Humanitarians have prioritized 87 million people facing the most severe needs. Not because suffering has decreased, but because resources have. Budgets are choices. They determine whether clinics stay open, children learn and families survive. Every dollar can save lives.

The pattern and warnings are clear.  Far too many times in this conflict, clear warnings have failed to trigger the international community to act.  I echo @antonioguterres: those with influence must use it to prevent further bloodshed.

I've allocated $4M from UN's Emergency Fund CERF to support Uganda's response to Ebola outbreak and prevent further spread. The funding will support health services, protection and logistics across 29 high-risk districts, strengthening preparedness, surveillance and response.
