China's animal lovers take fight against abuse offline and overseas

6月、野良犬とその子犬たちが残虐に殺害される様子を映した動画が中国のインターネット上で激しい怒りを巻き起こすと、北京の検閲機関が動き出した。
When videos showing the horrific killing of a stray dog and her puppies sparked outrage on the Chinese internet in June, Beijing's censorship machine kicked into action.

しかし、今回異例だったのは、衝撃と怒りの声を上げる人々に対し、事件に関わった4人の少年（全員14歳未満）を懸念する当局が対立した点だ。
But what was unusual this time was that it pitted the shocked and angry voices against authorities who said they were concerned about the four boys involved, all of them younger than 14.

中国共産党政権は、国家批判を抑圧し、国民の怒りを抑えるために、メディアとインターネットを厳しく統制している。しかし、今回のケースでは、当局は少年たちの年齢を理由に、人々にコメントを控えるよう促し、事件に関するソーシャルメディア上の投稿を削除した。
China's Communist Party regime tightly controls media and the internet to suppress criticism of the state and to manage public anger. But in this case authorities cited the age of the boys as they urged people to withhold their comments and scrubbed social media posts about the incident.

「関連情報の拡散を控え、ネットいじめを拒絶し、未成年者の健全な成長のために良好な環境を築くべく協力するよう呼びかけます」と公式声明には記されています。
"We urge the public not to disseminate related information, to reject cyberbullying, and to work together to create a good environment for the growth of minors," reads an official statement.

しかし、こうした規制はかえって世間の反発を強める結果となりました。中国の動物愛好家たちは現在、活動の場をネット上から現実世界や海外へと広げており、支持を募るためにニューヨークで街頭広告を掲出する動きさえ見せています。
But the restrictions only seemed to spur the outcry. China's animal lovers have now taken their fight offline and abroad, even putting up billboards in New York to drum up support.

中国では、この一件から3週間が経過した今もなお、ソーシャルメディア上で数千件ものコメントが寄せられています。そこには衝撃や怒り、悲しみの声に加え、現在中国には存在しない「動物虐待を禁じる法律」の制定を求める声も含まれています。
In China, posts about the incident are still drawing thousands of comments across social media, three weeks after the incident. There is shock, anger and sorrow, as well as demands for laws against animal cruelty, which China currently does not have.

6月末、広東省掲陽市で、少年らが3匹の子犬を棒で叩き、その母親犬に火を放つ様子を捉えた衝撃的な映像がネット上に流出した。「旺旺(ワンワン)」と名付けられたその犬が炎に包まれる中、少年らが笑っている姿も映っていた。
Disturbing footage showing the boys in the city of Jieyang, Guangdong province, hitting three puppies with sticks before setting their mother on fire emerged online at the end of June. The boys were seen laughing as the dog, named Wang Wang, burned.

掲陽市の当局は先月、少年らを「専門学校」へ送致すると発表したが、詳細については明らかにしなかった。中国の法律では、殺人や強姦といった重大な犯罪を除き、16歳未満の未成年者は刑事責任を問われないことになっている。
Jieyang authorities said last month that the boys be sent to a "specialised school", but did not elaborate. Under Chinese law, minors under 16 do not face criminal liability except in the case of major crimes like murder and rape.

少年たちが自らを撮影して動画をネット上に投稿したとの報道もありますが、警察はこの点についてコメントしていません。検閲当局は少年たちの身元を保護するために動画の遮断を試みていますが、動画をそのまま残すべきだと主張する声もあります。
Some reports suggest the boys filmed themselves and uploaded the video online, but police have not commented on that. Censors have tried to block the video to protect the boys' identity, although some people argue that it should stay.

Their identities have not been revealed, but snippets of the video with their faces visible continue to circulate online. There are also unverified posts claiming to be close-ups of the boys' faces, raising the risk of other children being wrongly identified.

Countries around the world restrict information about child offenders or set a high bar for identifying them.

For instance, media coverage and public access to juvenile court documents are often restricted to minimise psychological harm caused by undue publicity.

今回の件について、中国当局は現時点では議論を完全には禁止していません。月曜日には「Wang Wang」や「動物保護」といったキーワードが検索トレンドに浮上しましたが、今週の終わりにかけて、それらに関連する投稿が消え始めました。また、一部のユーザーからは、他者の投稿をシェアする機能が制限されたとの報告も上がっています。
In this case, Chinese authorities have not completely banned the discussion yet. Keywords such as "Wang Wang" and "animal protection" came up as trending search terms on Monday, but posts related to them started to disappear towards the end of this week. Some users have also reported that their ability to share others' posts has been restricted.

削除または制限されたコンテンツに、件の少年4人の名前や身元を特定する情報が含まれていたかどうかは定かではありません。当局はこの件について、それ以上の詳細を明らかにしていません。
It is hard to say if the deleted or restricted content had named or identified any of the four boys. Officials have not said anything more on the matter.

中国の俳優ドゥ・ジアン（杜江）や台湾の女優ジョー・チェン（陳喬恩）など、動物保護の強化を訴えていた著名人による投稿も削除されました。ただし、これらが本人たちによって削除されたのかどうかは不明です。
Posts by several celebrities, including Chinese actor Du Jiang and Taiwanese actress Joe Chen, who had called for China to strengthen protection for animals also disappeared. But it's unclear if these were taken down by the celebrities themselves.

