安全保障の要でもある不法移民対策でダラしない英労働党、米共和党政権の発破で重い腰を上げるが、果たして実効性ある方法をとる姿勢はあるのか
９月８日、ファイブ・アイズ加盟国（英・米・加・豪・NZ）の内務大臣と安全保障大臣らがロンドンで開かれる会議に出席しました。今回の会議では国境警備と犯罪組織による不法入国に関する問題への取り込みについて話し合われました。今月初めに内務大臣に就任したばかりの労働党のシャバナ・マフムード女史（サウジアラビア系）は会議に先立ち、英国への不法入国者輩出国のうち、送還（帰国）に非協力的な国へのビザ発給を制限する措置を発表しました。
イギリスでは政権交代で労働党のスターマー首相が就任して以来、移民・難民問題が悪化。英仏海峡を小型ボートで渡ってくる難民を収容するホテルや軍の施設前で、地元住民と警察官との間で衝突が発生。英国各地で当局が自国民を不当に摘発する一方、凶悪事件を起こした難民が野放しにされる状況が世界中に発信されています。アメリカで国境管理や不法滞在者の強制送還で成果を上げるクリスティ・ノーム国土安全保障長官との会談を控え、不法移民対策にようやく重い腰を上げました。国際犯罪組織やテロリスト情報の共有、不法移民削減が話し合われる会議の主催国として、体裁を整える格好です。しかし労働党政権は、１９５３年に発効され英国も加盟している欧州人権条約 European Convention on Human Rights (ECHR) からの離脱に否定的なため、英国で罪を犯した外国人が強制送還を免れる事案を（英国籍を持つ家族との同居する権利が認められる等）が後を絶たず、政府は実効性がある対策をとるの意思があるのかといった批判的な意見が目立ちます。
ファイブ・アイズは、1946年に英米間で交わされた英米情報伝達協定で（後にUKUSA協定と改名）英語圏5ヶ国によって構成された機密情報ネットワークです。1948年にカナダ、1956年にはオーストラリアとニュージーランドが加入し、「ファイブ・アイズ」となりました。「エシュロン」と呼ばれる通信傍受網で電話・ファクシミリ、メールなどの安全保障関連情報を収集・分析、加盟国間で相互に共有し、加盟国間でのスパイ行為は行わないとする原則があります（表向き）。結成当時はアングロサクソン系英語圏によるソ連や東欧の監視を主な目的としていましたが、テロ対策に加え、2010年代から中国によるスパイ活動の監視・サイバー・セキュリティ対策など役割が拡大しています。
ファイブ・アイズ５カ国に、オランダ・フランス・デンマーク・ノルウェーを加えたナイン・アイズ、さらにベルギー・イタリア・ドイツ・スペイン・スウェーデンが加わったフォーティーン・アイズと呼ばれる同盟もあります。何故だか、日本端子経営で中国利権がある河野家の御曹司、超媚中の太郎が5 Eyes 加盟に意欲満々です。二重スパイにでもなりたいのかと、疑いの目で見られても仕方ありません。昨年11月にはファイブ・アイズの各国軍の下士官以下のトップらが東京で会合に出席、自衛隊とともに地域情勢などについて話し合いが行われました。自衛隊は同年10月にカナダで開かれた防衛関連の会議に参加しています。そして日本とカナダとの間で、機密情報を共有しやすくする「情報保護協定」が今年7月に締結されました。
近年、急増する難民・移民に対応するためファイブ・アイズ加盟国でMigration 5 / Border 5 がつくられ、移民のデータの管理などを行っています。出入国者の犯罪歴や特定組織との繋がりを相互に把握、バイオメトリクス情報を共有することで、安全保障・治安上の懸念がある人物の入国拒否や強制退去に活用されています。日本国民としてはMigration 5に参加してほしいです。わが国への入国者や移民の個人情報の共有は、自国民のプライバシー侵害や監視ではないので、国民の反発や、既存法がネックになったり、新たな法整備といったハードルは高くありません。しかし、残念ながら移民に関しては正反対の方向に邁進するわが国の政府と役所。欧米並みのセキュリティ・クリアランス制度に抵抗する与野党の媚中議員によって、国防・治安・産業技術が守られていません。

米国務省はカナダ、オーストラリア、ニュージーランド、イギリス、欧州諸国の米国大使館に対して、当地における移民（外国出身）らの犯罪・人権侵害行為に関する情報を収集し報告するよう指示を出しました。

Embassies, being beyond the reach of local security services, often serve as spying hubs. The planned mission, argues the Centre for Strategic and International Studies (CSIS), a US think tank, is likely to provide Chinese intelligence with "a myriad of espionage opportunities".
Most alarming is that the site sits directly atop communication lines and fibreoptic cables running between the City of London and Canary Wharf, Britain's main financial centres. These could be physically tapped: Beijing's plans include a large basement, several underground rooms (dubbed "spy dungeons" by the press) and tunnels. The site is also close to three big data centres, and a BT telephone exchange.

The objective of Japan hosting the meeting was to have a greater understanding of the situation and achieve its goal of promoting Tokyo’s vision of a Free and Open Indo-Pacific. It was for the first time such a meeting took place outside a Five Eyes country. Japan was however involved earlier in such a gathering when the Self Defence Forces personnel were invited to a similar conference of Canadian senior enlisted members in October 2024.
The main trigger for Japan to think of joining the Five Eyes intelligence-sharing alliance is China’s muscle-flexing activities, which is stoking tensions in the region.

The origin of the Five Eyes lies in the decision by Winston Churchill in 1941 to include the US in one of the greatest secrets of all time: that the UK (with help from the Poles and French) had broken the German Enigma cipher system………..After the war, this Anglo-American cooperation was formalised into the 1946 UKUSA agreement. Australia, Canada and New Zealand became part of the agreement through their Dominion status within the British Commonwealth.Other Dominions were not included, which gave rise to the idea that the Five Eyes was a white Anglo-Saxon club.
In spite of the political attractions of widening the alliance in the face of China’s increasing assertiveness, the probability is that all five countries and their agencies will oppose the idea of expanding the club.
Indeed, none of the four countries (Germany, India, Jpan and South Korea) instinctively shares the Five Eyes allies’ views on global threats…………….
Germany has maintained close commercial links to Russia in spite of President Putin’s aggressions in Ukraine and Crimea…..India, too, has been keen to retain its close relations with Moscow, especially in the field of arms procurement….South Korea has no wish for an adversarial relationship with Beijing, and currently has little appetite for friendship with Tokyo……………..
Japan will be the most disappointed of the four, but it will hardly be surprised.

２００５年、日本のインド大使館に査証をもらうために訪れた日本人女性（１８）がインド人警備兵に別室に連れ込まれ、わいせつな行為をされた。警備兵は強制退職処分を受けたが、インドの裁判所は最近、警備兵の復職を命じた。その理由は「訴訟手続きの基本的な構成要素を成していないうえ、警備兵への取り調べも違法な形で行われた」から。要するに、疑いが晴れたのではなく、きちんと捜査がされなかったために事件はうやむやになったというわけだ。
