sv_cheats likely has to be enabled to do this, and yes, it can change (host_writeconfg) client settings, and possibly add launch commands as well through these cfgs.

So, do NOT host a server with sv_cheats enabled, or if you do, have a password and ONLY allow your friends to connect; otherwise, do NOT connect to a server you don't trust.

You can also have this command in your config, but I doubt it will help too much:
sv_allow_point_servercommand "0"
because the point_servercommand != clinetcommands - but this can help protect you form some maps changing your server settings (which is 'you' if you are hosting a server on steam networking.)

If you want to find a good list of 'real' servers to play on, I would start your search at the hl2dm-commuintiy discord (which is tied to the hl2dm section of Reddit):
https://discord.gg/C9SDCYv
Or the Half-Life 2: Competitive (league) discord:
https://discord.com/invite/4RMyyH2utA

Also - stalin9k5 - do come tf at me with any 'naming and shaming' or 'baiting and trolling' mod reports. Your troll content is pretty well documented, which is probably what you are going for.
But as it turns out (from other devs looking into this matter,) the 'exploit' in question is just an ent_fire script with the base game, and Valve needs to patch that properly. Clients should have a cl_allow_point_clientcommand "0" cvar, similar to the sv_allow_point_servercommand cvar.

In my experience, gamers from former Soviet nations are really, really scared of anything Queerical (or non-hetero-normative,) becasue they are insecure on the issue of defending their own bodies.

Like, it's kinda sad the more you learn about it, but violating people is not just something that happens to 'effeminate' persons* in that part of the world. So they all see anything that is not in line with their definition of 'normal' as something that might tell others that they 'want it' (since they are 'associating' or being 'friendly' with LBGTQIA+ community members,) which can lead to a very specific type of assault. This behavior is also extremely prevalent in the Russian military.

Awesome profile pic; I love the Pine tree; it looks like an undecorated Christmas Tree!
HL2DM these days has something called steam networking, so without needing to open ports on your router people can join when that is enabled. If you make test servers with sv_cheats on just put an sv_password on them. Even though ent_fire is kinda limited you can do a lot of scripting and talented hl2dm scripters probably have ways around it.

But it wasn't as singleplayer as you expected it to be.
Turn off steam networking. Stay safe, mate.

If you willing to play with someone - make sure twice that it is sv_cheats 0 on server.

Follow @[Bounce]-|Henky!!|-[TTC} advices.
