Character and enemy/NPC move speed
Move speed is broken I am playing on a modern system at 244fps all ultra graphics but this makes all everything move super fast is there an easy fix? I am new on pc and modding games is not my thing plus I would have no clue where to start.
I feel this is something fundamentally flawed in the game if it is made unplayable on a any system that gets more than 60fps.
Why has Bethesda not added a fix or frame rate slider as a minimum? Can anyone help?

You need to manually cap the FPS to 60.

Look in your GPU settings.
Bethesda hasn't added support for higher framerates because the FO4 game engine is old.

Your choice is to run at 60 fps or to use a mod like High FPS Physics Fix.
Why not try 180? that's what I play at.. 180 is plenty fast.

Just because you have dumped money into a new system doesn't magically transport the specs for that system 15 years back in time to the devs so they can accommodate your settings.

The issue is 220+ is to fast for a human, at 180, my inputs are allteady 5.5<S and every frame is happening at 3x the speed of 60 at 220+ looking 2,5MS or inputs an maby 4x as fast

5.5 MS and 3x the speed per frame, is at the edge of human reflexes, as is. If he moves to 180 FPS like me, the game will be playable.
Cranking it back down a bit might help, but also the "at ultra" ... a self-imposed recipe for disaster.
Dunno bout Ultra, after all i'm running 180 via AMD frameboost, maby his card, has a function, that enables Ultra Graphics....

More importantly, unless u have a 300 MHZ monitor, 220 is faster then ya screen can display anyway.

Great response very helpful I see why you like typing on a keyboard. Why can't you either say nothing or add something helpful like the other? I mean wow how welcoming are you to new pc players well done.

Except that the advice is as has been stated by everyone else:

Cap your FPS.

Lower your expectations.

The game is old. Your computer being new - it doesn't care.