Chinese users have refused to back down though, with some turning to advocates abroad to air Wang Wang's plight.

It is hard to say why this, of all the sensitive issues that are censored in China, has galvanised such pushback.

Part of the reason could be that it's the latest in a string of animal abuse cases that have made headlines recently. And the footage seems to have had a visceral impact. Animal lover PL tells BBC Chinese she found it "affecting in a particularly severe way".

「私たちは自分たちの声を届けることができないため、（中国国外の）多くの人々がこのメッセージを広めるために積極的に協力してくれています」と、中国東部に住む女性は語ります。
"We can't make our voices heard, so many people [outside China] are actively helping us to share this message," the woman in eastern China says.

The International Organisation for Animal Protection based in Italy says it has received more than 100 reports from people across the world, calling for the organisation to intervene. It added that it had sought more information from Chinese authorities.

世界有数の人通りを誇るニューヨーク・タイムズスクエアの巨大なデジタルスクリーンに、35分おきに「旺旺(ワンワン)」の姿を捉えた写真が映し出されます。
In New York City's Times Square, one of the busiest pedestrian intersections in the world, photographs of Wang Wang come up on a gigantic digital screen every 35 minutes.

One of the captions reads: "She was loved. She wanted to live. She should still be here." Similar billboards have been put up on a building near Taipei 101, an iconic 101-floor skyscraper in Taiwan. This one includes a picture of Wang Wang nursing her puppies. "This planet is their home too. Justice for Wang Wang," the caption reads.

CK, a Taiwanese woman who spent NT$30,000 ($930; £692) putting up the billboard, says she hopes it can foster "a sense of unity".

"It makes everyone feel like we're speaking out together on this issue, rather than airing our individual opinions online," she tells BBC Chinese. CK has also set up accounts on platforms like Reddit and X to share the animals' plight.

Elara, another Taiwanese woman, used AI to translate a summary of the incident into more than 10 languages, such as Japanese, Portuguese and Russian, which have been circulated online.

香港やマカオの住民たちは、バスや電車にポスターを掲示するための資金を募りました。
Residents in Hong Kong and Macau have raised funds to put up posters on buses and trains.

中国本土では、動物虐待防止法の制定を求める意識啓発を中心に、議論が続いています。
Within mainland China, the debate continues, with much of the conversation centred around creating awareness to demand laws against animal cruelty.

土曜日、大連のスタジアムで行われた国内サッカーの試合中、ワンワンと子犬たちを描いた印象的な漫画が多くのサッカーファンの目を引きました。「すべての命は尊重と優しさに値する」と、試合前に巨大スクリーンに映し出された漫画には書かれていました。
A striking cartoon of Wang Wang and her puppies caught the eye of many football fans during a domestic game at a stadium in Dalian on Saturday. "Every life deserves respect and kindness," read the cartoon that was displayed on a huge screen before the game.

美容ブランドのAmortalsやストリートウェアブランドのWah Yan Ching Ninといった中国国内企業も、全国のショッピングモールに動物虐待撲滅を訴える広告を出しています。
Homegrown businesses, such as beauty brand Amortals and streetwear label Wah Yan Ching Nin, have also placed ads outside shopping malls across the country, calling for an end to animal abuse.

「旺旺(ワンワン)」とその子犬たちをあしらったステッカーや車のデカールも、中国最大のEコマース・プラットフォーム「タオバオ（Taobao）」で販売されています。
Stickers and car decals featuring Wang Wang and her puppies have also been put up for sale on China's largest e-commerce platform Taobao.

こうした取り組みの一部は、障害に直面しています。報道によると、長沙市にあるショッピングモール「万家麗（Wan Jia Li）」は、ワンワンを起用した広告看板を撤去するよう指示を受けたとのことです。
Some of these efforts have met roadblocks. Wan Jia Li, a mall in the city of Changsha, was reportedly instructed to remove billboards featuring Wang Wang.

同モールの運営担当者はBBCに対し、「もう動物愛護に関する看板は出せなくなりました……上司からそう言われたんです。政府からの通達だったのか、なぜ撤去を求められたのか、詳しい理由は分かりません」と語りました。
"We can't do animal-protection billboards anymore... My boss told me so. I'm not sure if the notice came from the government, or why we have been asked to take them down," an employee in the mall's management team told the BBC.

それでも、人々はオンラインで声を上げ続けている。
Still, people have continued to rally online.

「投稿を続けよう。議論の熱を冷まさないで」と、ある微博のコメントには書かれている。
"Let's keep posting. Don't let the heat of discussion cool down," reads a comment on Weibo.

「声を上げ続けることは、社会秩序を乱すことではありません。より多くの人にこのことを知ってもらい、動物虐待をしないことがどれほど重要なことかを理解してもらうために、私たちはこうしているのです」と、別のコメントには書かれている。
"Constantly speaking up does not mean disturbing social order. [We're doing this] to let more people see it and realise it's such an important thing that we do not mistreat animals," reads another.
