Chronological Overview of Unimaginable Human Rights Violations and Related Incidents

This post is still a work in progress.
There is room for improvement in formatting and wording, and some incidents have yet to be published in English. I plan to make updates and corrections as needed.

2018 (Heisei 30)

Early Morning, Monday, March 5 – “Psychological Destruction Tactics Using Sound and Light”

Location: Hotel Sunroute Takadanobaba and Lawson Takadanobaba Ekimae-dori Store (Shinjuku-ward, Tokyo)

When I woke up in the hotel room where I was staying, I was subjected to sounds that would not normally occur. On the way to the elevator hall to go to Lawson, I again heard eerie, unnatural sounds in the hallway.

While waiting in the elevator hall, the indicator lamps for the two elevators kept flashing intensely, and the chime sounds continued ringing loudly. After I got into one of the elevators and the doors closed, before the elevator started moving, the ceiling light began flashing intensely, and the chime continued to blare. This state persisted for a while before the elevator finally began to move.

At the Lawson checkout counter, I was subjected to multiple types of electronic sounds for over 10 seconds.

After returning to my room and later going down to the lobby to check out, I began to feel fear, and my body started trembling.

I refer to this series of events as “psychological destruction tactics using sound and light.”

March 6 (Tue), around 12:00 AM – March 7 (Wed), shortly after 1:00 AM
"Suspicious Response at the Police Station, etc."

Location: Home → Nearby police box / public phone → Miyamae Police Station (Kawasaki City, Kanagawa Prefecture)

Incident:
I made an emergency call (110) from my home landline, but instead of dispatching an officer, I was instructed to go to the nearest police box.

However, the police box was unmanned, so I made another 110 call from a nearby public phone. This time, I was told to stay at the police box.

Later, without prior notice, I took a taxi to Miyamae Police Station, where I found eight uniformed officers sitting and waiting. Upon arrival, it became clear that they were unaware of the 110 calls I had made. In the end, none of them stood up or approached me, and I returned home without speaking to anyone.

Thursday, March 8 – “Suspicious Behavior by a Lawyer”

Location: Private Law Office (Shin-Otsuka, Toshima-ku, Tokyo)

Incident:
Although I had planned to consult the lawyer about a series of incidents that had occurred up to that day and had provided relevant documents in advance, the consultation was redirected to a previously discussed matter.

In addition, faint artificial sounds—similar to those I hear at home—were also present in the office. However, the lawyer dismissed it, saying, "It happens all the time."

Sunday, March 18 – “The Large Lecture Hall at LEC Suidobashi Was Taken Over by People in Suits”

Location: Tokyo Legal Mind LEC Suidobashi Main Campus, 4th Floor Large Lecture Hall

Incident:
On this day, the large lecture hall on the 4th floor—where I had been regularly attending a patent attorney course—was filled with people in suits. The lecturer made no mention of this sudden change and proceeded with the lecture as usual.

After the class ended, I saw a woman enter the elevator while a man was standing on each side of the entrance, bowing. Feeling uneasy about the scene, I followed and got in as well.

This woman later became someone whom I, under what felt like a state of mind control that lasted for a certain period, ended up involving in my thoughts and behavior—entirely of my own accord.

During my visit to the office of the translation company Sunflare the following month, a man I knew well, who was seated directly across from me, took an action that seemed to prompt me to repeat the same behavior I had exhibited at home, but even though I was still under mind control, I resisted.

In March 2020, when I attempted to make contact with the lecturer at LEC Suidobashi and encountered interference, I'm wondering if the reason the lecturer gave a slight smirk upon seeing me was related to the episode I experienced when I had been in a mind control-like state.

Later on, in August 2021, when a staff member from the Kashiwa Public Health Center and an employee of Daito Kentaku Partners visited me accompanied by a female staff member, whom I came to suspect might have been the one I had seen at LEC.

