加速する人口侵略・恐怖の国防動員法、一度与えたら取消し不可能な国籍
自公民主維新の帰化・移民・特区政策は外患誘致！
国内の一部に一種の「租界」が生まれ，最悪の場合には法執行が事実上困難になり「治外法権区域」が発生するおそれさえなしとしない。法執行を徹底しようとすれば，合法かつ正当な執行であっても，外交問題に発展する事態さえ想定しておくべきであろう。つまり，日本国内にありながら事実上主権（統治権）が排除される地域が誕生しかねない・・・・・・・・
昨年１年間に日本国籍を取得した帰化許可者の数がおよそ８８００人となりました。そのうち、中国からの帰化者が３０００人を超え、第二次世界大戦後に積極的に帰化がすすめられてきた韓国・朝鮮からの日本国籍取得者数を上回りました。他の帰化者の出身国をみても、日本より格段に治安の悪い国で占められています。また法務省の方針により令和７年４月から、帰化情報の官報掲載が３か月に短縮されることにななりました。官報での帰化許可者の告示期間については、一部で批判の声があがっていますが、新聞やテレビで取り上げられることはなく、国会で議論された形跡も見当たりません。
２０００年代後半頃からオフィス街の裏手や繁華街の雑居ビルに中国語対応の行政書士事務所が増え始めましたが、近年では都内の地下鉄内にも中国人の帰化に特化した行政書士事務所の広告が掲げられているのが目につくようになりました。また最近、日本国籍を取得した元中国人の、国政選挙や自治体の首長選挙への立候補をめぐり、国民から懸念の声が上がっていました。日本では、帰化認定後は一定の期間を経ることなく選挙権のみならず被選挙権も無制限に与えられるため、地方議会の議員や首長、国会議員になることも首相に選出されることも可能です。帰化人に対する被選挙権付与と、立候補者の出自に関する情報開示が為されない状況は、国益に反する立法者を生み出し、また有権者の投票に係る判断基準を著しく制限します。したがって、国籍取得手続きの厳格化とともに、情報公開の徹底（個人情報云々と言うなら帰化などしなければ良い）、帰化者の被選挙権の見直しなど、法改正が必要です。
日本で、いわゆる"在日" と呼ばれる人々は戦前・戦中に極貧半島といわれていた朝鮮半島から徴用や密航等で渡ったきた朝鮮人とその子孫です。しかし戦後も主として済州島からの密入国が後を絶たず、不法滞在を続けてきた人々も相当数に上ります。また日本は、１９７０年代から８０年代にかけて、１万人以上のインドシナ難民（ベトナム・カンボジア・ラオス）を受け入れています。当初は一時滞在の許可に留まっていましたが、すぐに政府は難民の定住促進政策に転換しました。これらの難民やその子供が犯罪に手を染める事例は少なくありませんが、犯罪歴を根拠に強制退去させることは、永住権者に対しても非常に困難です。
日本は、二重国籍を認めていません。当然のことです。複数国籍を認めるよう国を訴える裁判が起こされることがありますが、とんでもないことです。日本国籍を取得した外国出身者は、元の国籍を自動的に失うことになります。わが国は国連の「無国籍の削減に関する条約」に加盟していませんが、外国人に軽々に日本国籍を与えてしまうと、重大な犯罪を犯したり、帰化申請時に悪質な虚偽があったことが許可後に発覚しても、国籍剥奪したり国外追放することが不可能になります。
昨年９月に、アフガニスタン出身の両親（出生時に両親はアフガン国籍で国籍離脱は未手続き）から日本で出生した子供に、日本国籍を認める決定を名古屋高裁が下しています。両親のアフガニスタン国籍について高裁の長谷川恭弘裁判長は、建国宣言したタリバンは正式な国家や政府でないことから両親を「無国籍」とみなした上で、その日本生まれの子供を日本国民であると解釈しました。しかし、高裁の裁判官が、出自や経歴を十分に把握できていない外国人の国籍有無を、出身国の政情のみに基づき判断することが適切なのでしょうか。この判決は、無国籍を主張した両親やその一族がISの関係者である可能性を軽視した前例となり、今後わが国にテロの危険分子を増殖させかねません。
中国も日本同様、重国籍を認めておらず、自国民が他国へ移住し市民権を得ると、中国籍は失効することとなります。しかし、中国政府は亡命者のみならず永住権取得者・市民権（国籍）取得者に対しても、中国籍喪失後も移住先での監視は継続しており、中国共産党への協力義務もなくなることはないとして、欧米諸国は警戒しています。下に中国共産党中央統一戦線工作部 United Front Work Department (UFWD) による、華僑を動員した海外での活動について記事/論文を紹介。２０２３年に死去したカリフォルニア選出・民主党の元上院議員ダイアン・ファインスタイン女史の秘書を２０年以上務めていたラッセル・ロウ氏は中国系移民で、FBIが２０１８年に中国スパイと認めています。MSS（中華人民共和国国家安全部）との繋がりがあった男は、カリフォルニア州における反日工作活動や中国系へのアファーマティブアクションの働きかけに従事、慰安婦問題糾弾に奔走した民主党のマイク・ホンダ 元下院議員とも昵懇の関係です。
日本国籍取得は、日本に対する忠誠心を保障するものではなく、自己の生活の便宜上、あるいは中国政府の他国への干渉・政治介入のために利用されうるということを、我々日本人も認識しておく必要があります。日本は、アイルランドのような小国も含め西側民主主義国家が閉鎖に追いやった中国の海外警察を、今なお放置している国です。日本政府や行政機関の売国・外患誘致政策を加速させていると、人口10倍もの専制国家の植民地となり、近い将来、日本人が奴隷・あるいは民族浄化の対象になります。チベット・ウイグル化そして水・ガス・石油を狙われたガザの虐殺と同様の惨事は目前です。
