Flooding is one of the costliest forms of natural disaster in the United States.
Ranking Member @SenJeffMerkley is asking CBO to provide analysis on how the government can save on flood damage long term by spending on flood adaptation now.
MERKLEY: Trump's 2027 budget did not include the debt or deficit projections required by law. Will you push to include those next year?

TRUMP'S DEPUTY OMB NOM CAN'T ANSWER THE QUESTION
VAN HOLLEN: Your boss, Russ Vought, has said he wants civil servants to be put in trauma. Do you see merit-based civil servants as the villain? Do you want to put them in trauma?
VAN HOLLEN: Are you aware the IRS, FEMA, NWS, GSA warned their services were at risk due to staffing shortages?
DUNCAN: Everything we do is to be efficient.
VAN HOLLEN: You rehired 25,000 fired federal workers, do you know what that cost? $12 MILLION. Doesn't sound efficient.
MURRAY: Why didn't OMB think Social Security solvency was important enough to put in the budget?
DUNCAN: *repeats Trump talking point*
MURRAY: For decades, Presidents sent full budgets with Social Security projections. This Admin failed to, I guess, because they don't care
MURRAY: An OMB rule would let grants be terminated based on Admin priorities. Would there be limits to prevent directing funding to Admin allies?
DUNCAN: This is about aligning grants with the Admin's agenda.
MURRAY: Is there language to limit cronyism?
DUNCAN: *deflects*
MERKLEY: The President cannot cancel programs that are authorized, he doesn't get to decide that. Will you raise concerns if this strategy arises?
DUNCAN: *doesn't answer*
MERKLEY: That was not an answer. If the Admin shuts down an authorized program will you raise concerns?
MERKLEY: None of the 6 letters I sent to OMB have been responded to, yet you just committed to the Chairman you would respond as Deputy.
DUNCAN: We are in the process of improving our letter process...
MERKLEY: I consider 0 out of 6 a pretty bad batting average.
MERKLEY TO TRUMP'S DEPUTY OMB NOM: Since Trump and Vought returned to office they have repeatedly violated the constitutional separation of powers. I'd like to know if you are prepared to make sure the Constitution is defended in OMB's actions.