Monday, April 2 – “Unusual Response at Satomura Orthopedic Clinic”

Location: Satomura Orthopedic Clinic (Miyamae Ward, Kawasaki City, Kanagawa Prefecture)

Incident:
I visited an orthopedic clinic I had been going to for some time, in order to have my right pinky finger—injured on March 31—examined. After an X-ray was taken, a nurse told me that they would "take care of my shoes," and the doctor showed me an image of what appeared to be a complete fracture requiring surgery. Despite this, he explained that only a bandage would be applied. Furthermore, during the bandaging process, the nurse inexplicably removed the watch from my left wrist—the arm that was not injured.

Wednesday, April 4 (Morning) – Sudden Onset of Illness on the Train and Getting Off Midway

Location: Onboard a Tokyu Den-en-toshi Line train and the platform at Ikejiri-Ohashi Station

Incident:
While on my way to the translation company Sunflare, I boarded a train at Saginuma Station on the Den-en-toshi Line, which was the nearest station to the apartment I was living in at the time in Miyamae Ward, Kawasaki City, and headed toward Nagatacho Station, where I was to transfer. During the ride, I began to feel a tightness in my chest and became extremely unwell, so I temporarily got off the train at Ikejiri-Ohashi Station.

When I sat on a bench at the end of the platform, I noticed that warm air was blowing directly toward me from an overhead air vent.
After letting four or five trains pass, I resumed my journey toward my destination.

This symptom may be similar to the “nausea” observed in the Anomalous Health Incidents (AHIs) experienced by embassy personnel in Havana, Cuba in 2016, and later reported by U.S. personnel in various other countries.

One indication that this condition may have been artificially induced is that after getting off at Ikejiri-Ohashi Station, I was able to get off at Yotsuya-Sanchome Station—nearest to Sunflare—and recovered well enough in a relatively short time to eat curry at a nearby Matsuya (fast food restaurant) and have coffee at Doutor (chain café).

Morning of Wednesday, April 4 – “Unusual Behavior by People Present”

Location: Inside the office of Sun-Flare Corporation (a translation company), Yotsuya 4-chome, Shinjuku-ward, Tokyo

Incident:
Since March 5, 2018, when I was subjected to psychological destruction tactics using sound and light, I have been unable to carry out my translation work as I used to.

As a result, I arranged to work inside the office of Sun-Flare, a company that had been providing me with assignments. This day marked the first time I worked there.

The cursor on my computer began moving on its own, and three people sitting at the same table mimicked things that had been happening in my home—things that should only have been known to myself and individuals involved in the human experimentation organization.

In addition, two people who were working on their computers facing the wall did not turn around even once during my entire stay, including while the above events were taking place.

Monday, April 9 – “Unusual Response at Ito Orthopedic Clinic”

Location: Ito Orthopedic Clinic (Miyamae Ward, Kawasaki City, Kanagawa Prefecture)

Incident:
Concerned about the condition of my right pinky finger, which I had injured on March 31, I decided to visit a different orthopedic clinic.
It was my first time visiting this clinic, and I had informed no one in advance.

However, I was effectively denied a proper medical examination.
This clinic later closed down.

Friday, April 20 – “Unusual Response at Sagara Clinic”

Location: Sagara Clinic (Miyamae Ward, Kawasaki City, Kanagawa Prefecture)

Incident:
I had been experiencing a sensation of pressure in my chest for some time. Although I believed it was being artificially induced, I decided to see a doctor just in case.

The chest X-ray was conducted normally, but the electrocardiogram (ECG) test was unusual. Before the test began, I was made to hear a strange electronic sound, the electrodes were attached in a very careless manner, and the test itself was extremely brief.

During the consultation, the doctor gave a diagnosis of “no abnormalities” without having either the X-ray image or the ECG results on hand.

Wednesday, June 6, Around 11:50 AM – 10:50 PM – “Occupying Takasaki Station”

Location: JR Takasaki Station

Incident:
To protest against the human experimentation organization, I staged a sit-in in the north corridor of JR Takasaki Station. I was soon surrounded by five uniformed police officers. At least three of them, including the one who spoke to me, appeared to be affiliated with the human experimentation organization.