※「無国籍の削減に関する条約」の締約国は、条約の八条一項「締約国は、国籍の剝奪が一個人を無国籍にする場合は、その者から国籍を奪ってはならない。」との規定により、国籍剥奪が制限されます。
アメリカではトランプ大統領が建国以来続いてきた出生地主義を制限する大統領令を、就任日に署名しました。中南米からの不法移民に加え、中国女性のアンカーベビー目的の入国・滞在・生まれてくる子供への米国籍付与に規制をかけることが狙いです。また先月末には、司法省（Dept of Justice）が、違法薬物取引・医療詐欺などを含む特定の犯罪に関与したり、帰化申請時に虚偽の報告をしていることが発覚した米国籍取得者から、国籍（市民権）剥奪することを容易化する改正を検討していることを発表しました。
アメリカはこれまでも、帰化手続き過程における犯罪歴の隠蔽や重婚などの偽証を理由に、外国出身者に国籍剥奪・国外追放処分を下した事例はあります。今回の司法省の発表に先立って、2013年の米国籍取得直後に児童ポルノ画像の送受信・保存容疑で逮捕されたイギリス出身の男につき、先ごろ司法省が帰化取り消しを求め提訴（逮捕地の裁判所）、裁判所が司法省の訴えを認める判決を下しました。この事案は、帰化申請時点で逮捕歴はなかったものの、2013年の逮捕時に過去の児童ポルノに係る犯罪事実が判明。帰化手続き過程で、違法行為の有無に関する質問への虚偽回答が取消し事由として認められたことが特筆すべき点です。この判例は、過去の犯罪歴の洗い出しによる帰化取消・国外追放や、虚偽申請の抑止効果をもたらすものと期待されるとみられています。
カナダでは ２０１４年２月、ハーパー首相率いる保守党 （Conservative Party of Canada） 政権が、シリアやイラクで活動するISを念頭にテロ対策・治安強化の一環として、連邦議会下院に「カナダ市民権強化法（Strengthening Canadian Citizenship Act）」法案を提出。４か月後の６月、賛成多数で可決しました。同法は、①帰化によるカナダ市民権取得のために必要なカナダ居住等要件の強化（虚偽申請には罰金・懲役刑）、②重国籍者に対するカナダ市民権剝奪制度の強化（虚偽申請による取得者や犯罪者の市民権の他、出生による重国籍者の市民権の剥奪が可能）とした法改正です。
ブリティッシュコロンビア州では２０１５年に中国系の男が、無資格で１０００人以上もの中国人の永住権取得や帰化申請業務を行い、偽造書類を用いるなどした詐欺の容疑で有罪判決を受けています。無資格で業務を行っていた男に永住権取得や帰化申請手続きを委任した顧客についても、移民局は違法行為の責任があるとみなしています（The Canada Border Services Agency は取消し処分を検討とのことですが、詳細は未確認）。また州政府は、２０１９年に州政府が有罪判決を受けた男の妻の名義に書き換えらたの不動産の差し押さえに着手しました。しかし、男は確定した７年の刑期の1/3で出所、罰金も未払いの状態だったため、処分の決定に批判が噴出していました（自分で車を運転しているところをメディアに撮られていましたので、強制送還にはなっていないようです）。中国移民が多いブリティッシュ・コロンビア州では、中国系が関わる市民権取得や永住権取得の不正手続きが後を絶ちません。
フランスでは２０１５年パリで１００人以上の死者を出した同時多発テロに続いて、２０１６年７月ニースで暴走トラックが８６人を殺した無差別テロが発生。これらの事件を受け、テロやスパイ活動などで有罪判決を受けた犯罪者から、フランス国籍を剥奪する国籍法改正案が提出されました。改正案では、重国籍者だけでなく、外国にルーツを持ちがらフランス国籍しか有しない者も対象にされていたことから（従来法では市民権剥奪は重国籍のうちフランス国籍取得後１５年以下の者に限定）、無国籍者を生む可能性があるとして、政権内部でも改正案に反対する議員もおり、仏領ギアナ出身の黒人女性の法務大臣が辞任するなど混乱をきたしていました（フランスは「無国籍の削減に関する条約」加盟）。しかし、その後も国内で移民による暴動や凶悪犯罪が続発し、左派やリベラル勢力の抵抗はありましたが、憲法評議会での審議を経て２０２３年末に移民関連法が改正。翌年１月に「移民規制と社会統合の改善のための法律」が公布され、滞在許可の取り消しや国外追放が容易化されるようになりました。
イギリスでは、バングラディッシュからの移民の子として生まれ、２０１５年に１５歳でシリアに渡りISに参加、現地でおよそ９年暮らしていた女性が、剥奪された英市民権の回復を求めて裁判で争っていました（２０２４年８月、最高裁が英内務省の国籍剥奪の決定を認めた下級審・控訴審の判決を支持）。この女性は２０１９年に現地の難民キャンプで発見され、イギリスへの帰国を希望していましたが、安全保障上の懸念から当局から市民権を剥奪されました。イギリスでは市民権剥奪によって無国籍状態になる場合、英国籍の剥奪は認められません。この女性はバングラディッシュ国籍も有していたため、英市民権喪失により無国籍状態にはならないとして、市民権回復は認められませんでした。非常に重要な判例です。しかしバングラディッシュ政府も同国の市民権は認めていません。夫の出身国であるオランダへの移住の道も絶たれ、シリアに留まっています。自業自得です。
※イギリスは、親のいずれかが英国籍か永住権がある場合、英国内で生まれた子供に英国籍が認められます。また外国で出生したイギリス国籍を持つ親の子供もイギリス国籍の取得が可能です。

