☆ 遺骨返還と言ってもそれは価値中立な言葉ではなく、これまでと同様に遺骨を研究したい側と、早く奪還して苦しんでいる祖先の霊を 癒してあげたい側では、遺骨返還という言葉は正反対の意味をもつかもしれません。こ の発表は、遺骨返還がなぜ円滑に進まない理由について考えます。こ れまで研究を続けてきた人でも、背景にさまざまな不正義があったことを知って、態度を改めて、調査される側の人とウィン=ウィンの関係でこれらからも研究 を続けたい人もいるでしょう。先住民考古学や脱植民地研究には学問という知とそれを司る権力は分かち難く結びついているので、すべて当事者主体でおこなう べきだという主張から非当事者との連携連帯関係の再構築が必要でありその条件をクリアするために模索すべきだという主張までさまざまです。そうすると具体 的には、こちら側にいる研究者が、向こう側にいる研究者に声をかけて、こちらの倫理的な事情を知ってもらうだけでなく、なぜインフォームドコンセントがな い時代と学知を含めた植民地主義や帝国主義が不可分に結びついていたことを学説史としてきちっと理解してもらうことも必要になるでしょう。世界の遺骨返還 運動を草の根レベルで実践している人たちとの緩やかなネットワーク形成は不可欠です。各国、各地域、各民族、各地域集団と、遺骨を 簒奪していったグループや権力集団の組み合わせは複雑なので、経験の共有や比較検討は不可欠なのです。