Later, I was led to move to the station concourse. There, an unusually large number of passengers continuously flowed from the Shinkansen entrance and platforms for trains coming from the Tokyo area toward the local train platforms, creating a highly abnormal atmosphere.

Morning of Wednesday, October 31 – “Unusual Scene and Response in the TV Tokyo Lobby”

Location: Lobby of TV Tokyo (Roppongi, Minato-ku, Tokyo)

Incident:
Without informing anyone in advance—not even TV Tokyo—I visited the lobby with a written document I had prepared, in case I couldn’t meet anyone, to convey that I was experiencing unimaginable human rights violations.

The woman at the reception counter spoke rapidly, as if she had known I was coming, and refused to even accept the document.

She handed me a narrow slip of paper with TV Tokyo’s phone number. When I called the number as instructed, I received an unnatural response.

While I was on the phone, a suspicious-looking young man sat next to me and remained there until I finished the call.

In addition, there was no security guard at the gate to the elevator hall that leads to the office area, which gave me the impression that I was being lured into some kind of trap.

Tuesday, November 20 – “Suspicious Behavior by a Non-Attending Doctor at Gunma Hospital”

Location: Gunma Hospital (Maebashi City, Gunma Prefecture)

Incident:
I visited Gunma Hospital without an appointment and explained to the doctor who saw me that day about the unusual circumstances I was facing—such as the psychological destruction tactics using sound and light that I had experienced on March 5 of the same year, as well as the possibility of being under surveillance.

The doctor responded with remarks like, “If you’re an important person, that could happen,” and repeatedly said, “Only your attending doctor would know.” I got the clear impression that he was trying to avoid involvement.

Note:
Gunma Hospital is a psychiatric institution. I began receiving treatment there after being referred by the occupational physician at Shin-Etsu Chemical Co., Ltd., where I was employed at the time.
However, I now believe that the very circumstances that led to my initial psychiatric visits may have involved the influence of those connected to the human experimentation organization.

After resigning from Shin-Etsu Chemical in September 2003 and moving to Kawasaki City in Kanagawa Prefecture, I continued visiting Gunma Hospital every two months for a period of time. Later, my attending psychiatrist referred me to Takeda Hospital in Kawasaki, and I continued treatment there.

In January 2018, I judged that the reason for my visits had been resolved, and I informed the part-time attending psychiatrist at Takeda Hospital of my decision to end treatment. I also subsequently reported this to my former psychiatrist at Gunma Hospital.

Since then, I have visited both hospitals several times to explain matters related to the human experimentation organization and to gather information.

Regarding my treatment history, I had already communicated it in writing to certain politicians, commentators, the translation company Sunflare, and television stations. However, I did not make it public on social media until March 15, 2024, when I posted on X (formerly Twitter) for the first time, after confirming that the torture and human experimentation I had experienced were not technically impossible.

Thursday, November 22 – “My Brother Was Also Cooperating with the Human Experimentation”

Location: Karaoke box near the north exit of Nagoya Station

Incident:To explain the situation I was facing and out of concern for my nieces, I decided to meet my brother near the north exit of Nagoya Station. At the meeting point, I handed him a written document I had prepared in advance, and he began reading it on the spot.

After that, he suggested that we continue the conversation at a nearby karaoke box, and I agreed. The room we were shown into already had the television turned on, with what seemed like a TV program playing at an unusually loud volume.
Given the circumstances, I couldn’t help but feel that his suggestion to go there might have been prearranged as part of something more deliberate.

During the conversation, my brother deliberately placed his IQOS charger at a distance from himself, positioning it so that when I looked up, the light from the charger would shine directly into my eyes.

He also repeatedly urged me to continue psychiatric treatment, and eventually said, “I want to drag you to a psychiatrist even if I have to grab you by the scruff of the neck.”

