identification please

The other day I found a bag of random toys at the local thrift shop, I bought it specificly for a transformer and power ranger part(s) I needed, after opening the bag I was surprised to find a xevoz figure in there (thought i was the only one who bought these) what makes it stranger is its one i've never seen before, it sorta looks like a mix of the ninja figure and the wave 1 neosapien guy except the colours are very differnt, anyone know what wave/series this was from and if it was maybe an exclusive or something?