日 本の8月15日[=天皇の詔勅が放送された日,収録は8月14日の深夜から15日未明と言われている.詔勅書の日付は14日です]はヤマト政府が連合国に降伏して敗戦を迎えた記念日です。1956年の大阪生まれの僕は大学時代を迎えるまではメディアが言う「終戦」そし て大学生以降は「敗戦」と呼んできました。中華民国(台湾)と韓国ではともに光復節と呼ばれ日本統治が終わったそれぞれ1945年10月25日と8月15 日を記念日としています。遺骨返還と言ってもそれは価値中立な言葉ではなく、これまでと同様に遺骨を研究したい側と、早く奪還して苦しんでいる祖先の霊を 癒してあげたい側では、遺骨返還という言葉は正反対の意味をもつかもしれません。[1945年6月23日に実質的に戦闘が集結していた沖縄の人々には8月15日ではなく日本軍守備隊が降伏文書に調印するのは同年9月7日です]
In Japan, August 15 marks the anniversary of the Yamato government’s surrender to the Allied Powers and the end of the war. Born in Osaka in 1956, I referred to this event as the “end of the war” as the media called it until I entered college, and as “defeat” from my college years onward. In the Republic of China (Taiwan) and South Korea, these dates are both known as “Liberation Day,” commemorating the end of Japanese rule on October 25, 1945, and August 15, 1945, respectively. Even the phrase “return of remains” is not value-neutral; just as in the past, it may carry diametrically opposed meanings for those who wish to continue researching the remains and those who want to recover them quickly to heal the spirits of their suffering ancestors.
こ の発表は、遺骨返還がなぜ円滑に進まない理由について考えます。これまでの数々の集会で私たちが検討してきたことは、遺骨が大学や研究機関[あるいは近年 では慰霊施設という名の保管庫も含めて]があるという事実の確認、簒奪した側が正確に情報を開示しないなかでの資料調べをして略奪収集された経緯、さまざ まな形での遺骨への対面や返還、あるいは収集の経緯説明のための対話に対する簒奪側の沈黙や応答などが、ほとんどリアルタイムで報告されてきました。その ような〈こちら側〉の意思統一や運動方針についてはほとんど合意ができているようです。では、〈敵とおもわれる側の論理や事情〉や〈遺骨返還がなぜ円滑に 進まないのかについての理由〉であると思います。簒奪者である〈敵〉が頑なに返還を拒む理由や事情が分かれば、それらの障害が取り除かれれば、遺骨返還は より円滑に進むのではないかと考えるのは、自然の成り行きです。
This presentation examines the reasons why the repatriation of remains has not proceeded smoothly. At numerous gatherings held to date, we have examined the following issues: confirming the fact that remains are held at universities and research institutions [or, in recent years, storage facilities disguised as memorial sites]; investigating the circumstances of their looting and collection through document research despite the lack of accurate information disclosure by the parties responsible for the looting; and the silence or lack of response from those responsible for the looting regarding various forms of viewing and repatriation of the remains, or dialogue aimed at explaining the circumstances of their collection—all of which have been reported almost in real time. It seems we have reached near-consensus on “our side’s” unified stance and movement strategy. Therefore, I believe the focus should now be on “the logic and circumstances of the perceived adversary” and “the reasons why the return of remains is not proceeding smoothly.” It is only natural to assume that if we understand the reasons and circumstances behind the “adversary”—the party that appropriated the remains—stubbornly refusing to return them, and if those obstacles are removed, the return of remains will proceed more smoothly.
理 想主義者ならそうだ、そうだとなるでしょうし、現実主義者(リアリスト)なら「そんなことはだめだ!!」とさらに冷静さを要求するでしょう。このことは返 還を求める側の行動指針にとって積極的な意義をもちます。なぜなら、北風がいいのか太陽でもっと照らせばいいのかというための具体的な対話とその意義を、 こちら側の勢力に齎すからです。あるいは、敵は我々返還請求側について無知であり感情移入を拒んでいるわけですが、我々もまた敵を鬼畜扱いし、彼/彼女ら のことを知ろうとしなければ返還交渉の議論はいつまでも平行線を辿ります。
Idealists would likely agree wholeheartedly, while realists would demand even greater composure, exclaiming, “That won’t work!!” This holds significant positive implications for the guiding principles of those seeking restitution. This is because it brings about concrete dialogue—and the significance of that dialogue—on whether the North Wind is the better option or if the Sun should shine even brighter, thereby benefiting our side. Alternatively, while our opponents may be ignorant of us—the side demanding restitution—and refuse to empathize with us, if we, in turn, treat them as monsters and make no effort to understand them, the discussions on restitution negotiations will remain at an impasse indefinitely.
こ れまで研究を続けてきた人でも、背景にさまざまな不正義があったことを知って、態度を改めて、調査される側の人とウィン=ウィンの関係でこれらからも研究 を続けたい人もいるでしょう。先住民考古学や脱植民地研究には学問という知とそれを司る権力は分かち難く結びついているので、すべて当事者主体でおこなう べきだという主張から非当事者との連携連帯関係の再構築が必要でありその条件をクリアするために模索すべきだという主張までさまざまです。そうすると具体 的には、こちら側にいる研究者が、向こう側にいる研究者に声をかけて、こちらの倫理的な事情を知ってもらうだけでなく、なぜインフォームドコンセントがな い時代と学知を含めた植民地主義や帝国主義が不可分に結びついていたことを学説史としてきちっと理解してもらうことも必要になるでしょう。
Even among those who have continued their research up to now, there may be some who, upon learning of the various injustices that lay behind it, have reconsidered their stance and wish to continue their research moving forward in a win-win relationship with the people being studied. In Indigenous archaeology and decolonial studies, academic knowledge and the power that governs it are inextricably linked. Consequently, opinions range from the argument that all research should be conducted exclusively by those directly affected, to the view that it is necessary to rebuild relationships of collaboration and solidarity with non-Indigenous researchers and that we should explore ways to meet the conditions for doing so. In practical terms, this means that researchers on “this side” must reach out to researchers on “the other side” not only to ensure they understand our ethical considerations but also to help them gain a thorough historical understanding of why, in an era before informed consent existed, academic knowledge was inextricably linked to colonialism and imperialism.
と 同時に、世界の遺骨返還運動を草の根レベルで実践している人たちとの緩やかなネットワーク形成は不可欠です。各国、各地域、各民族、各地域集団と、遺骨を 簒奪していったグループや権力集団の組み合わせは複雑なので、経験の共有や比較検討は不可欠なのです。科学史研究にも従事した私からの感想を申し上げる と、琉球民族遺骨返還に関する現場力や知識、ノウハウの蓄積は、別図に掲げたようにそれ自身で〈ウチナー科学〉あるいは〈ウチナーサイエンス〉に比肩する ものを持っています。実践の運動体とその闘いかたのノウハウが〈ウチナーサイエンス=遺骨返還の哲学〉なのです[別掲の作図参照]。