Wednesday, November 28 – “Threatening Remarks by My Former Attending Psychiatrist”

Location: Gunma Hospital (Maebashi City, Gunma Prefecture)

Incident:
On November 28, 2018, I visited Gunma Hospital once again.

Prior to the visit, I had sent a written document to my former attending psychiatrist explaining my current situation. Starting from the second page, the document included the contents of a letter I had sent to TV Station A on November 1, 2018.

However, the psychiatrist told me that he had only read the first page and had not looked at the rest.

Although we were initially speaking calmly, he suddenly raised his voice and shouted at me in a threatening tone, saying things like, “You’re sick!” and “You’re worse than when you were at Shin-Etsu Chemical!”

Friday, December 7 & Saturday, December 8 – “Suspicious Behavior by a Doctor at Arima Hospital”

Location: Arima Hospital (Miyamae Ward, Kawasaki City, Kanagawa Prefecture)

Incident:
I accidentally cut my left pinky finger with a kitchen knife and visited Arima Hospital to have it stitched.

After the procedure, the elderly male doctor emphasized to me that "there is absolutely no way the pain will continue after the anesthesia wears off."
However, that night, I experienced severe and persistent pain near the joint close to the stitched area.

The following day, I told the doctor that the pain had continued near the joint—although not exactly at the stitched site—and he gave me a smirking smile in response.

I also noticed that the medical chart on the doctor's desk included a highly detailed hand-drawn sketch of my deformed, bent left pinky finger.

Sunday, September 1 – From Kawasaki City, Kanagawa to Kashiwa City, Chiba

Saturday, August 31: Moved out of Kawasaki City, Kanagawa / Sunday, September 1: Moved into Kashiwa City, Chiba

Incident:
Although I had resigned myself to the fact that the unimaginable human rights violations against me would likely continue no matter where I moved, I decided to relocate from Kawasaki City, Kanagawa to Kashiwa City, Chiba, hoping that things might improve, even slightly.

I also suspect that the real estate agent who handled my relocation may have been under the influence of the human experimentation organization.

After moving in, I discovered that my new residence was located very close to both the National Research Institute of Police Science and the Chiba Prefectural Police’s 3rd Riot Police Unit, which only heightened my sense of unease.

As expected, the torture and human experimentation targeting me continued even after the move, and I got the impression that the number of citizens attempting to cause me stress in public places had increased significantly compared to before.

Tuesday, November 12 – “Visit to the Police Station with Jurisdiction over the Site of Psychological Destruction Tactics Using Sound and Light”

Location: Totsuka Police Station (Shinjuku Ward, Tokyo – jurisdiction over the area including Hotel Sunroute Takadanobaba)

Incident:
I visited Totsuka Police Station, which has jurisdiction over Hotel Sunroute Takadanobaba and Lawson Takadanobaba Ekimae-dori Store—the locations where I was subjected to psychological destruction tactics using sound and light on March 5, 2018. I had not informed anyone in advance of my visit.

As I entered the station and headed toward the reception desk, a man nearby who was on his mobile phone suddenly raised his voice and said to the person on the other end, “If you’ve done something wrong, you should just apologize!”

The two staff members at the reception desk visibly clouded in expression upon hearing this. I was then instructed to wait in a different area. During that time, the man from earlier, the receptionist, and another person who appeared to be a staff member began discussing something among themselves. After a while, the receptionist came over and told me things like, “The police cannot carry out psychological destruction tactics using sound and light,” and “Without evidence, we can’t take action.”

Immediately after I left the station, I saw a large group of men in suits entering the building.

Wednesday, November 20, Shortly After 3:00 a.m. – “A Young Couple and Two Suspicious Men in Police Uniforms”

Location: My residence (Kashiwa City, Chiba Prefecture)

Incident:
Out of anger at the ongoing torture, I was, as I often do, hitting my futon hard with my elbow. Suddenly, a young couple burst into my apartment, shouting. I told them to go ahead and call the police.

Some time later, two men in police uniforms arrived. One of them appeared to know the woman from the couple quite well—she looked visibly surprised upon seeing him, as if to say, “Are you really going to do this?”

