You might want to try changing the settings in the [Display] section of your Fallout4Prefs.ini file regarding whether the game is running windowed or not ("bMaximizeWindow", "bBorderless", and "bFull Screen").

I formerly had it running in a borderless, maximized window because regular fullscreen didn't work, now it's the other way around.
Thanks I was messing with the files and still didn’t fix the issue
if you are changing settings in your .ini files and that does not fix the issue,
either the game is not reading the file
OR something else is overriding the settings.
perhaps check windows display scaling and check nvidia game settings.

mods? need to update them

With the maximized/borderless/fullscreen settings, you generally have to change them together, since having the ones you're not using on can interfere with the others.

There are also two different locations for the preferences .ini file (at least on Windows), one in the Fallout 4 folder that's part of your user settings, just above the folder for savegames. The other is in a secondary "Fallout 4" folder inside the main Fallout 4 folder where all the game files are stored. It should usually favour the preferences file with the savegames as more specific to the user profile running the game, but it wouldn't hurt to check both.
just delete the Fallout4.ini and Fallout4Prefs.ini and start the game to generate clean ones ... and disable steam cloud first so you don't download a messed up .ini file.
Thanks everyone for the help
The "zoomed in" issue is caused by Windows Display Scaling enlarging the game window. You need to override the high DPI settings for the game executable and run it in a maximized borderless window.

Step 1: Fix Windows DPI Scaling
Open Steam, right-click Fallout 4 > Manage > Browse local files.

Right-click Fallout4.exe and select Properties.

Go to the Compatibility tab and click Change high DPI settings.

Check the box for Override high DPI scaling behavior.

Ensure the drop-down menu is set to Application.

Click OK, then Apply.
(Repeat this for Fallout4Launcher.exe just to be safe)

This fixed it for me
