련 혐의), 이는 2015년 이후 가장 높은 월간 처형률이다. 처형된 사람 중 최소 30명은 수니파 발루치인 소수 민족이었다.[84][85]

In Russia and Central Asia, public figures and the media see Wahhabism as the inspiration for religious revival and Islamic political movements. During the Soviet era, official apprehensions emerged about an 'Islamic threat' posed by Sufi orders as nests of secret conspiracies against the communist system. In the post-Soviet era, Sufism has assumed a positive connotation as a moderate form of Islam opposed to Wahhabism, which has become a sort of bogeyman in public discourse. Pejorative use of the term cropped up in the late Soviet era, when members of the official religious establishment castigated proponents of expunging ritual of non-scriptural elements for 'importing' Wahhabism, thus implying that it is alien to the region's heritage. Many Russians believe that after the Afghan war, Wahhabis infiltrated Central Asia to spread their version of Islam. Thus, in 1998, political leaders of Russia, Uzbekistan and Tajikistan declared their readiness to confront 'a threat of aggressive fundamentalism, aggressive extremism and above all Wahhabism. This is what we have currently in Afghanistan and in troubled Tajikistan. The government of Uzbekistan tags unsanctioned religious activity with the Wahhabi label. The problem with this outlook is that it conflates differences among a variety of Muslim religious movements, which include militant and reformist political tendencies alongside utterly apolitical ones. Thus, a leading Tajik modernist who favours a blend of democracy and Islam has been branded a Wahhabi even though he has ties to Sufi circles

Bush was soon joined in such battle by his staunch British ally Tony Blair, a Labour prime minister. A populist prime minister of the conservative coalition in Australia, John Howard faithfully entered the fray on behalf of this nation, which likewise imagines itself to have a special relationship with the USA. All these allies participated in the unlawful invasion of Afghanistan the following month, in the name of this war on terrorism, and of Iraq eighteen months later. The forces of all three countries are still in Afghanistan, with very little difference to this fact having been made by the now Democratic presidency in the US, the now Tory-led coalition in the UK, or the now Labor government in Australia. Really, existing labour parties - when in government, that is - have taken a very similar stance in relation to securing militarily the US-led global empire to that of their conservative opponents. All have participated similarly in state crime in the 'war on terror'; indeed all have been comparably complicit in what I call 'empire crime'

Beyond genuine national security threats, countries across the world capitalized on the conflation of Islam with terrorism to serve discrete national interests. This American War on Terror furnished nations with license, and more importantly, a policing template and language to profile and persecute their Muslim minority populations. American Islamophobia, buoyed by swift state action including the War in Afghanistan and the USA PATRIOT Act, manifested in a surge of vigilante violence against Muslims and "Muslim-looking" groups and had global impact

Many of the regimes and movements labeled as Wahhabi in the contemporary era do not necessarily share the same theological and legal orientations. The reality is that Wahhabism has become such a blanket term for any Islamic movement that has an apparent tendency toward misogyny, militantism, extremism, or strict and literal interpretation of the Quran and hadith that the designation of a regime or movement as Wahhabi or Wahhabi-like tells us little about its actual nature. In one of their meetings, the member of the Iranian delegation had a message for the American government: "Iran was prepared to work unconditionally with the United States in the "war on terror" and if they could work with [the Americans] on this issue, it had the potential to fundamentally transform U.S.-Iranian relations." Commenting on this, reporter John Richardson said that such a statement had "seismic diplomatic implications" ... Hilary Mann, who had just joined the National Security Council staff as its resident Iran expert and Ryan Crocker, a senior State Department official, sit with Iranian officials who expressed their will to cooperate with the Americans and re-establish diplomatic relations." Pg.16 "I an interview with Barbara Slavin in 2005, former Iran Revolutionary Guards Corps' chief commander, Mohsen Rezaie, stated that the Islamic Republic played an "important role" in capturing Kabul as members of IRGC "fought alongside and advised the Afghan rebels who helped U.S. forces topple Afghanistan's Taliban regime" in the months after the September 11 terrorist attacks. Such a stance is further emphasized by Defense Secretary Donald Rumsfeld who discussed the war on Afghanistan on CBS on November 11, 2001, two days before the fall of Kabul and asserted that "there [were] some Iranian liaison people, as well as some American liaison people working with the same Afghan forces." Besides, Slavin confirms the Iranian role and argues that members of the IRG Qods Brigade were on the field when the Alliance, with U.S. air support, took control of Kabul."... "The American-Iranian cooperation did not end after the successful overthrow of the Taliban regime. The rapprochement between the two arch-foes was further illustrated in their collaboration to create an interim post-Taliban government in Afghanistan. Whereas, Iran's role in the "war on terror" was largely secret, its role in forming a "broad-based, multiethnic, politically balanced, freely chosen" government was rather direct as the American and Iranian diplomats met and collaborated via the Six plus Two group.

However, by equating takfirism and Wahhabism, Iran further muddies the water of identity politics. It is a way of confusing the sectarian dynamic in Iraq and Syria, by asserting that the other side is not actually Sunni, but rather an extreme ideological movement (takfirism) that is beyond the pale of Islam and, therefore, not even Islamic. Like the case of the Saudi grand mufti, such rhetoric allows Iranian officials to indulge in their own game of takfir—articulating who is and who is not a Muslim and justifying actions accordingly. To neutral observers of Wahhabism, such accusations might touch on truth, but as a foreign policy tool, they only beget further acrimony from Iran's Sunni neighbors.

In September, the New York Times published an op-ed by Iran's foreign minister, Mohammad Javad Zarif, entitled "Let Us Rid the World of Wahhabism." Zarif contends that Wahhabist Islam has become a plague, unleashing terrorism and murderous tumult across the Middle East and throughout the world. He calls Wahhabism a "theological perversion" that has "wrought havoc" and had a "devastating" impact in Islamic communities. The violence committed by jihadist groups such as al-Qaeda is a direct result of "Riyadh's persistent sponsorship of extremism," he argues, and this violence is at the root of the current conflicts in the Middle East. He accuses Saudi Arabia of "playing the 'Iran card'" to induce its allies to take part in the Syrian and Yemeni wars, and he concludes that "concrete action against extremism is needed." Even though Riyadh caused the mess, Zarif "invite[s]" Saudi Arabia to be part of the solution. That gesture rings hollow given the accusatory tone of the piece. It is clearly a polemic against Iran's neighbor and archrival, another salvo in their ongoing cold war.