The two officers claimed that the couple had been living in the apartment building for some time. However, since I moved into the building in September, that day was the first and only time I had ever seen or heard them.

Additionally, the officer who elicited a surprised reaction from the woman

Saturday, March 7 – “Attempted Contact with Lecturer at LEC Suidobashi and Obstruction (Part 1)”

Location:
Tokyo Legal Mind – LEC Suidobashi Main Campus (Misakicho, Chiyoda-ku, Tokyo)

Incident:
To directly inform the lecturer of the unimaginable human rights violations underlying the incident on March 18, 2018—when the lecture hall was taken over by people in suits—and to ask what kind of explanation he had been given at the time, I prepared a written document and attempted to meet him in person.

I had not informed anyone in advance that I would be visiting LEC Suidobashi or trying to meet the lecturer.

However, my attempt was thoroughly obstructed. After the lecture ended, when the lecturer exited the lecture hall, a man who identified himself as the deputy manager physically blocked my way.

At that moment, the lecturer looked at me and gave a slight smirk.

Saturday, March 21 – “Attempted Contact with Lecturer at LEC Suidobashi and Obstruction (Part 2)”

Location: Tokyo Legal Mind – LEC Suidobashi Main Campus (Misakicho, Chiyoda-ku, Tokyo)

Incident:
I once again attempted to meet with the lecturer. As before, I had informed no one in advance—neither that I would be going to LEC Suidobashi nor that I intended to meet with the lecturer.

Just like the previous time, I was obstructed, and as a result, ended up speaking with the campus manager.

He gave a false explanation, saying that “rotation of students is common,” and although he initially claimed he didn’t clearly remember what happened on March 18, 2018, he then contradicted himself by suggesting that the reason the lecturer continued the lecture without comment that day might have been because a close staff member of his had been informed of a transfer either on the day itself or that morning.

While I was talking with the manager, the lecturer exited the building.
As she did, she looked at me and gave another slight smirk—this time, however, it seemed somewhat strained or forced.

May 14 (Fri) – 15 (Sat): "Extreme Tooth Pain Attack"

Location: At home

Incident:
On both of these days, I experienced an extremely intense tooth pain attack, which I believe was artificially induced.

Particularly around midnight on May 14, just after I got into bed, I began to feel unbearable pain in my lower right molar. The pain continued for quite a long time, and I repeatedly shouted at the top of my lungs. Each time I shouted, the pain would subside significantly for a short while, only to return again.

During the daytime, the attacks were not as intense as at night, but the pain continued intermittently.

The following day, on May 15, the attacks persisted after I woke up.
Especially during lunch and again after having coffee or tea following a TV program, I felt extremely sharp pain in the area around my upper left molars. In response, I raised my voice, slammed a plastic bottle, and repeatedly banged the sliding door—intentionally expressing my anger and frustration.

Friday, May 21 – Conspiracy Against Me by a Public Health Center Official and a Daito Kentaku Partners Employee

Location: My residence (Kashiwa City, Chiba Prefecture)

Incident:
A male staff member from the Kashiwa Public Health Center (a mental health welfare worker) and a male employee from Daito Kentaku Partners visited my residence together with a female staff member from the health center who introduced herself as “Suzuki” (hereafter referred to as Woman A).

As they were leaving, Woman A softly said to me, “Would you be willing to continue speaking with either of these two men from now on?”

Friday, June 25, Before 5:00 p.m. – “Imitation of Psychological Destruction Tactics Using Sound and Light by Kashiwa Fire Department”

Location: Kashiwa Fire Department and Entrance to a Used Car Shop Nearby

Incident:
While walking to a supermarket, I witnessed all the vehicles at the Kashiwa Fire Department with their headlights on and their warning lights rotating. No sirens or warning sounds were being emitted from the vehicles, and there were no signs of anyone present.

I was walking on the sidewalk opposite the fire station. At the entrance of a nearby used car shop facing that sidewalk, warning lights were also spinning with electronic sounds, despite no vehicles entering or exiting the premises.