At the same time, it is essential to build a loose network with people who are actively engaged in the global movement for the repatriation of human remains at the grassroots level. Given the complex interplay between various countries, regions, ethnic groups, and local communities on one hand, and the groups and power structures that appropriated these remains on the other, sharing experiences and conducting comparative analyses is indispensable. Speaking from my own perspective as someone who has also engaged in the study of the history of science, I believe that the accumulation of practical expertise, knowledge, and know-how regarding the repatriation of the remains of the Ryukyuan people—as illustrated in the separate diagram—is in its own right comparable to “Uchina Science.” The practical movement itself and the know-how behind its methods of struggle constitute “Uchina Science = the philosophy of remains repatriation” [see the separate diagram].
そ う考えると[科学的研究対象としての立場をいまだ留保している]埋蔵文化財センターに留め置かれている琉球人遺骨の存在や化石人類で琉球人の祖先の中の大 祖先[それすら未だ論争中]である港川人のオリジナル標本と複製が保管されている地理空間的意味は、既存の人類学という植民地科学とウチナーサイエンスと のあいだの論争の場とも言えます。1946年に米軍統治下の琉球に「帰国」した大山盛保[おおやま・せいほ](1912-1996)が努力して1968年以降の時期に複数回に わたった発見した上港川人の人骨とそれを鑑定した東京大学教授の解剖学者鈴木尚[すずき・ひさし](1912-2004)らの関わり、そしてそれらの肉付け模型の存在や、そ れと見学という対話を通して琉球人のアイデンティティをめぐるサイエンスはいまだ進行中であることが明らかになります。遺骨返還はそれらの一見無関係に見 えるこれら一連の文化表象と深く関わっているのです。
From this perspective, the geographical significance of the Ryukyuan human remains—which are still held at the Center for Buried Cultural Properties [which continues to reserve its position regarding their status as subjects of scientific research]—and the original specimens and replicas of the Minatogawa Man, a fossil hominid considered to be a distant ancestor of the Ryukyuan people [though even this remains a matter of debate], can be seen as a battleground for the ongoing debate between existing anthropology—a colonial science—and Uchinaa Science. The human remains of the Upper Minatogawa Man—discovered on multiple occasions beginning in 1968 through the efforts of Seiho Oyama (1912–1996), who “returned” to the Ryukyu Islands under U.S. military rule in 1946—along with the involvement of Professor Nao Suzuki (1912–2004) and others; the existence of the flesh-and-bone models based on these remains; and the dialogue that takes place through visits to view them—all of this reveals that the scientific discourse surrounding Ryukyuan identity is still ongoing. The repatriation of human remains is deeply intertwined with this series of cultural representations, which at first glance may seem unrelated.
こ こで「ウチナー科学」について説明します。ウチナー科学とは、例えば大田昌秀さんが『こんな沖縄にだれがした』(2010)の冒頭で掲げている、沖縄がな ぜ基地の島になり、礼儀をまもり平和をまもってきた沖縄のかつての姿をうしなったのかを考えるために、さまざまな歴史資料を動員して、みんなで考えるこ と。仲 松弥秀(なかまつ・やしゅう)さんが、論文のなかで沖縄の村落を「愛と信頼の村落」と名付け、どうしてそれが崩壊しつつあるのか?原因を探る学問のことを さします。つまり、ウチナー科学とは、沖縄にいる人が、じぶんたちがそうであるべき理想から外れている時に、自らの問いを発して、その原因を探し、もとの 状態に戻すための方策を考える学問です。そのためには、直面しているさまざまな困難を明らかにし、共有し、そして対話を通して共同研究をおこなう方法論 が、このウチナー科学には含まれています。
Here, I will explain “Uchina Science.” Uchina Science refers to the collective effort to examine—by drawing on various historical sources—why Okinawa became an island of military bases and why it lost its former character as a place that upheld courtesy and preserved peace, as Masahide Ota outlines in the opening of his book *Who Made Okinawa Like This?* (2010). It refers to the academic discipline in which Yashu Nakamatsu, in his scholarly paper, termed Okinawan villages “villages of love and trust” and sought to explore the causes behind their gradual collapse. In short, Uchina Science is an academic discipline in which people in Okinawa, when they find themselves deviating from the ideal state they should embody, pose their own questions, investigate the causes, and devise strategies to restore the original state. To this end, Uchina Science incorporates a methodology that involves identifying and sharing the various difficulties people face, and conducting collaborative research through dialogue.
その意味で、この会場にいらっしゃるみなさんと、京都大学と東京大学にある人骨標本のうち沖縄由来のもので不当な方法で持ち出されたものについてのこの話し合い、これこそが、遺骨返還に関するウチナー科学であると思います。
In that sense, I believe that this discussion—involving all of you here in this venue, as well as the human skeletal specimens at Kyoto University and the University of Tokyo that originated in Okinawa and were removed through improper means—is the very essence of “Uchinaa Science” regarding the return of human remains.
人 骨研究者が実証主義の旗のもとで、遺骨をあたかもモノのように扱い、科学の進歩に役立てると言う発想は、従来の自然科学的方法と言えます。このような方法 についての考察は、科学史や科学社会学という分野で明らかにされてきました。それに対してウチナー科学は、遺骨をモノとしてみなすことはしません。遺骨は 祖先の霊であると同時に、元の場所に戻りたいと主張する主体でもあります。あるいは私たちは、遺骨にそのような権利を認めて、遺骨と今残された人たちの共 同作業として「元あった場所に戻してあげる」という一種の移民の帰還事業のような形をとります。
The idea that human bone researchers, under the banner of positivism, treat human remains as if they were mere objects and use them to advance science represents the traditional approach of the natural sciences. Discussions regarding this approach have been explored in the fields of the history of science and the sociology of science. In contrast, Uchina Science does not view human remains as objects. Human remains are not only the spirits of our ancestors but also entities that assert their desire to return to their original place. Alternatively, we recognize this right in the remains and, through a collaborative effort between the remains and those of us still living, undertake a process akin to a repatriation project—one in which we “return them to where they originally belonged.”
私は、松島泰勝さんがリーダーシップをとる、この研究課題とその実践を、ウチナー科学の重要な働きと考えています。その言葉を最後の言葉として、本報告を終わります。ご静聴ありがとうございました。

