Blueprints/Camera
So I've played this for a decent amount (working on Security F2, already did Garden/Luxury) but I've never received a tutorial on the camera or blueprints. How do I use these? The camera stays completely unfocused for me (can't zoom in) and aiming it a living or dead creature does nothing. Is there some functionality that's supposed to unlock later?

Blueprints: I have 7, I have Marco, I have the workbench, but there's no prompts to use them. How does this work?

The NPC you're working to rescue in Security F2 now is required to use the blueprints, so just be patient on that front.

As for the camera, it's always a blurry mess, far as I know, but I think it only unlocks when you get the gadget that lets you start building up the enemy codex, so I think your issue is that you're not close enough to a living enemy to trigger it to start, since it can be a bit finnicky in my experience. I'd recommend you get the invisibility gadget and practice with moving your mouse to the camera button in the Tab menu, using sound cues to help guide you. You can then watch an enemy's patrol pattern, go invisible, then get close in a spot it won't bump into you and pull out the camera. Just keep the center of the screen on the enemy for long enough, while close enough, and it'll give some sounds to notify that it's started scanning, and when it's done.
Feel very stupid. Posted this and got a lot, lot closer to an enemy and the camera worked. The fact that you can't move and you have to stand up really does mean you need to have invis for this to work even a little bit.

And of course immediately following that I wrapped up Security F2 and got the NPC. Whoops, lol, thank you for the response.
You can make it work without invis, if you're crouching in a spot enemy can't see you there's a good chance they still won't see you when you use the camera.

Agreed that it's far from the best experience. Wish it was one of the weapons. And that it wasn't so damn picky about which specific spot of the enemy has to be in the square.

That didn't work for me. I had to be virtually up their buts for the camera to even try and scan. The camera is probably the one real bad design in the game.