I believe it is fair to say that these two unnatural phenomena, occurring simultaneously at separate locations, were imitations of the “psychological destruction tactics using sound and light” that I experienced on March 5, 2018.

Wednesday, July 14 – “Unusual Response During Visit to Nippon TV”

Location: Lobby of Nippon Television (Higashi-Shimbashi, Minato-ku, Tokyo)

Incident:
This occurred during the COVID-19 state of emergency. I visited Nippon TV on the morning of July 14, after notifying the network’s News Bureau in advance via registered mail sent on July 5. I had not informed anyone else, including departments outside the News Bureau, of my intention to visit.

Upon arrival, the only visible security personnel was a man seated within a roped-off area. There were no guards stationed at the entrance to the elevator hall that leads to the office area. On the left side of the lobby, several women wearing placards around their necks were lined up and standing quietly along the wall.

While I was speaking with the receptionist, a group of about ten young people entered the elevator hall without passing through the reception desk. I suspect this, too, may have been part of a setup designed to make it appear as though I was trying to enter the office area without permission.

Just like when I visited TV Tokyo in October 2018, the receptionist gave me a small slip of paper with Nippon TV’s phone number written on it. However, recalling what had happened during my previous visit, I chose not to make the call this time.

Tuesday, August 3 – Collusion Against Me by a Public Health Center Official and a Daito Kentaku Partners Employee

Location: My residence (Kashiwa City, Chiba Prefecture)

Incident:
A male staff member from the Kashiwa Public Health Center (a mental health welfare worker) and a male employee from Daito Kentaku Partners visited my residence together with a female staff member from the health center who introduced herself as “Suzuki” (hereafter referred to as Woman B).

Although Woman B was clearly a different person from the woman (Woman A) who had visited in May, all three of them—including Woman B herself—insisted that A and B were the same person.

Unlike Woman A, Woman B was quick and assertive in her speech, making remarks such as, “Well, some people do have that kind of worldview,” in a way that seemed intended to portray me as mentally unstable.

Woman A and Woman B were clearly different individuals—so much so that I suspected Woman B might have been the same person I had seen in the elevator at LEC Suidobashi on March 18, 2018, and that Woman A might have been the same person who was working as a cashier at a nearby supermarket in September 2021.

Nevertheless, even after that visit, the mental health welfare worker and the Daito Kentaku Partners employee consistently maintained that Woman A and B were the same person.

However, following my repeated inquiries—where I also explained other incidents and the unimaginable human rights violations I have been subjected to—it appears that the employee was transferred, and both the Public Health Center and Daito Kentaku Partners have since remained completely silent in response to my further inquiries.

Tuesday, September 14 – Unusual Scene and Response During Visit to TBS Television

Location: TBS Television Lobby (Akasaka, Minato-ku, Tokyo)

Incident:
This occurred during the state of emergency amid the COVID-19 pandemic. On September 5, I informed TBS Television—via their information submission website—that I planned to visit the station on the morning of September 14. I did not inform anyone else of my intention to visit.

At the time of my visit, the only visible security personnel in the lobby was a man seated within a roped-off area.

Uncertain about the correct route to the reception desk, I ended up wandering into a corridor that led to the entrance of the elevator hall.

Shortly afterward, a group of about ten young people—mostly men—passed through the electronic security gates in unison. The entry tones from the gates continued to sound in rapid succession.

This occurred not long after I had passed a black sedan parked in front of the building with its turn signals blinking. Based on the timing, I suspect this was part of a setup intended to use sound and light stimuli to place me in a susceptible mental state and lure me into entering the office area without authorization.

When I eventually found the reception area, five or six young women were seated there. I approached the woman seated nearest to me and asked to speak with an appropriate representative, but was refused. While I remained in the lobby, I appeared to be the only outsider present.