今回の厳格化は法改正ではなく運用変更で行う。原則10年以上の居住期間について、日本社会との融和を認定する条件として追加。申請時に提出を求めていた住民税と社会保険料1年分の納付状況についても、永住許可と同じくそれぞれ5年と2年に拡大する。日本人の配偶者がいる場合や、日本への貢献があるなどの特例が認められれば、10年未満の居住でも帰化が認められる余地は残る。

The Long History and Worrying Future of a Coercive Tactic

When weaponized migration is used, it is often successful. In nearly three-quarters of the 81 cases I have identified, the tactic achieved at least some of the desired objectives; in well over half, it obtained most or all of what was sought. By comparison, traditional forms of coercive diplomacy—including sanctions and military operations short of all-out war—tend to succeed, at best, only about 40 percent of the time. Although governments usually resort to weaponized migration quite selectively, when there is a high probability of a favorable outcome, the record shows how attractive the tool can be.
Migrants as a Weapons System

Aaron Petty argues that it is often an intentional tool of aggression used by nation-states. The weaponization of migrants is the instrumentalization of population flows through both the threat and the actual migration of people into the territory of a target state. Use of migrants as a weapons system has a long history of being employed by nation-states as an act of aggression to obtain strategic foreign policy objectives.
Many states, most notably including China and Russia, routinely conduct operations below the level of armed confict. These “gray zone” operations shape the operating environment to their advantage in the event of future confict while destabilizing and undermining competitors now. Instrumentalizing population fows is one way to accomplish both of these objectives, through both the threat and the actual fow of people into the territory of a target state. ＜3ページ目＞

What is the United Front Work Department?