☆賀数箸次(かかず・はしつぐ)[1890-1990]の足跡

賀 数箸次の平和主義者としての反戦活動は、国家の軍国主義や強制的な戦争への動員に抵抗し、「個人の尊厳」と「徹底した非戦」を生涯つらぬいた点に最大の特 徴がある。ハワイの日系社会では時に「コナの奇人」と称されるほど、周囲の同調圧力に屈しない独自の平和思想を持っていた。彼の反戦活動と平和主義の歩み は、主に以下の3つの側面から見ることができる。

1. 徴兵忌避によるハワイへの「脱出」

彼 の平和主義は、知識としての思想ではなく「戦争に加担しない」という具体的な拒否行動から始まっている。1890年に沖縄で生まれた賀数は、日本の軍国主 義化が進み、自身への徴兵が現実味を帯びてきた1906年(明治39年)、戦争(徴兵)を忌避するためにハワイへの移民を決意し、海を渡った。これは、国 家の軍事システムに自分の身を差し出すことを拒んだ、彼の生涯最初の、そして決定的な反戦行動であった。

2. 日本語新聞を通じた積極的な言論活動

ハワイ島コナに移り住んだ賀数は、キリスト教牧師であり教育者でもあった比嘉静観らと親交を結び、キリスト教的な人道主義に基づいた平和思想を深めていった。彼は農作業の傍ら、現地の日系社会に向けて数多くの反戦論や社会批評を発信し続けた。

主 な投稿媒体: コナの日本語新聞『コナ反響』や、カウアイ島の『洋園時報』など。言論の内容: 日本の軍国主義や、それと同調するハワイ日系社会の保守的な空気を厳しく批判した。当時、海外の移民社会であっても「祖国(日本)の勝利」を妄信する雰囲 気が一部にあったが、賀数はそれに流されず、戦争そのものの愚かさと非道さを一貫して訴え続けた。

3. 沖縄の本土復帰運動への「懸念」と反対

戦 後、沖縄が米軍統治下から日本へと復帰する運動(沖縄返還運動)が激しくなっていた1962年、賀数は『沖縄グラフ』に『私は日本への復帰に反対する』 (I Oppose Reversion to Japan)という寄稿文を発表した。当時の沖縄やハワイの日系社会では「祖国復帰」が正義とされていたが、平和主義者である賀数は別の危険性を察知して いた。「再び日本の主権下(国家の枠組み)に入ることは、沖縄がまた軍事的な波に巻き込まれ、将来的に戦争の道具(戦場や基地)にされる道に繋がるのでは ないか」という強い危機感を抱いていたためである。この主張は当時の社会からは異端視されましたが、「国家よりも、人々の命と平和が最優先されるべきだ」 という彼の徹底した信念を表す行動であった。

賀 数は、戦後にハワイへ渡ってきた「踊る宗教(天照皇大神宮教)」の教主・北村サヨの思想(世界平和や反戦の教え)にも深く共鳴し、コナへの布教を呼びかけ るなど、晩年まで平和への模索を止めなかっら。国家の圧力やコミュニティの同調圧力に抗い、「戦わないこと」を貫いた彼の姿勢は、近代ハワイ移民史および 沖縄の平和思想史において、非常に個性的かつ先駆的な足跡として評価されている。
