Gate the import's credits resume on the shared free-period check - #7100
Conversation
automatic_run_allowed stood in for the shared check until it landed: free on a self-hosted engine, unknown and so not free on the TinyHuman one. billing::free_period_active is on main now, so a credits pause resumes on its own while memory work is free there too, and the stub and its test go. The backend is asked only when such a pause is waiting.
A retry wrote an item's new refusal reason only at its end; it is written as it changes now, like a stored item. Retry is accepted for a retry the app quit during (Running with the retry flag), not only after one finished. The pause test waits on the shared helper, which fails loudly instead of running out quietly.

The credits-resume tests injected the billing answer, so nothing pinned how resume_interrupted asks billing::free_period_active. Two tests now drive it directly: a pause resumes while memory work is free (an engine other than the hosted one), and is left untouched while it is not.

457-485: 🎯 Functional Correctness | 🔵 Trivial | ⚡ Quick winAdd a hosted active-response case to the recovery tests.
The active recovery test uses the reference engine, so it does not exercise the hosted branch of
billing::free_period_active. The billing tests call the helper directly and do not verify thatresume_interrupteduses an active hosted response to resume the import. A caller-path regression can therefore pass both existing test groups.Suggested fix
