You might have to contact the publisher on that one.

Licensing was removed by SEGA due to the release of PPT.

PPT is already on the 3ds
yes but only in japan, because licensing, as far as im aware, ultimate had the licensing thing here so it wasnt possible for ppt to launch here, well that and a lack of interest from SEGA

Thousands of people still bought it, so Valve isn't going to disable the forums.

The game was delisted on all platforms, not just PC. According to the Store page, it was removed at the request of the publisher. Valve doesn't choose what games to sell by quality, or opinions thereof.
