Knight Rhys is not giving me CLeansing the commonwealth and Semper Invicta doesnt "complete"
I'm already in chapter 2 of the game so THEORETICALLY speaking Semper Invicta is programmed to fail as Shadow of Steel begins I already did Shadow of Steel

Have you done Call to Arms? You dont need to do anything with the BOS to trigger "Act 2" that simply requires leaving Fort Hagan.

If u dont joint the NOS b4 starting Act 2, a quest called "Reville" will pop up, this is the act 2 opener to the BOS, after exiting fort Hagan
Been a long time since I did the brotherhood quests... So correct me if I am wrong:

But once the Prdwyn arrives I don't think Hayley and Rhys give quests anymore and are superseded by the folks on the Prdwyn for your radiant quests.

That's what dosnt make sense, sempa invictor is on the "Call to Arms" quest line, yet the OP clearly states' he's done Shadow of Steel, which is on the revile quest branch.

Uou cant do both, unless u start call to arms or something, ignore it, an exit fort hagn, this can lock Rhys out of the game.

TO start "call to Arms" you have to do Fire Support too, starting fire support, and not following though, then exiting Fort Hagan, might cause this issue, for the above reason.

Mabuy the started "A call to arms" followed Danse, then decided they didn't want to. this would lock Danse out of the game.

If that's what happend, his 2 choices are, go back to a save b4 he did Fire support, or start a new game.
Yea, something sounds fishy for sure.

Do you have any mods that could be causing an issue? an override or conflict?

I was trying to complete Semper Invicta but since Rhys got bugged? I think he's not giving me Cleansing the Commonwealth quests THAT or he might be giving me a far harbor/nuka world quest location but since its being super seeded by Radiants in the commonwealth its not rolling correctly

and the term here "was" since he was being unresponsive I deicded to just get to chapter 2

a bunch of "quest debug" tools told me that "its not running" via SQS/SQV console commands
Ya, I always avoid Rhys from the get go, he's my most hated character in the game. I've tried a few methods to assasinate him without making an enemy of the BoS, but he never exits the station, ever. I make it to where he sleeps without being detected, leaving a few BoS bodies in my wake, but as I Sandman Kill him I immediately get attacked. The next plan is to place a circle of mines around him as he sleeps, might actually go do that now come to think of it.

Get Pickpocket, take a hit of jet, pocket a grenade onto him, get ya as outta there.-------

To the OP, sounds like u broke the internal flag somehow, the only fix's r a restart, or find a game, b4 u encounter the BOS

Killing any named member of a faction draws the player as an enemy of the faction, afaik. Since Rhys is essential/protected there is no way to get rid of him and keep good relations with the BOS.
I would check your copy of "Radiants in the Commonwealth"

And make sure that the version you have is 100% compatible with your game version. The update in May 27th may have required an update to the mod....

But if you didn't update, it could be causing an issue, or vise-versa....

Its the only thing I can think of without knowing your entire load order...

But its also possible that you are not soft locked out of Rys because the of the pridwyn being there, as I recall, its Kells that takes over the "Cleansing" quests once the Pridqyn is there.
I know Heylen's quests are taken over by Doc-whatshisface- on the Pridwyn..

this is my second run just recently and I'm still on the same version of the game in my first run I was able to get semper invicta to clear just fine it can't be level now could it? I was level 80+ when starting fort hagen?

anyway it could be a vanilla bug as like when I did USS constitution just fine on this character but was buggy AF in my previous run
I don't think level has anything to do with it no...
I have done Rhys' Quests from lvl 5 to lvl 100, And I usually don't have a problem with them.

BUT. I also have never gone back to Rhys after the Pridwyn has arrived as you get shuffled off the flying blimp pretty quickly when you return to the police station - if you don't go to they airport yourself. (well, directed)

Now the Constitution quest chain is a known buggy mess: and CC stuff has made it worse in some ways due to cell changes the safehouse adds.
Known issues include:
Raiders not spawning.
Bots turning on you due to AOE assigned damage -even if you didn't use an AOE weapon
Non responsive "crew members" needed to repair ship.
Navigation card not spawning.
Switich needed to launch ship not spawning, responding
Captain refuses to acknowledge you returned/fixed ship.

Was any of those the reason it was mucked up last time?

Have you checked the pridwyn yet?
Because that could be where you need to go to turn it in... Just can't remember which of the 3/4 radiant quest givers it would be turned in to...

IIRC you can only have 3 radiants for a faction at a time, but either way I tried to do Cleansing the COmmonwealth before the Prydwyn arrives and no nothing I think Rhys is bugged in this run as his "intro" ran 2 times which I know shouldnt happen like his NPC data was reset if you didnt talk to him "properly"? or maybe his NPC data reset since I last talked to him since I basically went do call to arms talked to Haylen and Rhys and left I did 1 run of quartermastery though

once the prydwyn arrives you now get 1 more radiant quest giver in the form of Teagan as I'm sure Kells and Ingram actually dont give you any radiant quests
Kells definately gives you radiant quests. many of them "clear" quests... And the "squire" quests.
I have knight Rhys holotag, what do I do with it?
