SALEM, Ore. (AP) - Pit bulls can continue to live in Oregon.

A spokeswoman for Republican state Sen. Bruce Starr told Bend television station KTVZ that his proposal to ban pit bulls in the state will not be formally introduced this year.

The news is a victory for fans of the maligned breed, but owners already have another fight on their hands.

A new proposal, House Bill 2852, would require pit bull owners to buy liability insurance.

The various proposals dealing with pit bulls follow several high-profile attacks.

Just last month, two pit bulls attacked a Boston terrier and a Labrador in Beaverton.

The terrier died at the scene, and the lab had to be euthanized later that day.

An officer fatally shot 1 of the pit bulls after it turned its aggression toward him.

 


The state of Oregon is looking into putting a ban on pit bulls.

According to a news station out of Oregon (FOX12), the proposed law would declare pit bulls dangerous and make owning them in Oregon a crime punishable by jail time and hefty fines. Then Oregon could also mandate that pit bulls be euthanized, whether they are already owned, or being bred for sale. It's a pretty harsh step no matter what the topic of discussion might be, and it is going to be quite a heated argument when the bill comes up for approval in front of state representatives.

In response to a Christmas day "pit bull" attack, Molalla Mayor John Atkins is considering whether the city should adopt a pit bull ordinance or, in the alternative, 
adopt a generic ordinance related to dangerous animals. 
 
Please encourage the city officials to pursue an ordinance that holds irresponsible owners accountable for the actions of their dogs and does not single out specific breeds.  Please send your POLITE AND RESPECTFUL opposition, as well as educational materials, to the Molalla city officials below.

Councilwoman-elect Ann Ogan was calling for a ban on pit bulls. She told Newschannel 8, a ban would be the first action she'd take once in office.

 

"I don't understand why it hasn't been done already. Why Portland doesn't do it, or Vancouver, Washington? Why do we allow this continue in this country?" said Ogan.

 

Ogan wanted all pit bulls and pit bull mixes gone for good in North Plains.

I swore last week that I wasn't going to write about pit bulls again. I wrote a blog about pit bulls being, well, dogs. I thought I'd said everything I had to say.
Then the Editorial Board stunned me with their editorial in Sunday's paper recommending that all pit bulls should automatically be declared "potentially dangerous dogs" under Oregon law.
The Editorial Board is made up of thinking, knowledgeable, even visionary people. Mostly, they are right about what they say. This time I believe they are wrong. Here's why:

Breed affected: Wolf hybrids
I know there are mixed opinions on wolf hybrids, but most hybrids are primarily domestic dog. The issue raised time and time again is enforceability and identification - Malamutes and Huskies are often confused for wolves/hybrids. While I personally believe wolves should remain wild and dogs domesticated, I do not want to see the unecessary deaths of domestic dog mixes (or wolf mixes, honestly).

The Milton-Freewater City Council will re-examine changes to the animal control code during tonight's regular meeting.

The biggest proposed change would be adding a provision for dealing with potentially dangerous dogs, typically meaning the dog would have to exhibit an unprovoked threat to bodily harm. Such cases would be judged on a case-by-case business.

If the dog was considered potentially dangerous the new code would allow a method by which owners would be given a second chance to safely harbor the animal.

The owner would be required to pay registration fees, microchip the dog, spay or neuter the dog, create photo identification of the dog and owner. The owner also must then enclose the animal with signs and obtain proof of liability insurance for an amount no less than $100,000.

The proposed changes have been amended from a version presented at the last council meeting in December, which appeared to ban keeping all horses and livestock within city limits, thereby raising alarm for several outspoken citizens. That portion has been taken out.

"Staff heard the public loud and clear," City Manager Linda Hall said in a memo to city council members. "We have worked this past month to bring this ordinance back to council with hopefully much more positive reactions."

The proposed code change does, however, include new language banning wolf hybrid dogs from city limits.

Restricts 10 breeds of dogs: American pit bull terrier, American Staffordshire terrier; Staffordshire bull terrier; American bulldog; dogo Argentino; Canary dog; presa Mallorquin; tosa, cane Corsa and Brazilian mastiff. It applies to crossbred dogs that display the majority of physical traits of the restricted breeds.
