As modern technology has been developing rapidly, the application of genetic modification to human babies has become a practicable reality; however, I believe that it is strictly banned for the following reasons.
To begin with, eugenics leads to discrimination. It is highly probable that if the population of designer babies has increased, not-genetically modified individuals will face countless disadvantages. Consequently, genetically optimized people would eliminate not-genetically optimized people from many fields. This is eugenics and inexcusable in terms of fundamental human rights.
Furthermore, biodiversity of human beings would be threatened. The optimization of genes often signifies equalization of human abilities because if all the individuals are genetically optimized, every person has the same ability. As a consequence, biodiversity of human beings would be jeopardized. Since diversity is one of the most essential elements for any form of life, this is unpardonable.
Finally, ethnic cultures and identities should be protected. For instance, if people change their skin colors as they like, they will lose their innate ethnic identities. This threatens many cultures of many ethnic groups and identities of individuals.
While some say that genetic modification can save human lives, there are many other ways to protect people. In conclusion for the aforementioned reasons, I believe that designer babies should be banned.

While some oppose it, I believe that designer babies should be legalized for the following reasons.
Firstly, genetic modification could save countless human lives. Every year, an uncountable number of babies deceased because of innate problems. However, if problematic genes are removed, all the babies can be born without any health problem. There is no justifiable reason to deny this.
Moreover, it is extremely unfair for certain people who have disadvantageous genes. Modern medicine proves that some physical features derive from genetic information, and it is widely reported that some individuals are much more prone to certain diseases because of their genes. A limitless number of people are suffering from them. Under these circumstances, it is only natural to save people from this unfairness.
Finally, evolution is a natural course for any life form. Animals evolve. If more genetically optimized babies will be born in the future, it signifies an evolution of human beings and an inevitable course for life. This is providence, not profanity as some insist.
While some say that genetic modification should be banned, the preponderance of advantages over disadvantages is obvious. Consequently, in conclusion, for the aforementioned reasons, I believe that designer babies should be legalized.

ですので、賛成派の方は、序論で「should be」ではなく「it is strictly banned」となっていたり、反対派の方は、200単語ぴったりになってしまい、もう少し単語数を増やしたかったのですが、そこでタイムアップになりました。

試験の場合は、添削者の単語の数え方によって、誤差が出る可能性も考えると（例えば「not-genetifically」を一語とみなすか二語とみなすかなど）、もう少し増やした方が無難ですね。
