NPC's skipping over dialogue bug?
Just like the title, the npc's are skipping over their own lines. The mouth animation doesn't sync up with the lines either, kinda getting frustrated with it. No mods installed either.

I'm having the same problem. Not only are the mouths of NPC's not matching up to what they are saying at all (sometimes the sound is several seconds after the mouth movement has stopped) but they start speaking the next line of dialogue before finishing the previous. I've tried fresh installs, rolling back drivers, uninstalling Far Harbor (it seemed to start around the time of FH's release) and downloaing the Unofficial Patch, but nothing works.

I also seem to be getting graphical glitches but I assume that is unrelated.
Yeah this is becoming really annoying and sometimes i miss some viable info. I think it was around the same time too ^^^^^
Hey, I managed to fix my game and thought it might help you.

I had to set my Ambient Occlusion to 'HBAO+' (Settings > Advanced Settings). If i change it to 'SSAO' or even turn it off: the dialogue skipping returns.

I don't know how or why this seems to be doing it, but I tested several times and it works fine when on 'HBAO+' and messes up again if I switch it. No other settings seemed to make a difference.

Lol, who would have tought those 2 things would be related.
I much prefer my HBOA+ tho.
Skipping dialog by clicking can bug up the next lines.

The bug can be "fixed" by locking FPS to 60. Simplest way for this is to enable v-sync for this game specifically via graphic card (in my case NVIDIA) settings.
2020 we have the same bug dialogue....

For those still having this problem that have tried all these fixes and still have this issue. I went into my Nvidea Control panel to Manage 3D settings and turned on Verticle sync and set to (Adaptive). This locked me in at 60 fps.
For me, my laptop's video card was running the game faster than 60 fps. I did this to change it, and it worked:

1. Select the Windows button
2. In the search box, type, "nvidia control panel"
3. Press Enter
4. In the NVIDA Control Panel under 3D Settings, select Manage 3D Settings
5. Under "I would like the following 3D settings," select Program Settings
6. Under "1. Select a program to customize," select Fallout 4 (fallout4.exe)
7. Under "3. Specify the settings for this program," select Max Frame Rate
8. In the dialog box, select On, type 60 in the FPS box, and select OK.
9. Close the NVIDIA Control Panel
10. Launch Fallout 4, load a save, and verify the dialog now works.
