It's crazy that no one has ever answered this question before?? Oh wait never mind...
I suggest buying it on GoG. Interestingly, both GoG and steam use the same files so whatever mods you have on steam seem to get applied to the GoG version and visa versa.
Set it to update on launch and only launch from your script extender. Also, make sure appmanifest 377160 is set to read only in the event you accidentally launch the regular app.

I hate bethesda so much bro its tiring
Something that also helps if you have the disk space is make a copy of the Fallout 4 folder and let the game update. Now delete the updated folder and copy your backup version in its place. This way you do not have the "update" annoying you where the play button normally is.

I have a external SSD with a copy of both the vanilla and modded version of my Bethesda games so they can nerver ruin my day with one of these CC cash grab updates.
guessing zero bug fixes as usual
Immediately?
Last I saw, it will be Tuesday.
The 18th.

EDIT:

I can't read.

Wrong. There will be some fixes for Creations and some unnamed ones. But it's mainly adding more mod storage space for all platforms and upgrade features for Steam Deck.
You will eat the Creation Slop and enjoy it, Todd demands it
