There is more than two gates. I think 3, so be sure to go to the gates in the order needed (yes, there appears to be an order to do them in).

Whilst there is not order in doing them (you can go to any gate in any order and will "usually" get sent to the closest gear but not always) you do have to return to the guard you spoke to in that part, you can't speak to the 1st hand in (I think they disappear anyways), or go to the 3rd gate guard either. 2nd guard gave the quest, it needs to be that guard to hand in.
However saying all that there is a bug related to this quest line, though not your issue, so I would report in game, and maybe on the discord as well, if you are certain you are at the right guard.

I am certainly returning to the correct guard as there is a beam of light on him and the quest is sending me to him. I tried the other just in case. Neither are accepting the gear :( I will check the discord. Thank you!

For the second guard, you also have to bring a bee sigil to the gate.
Please check your journal and make sure that the correct quest is pinned - there is a known issue where the quest to return the gear to the guard doesn't get pinned properly.

I wrote 2 bug reports 2 weeks later and I am still stuck. Love this game but I get irritated on lack of progress

As far as I know, this game has not been updated since I played it. I played it through 2 times and it worked both times. Read my comment above. This quest is a bit confusing, but I think it can be completed, you just need to do the 3 gates in the correct order.