Wednesday, April 20 – Suspicious Behavior by a Legal Consultation Center and Lawyers

Location: Yotsuya Legal Consultation Center (Yotsuya, Shinjuku, Tokyo)

Incident:
This occurred during the COVID-19 pandemic. On the afternoon of April 15, 2022, I submitted an online reservation request to the Yotsuya Legal Consultation Center and scheduled a consultation for April 18.

Given my prior experiences—including
a case on March 8, 2018, when a long-time lawyer altered the subject of my consultation,

my attempts in March 2020 to directly contact a lecturer about the March 18, 2018 incident at LEC Suidobashi where a lecture hall was filled with people in suits but was twice obstructed, and

the fact that several prominent lawyers had declined to take my case

—I was prepared for the possibility of obstruction by an organization involved in torture and human experimentation, or that no lawyer would take me seriously.

When I arrived at the consultation center, there were only two women present who appeared to be regular staff members. Considering the pandemic, that seemed reasonable.

However, shortly after completing check-in, three additional individuals—who appeared to be outsiders—entered the small office space, bringing the total to five people.

While I was waiting for the lawyer, the following odd occurrences took place:

  • A strange electronic sound continued intermittently

  • A shredder was running constantly

  • Four or five suspicious phone calls came in within a short span of time

Although the consultation was supposed to last up to one hour, the lawyer had been informed that it was only for 30 minutes.

Furthermore, the lawyer who actually handled my case looked different from the one whose photo had appeared on the website when I made the reservation.

When I checked the site again later, the photo had been updated to match the lawyer I met.

After the consultation, when I left the building, I noticed several passenger vehicles with their headlights on, all stopped at a red light in a coordinated manner.

This was the same kind of suspicious scene I had frequently observed near my apartment building.

Saturday, March 18 – Start of Eviction Negotiations

Incident:
Two employees from SMC Corporation, a Japanese manufacturer of pneumatic control equipment, and two negotiation representatives visited my residence. One of the representatives handed me a written notice titled “Request for Vacating the (Apartment Name) Rental Unit,” marking the official start of eviction negotiations.

Prior to the start of these negotiations, on February 12, I had received a notice from Daito Kentaku Partners stating that their master lease agreement with the property owner would expire at the end of February.

SMC had planned to construct a large-scale research and development center on the land where this apartment building stands, along with three large adjacent lots on either side. Full-scale construction began in December of the same year.

Location: My residence (Kashiwa City, Chiba Prefecture)

Incident:
I discovered bird feathers scattered across the corridor in front of my apartment. From the smart meter box next door, I observed what looked like the flapping shadow of a bird and heard a sound resembling wing movement. This led me to make a 110 emergency call, following the instructions of Kashiwa Police Station.

First, an officer identifying himself as "from the local police box" (Officer A) arrived, followed by another officer (Officer B) who behaved in an arrogant manner.

Officer A said he could hear what sounded like a chick chirping from inside the smart meter box and claimed to see something resembling a nest. I, too, heard the chirping sound and saw a single strand of dried grass. However, given the structure of the smart meter box, it should be impossible for a bird to build a nest inside.

Later, the building’s management company investigated and reported that while dried grass and some debris were found inside, there were no chicks.

It is possible that a directional acoustic device was used to simulate the chirping sounds.
Additionally, Officer B may be the same man who, during my visit to Totsuka Police Station on November 12, 2019, shouted, “If you’ve done something wrong, just apologize!”

I also noticed that despite having placed a 110 emergency call, there was no record of the call in my smartphone's call history.
In fact, I had previously observed that even though the number displayed on my phone matched that of the Kashiwa Police Station, the call log would instead show the name of a police substation under the jurisdiction of Togane Police Station—located about 50 km away—as the destination.

I have repeatedly requested a written explanation through the Chiba Prefectural Police website regarding these irregularities.
On June 7, 2024, I received a call from someone claiming to be the assistant section chief of the community affairs division at Kashiwa Police Station. While he confirmed that the officer dispatched in May did indeed hear what sounded like a chick chirping, his other responses were vague and highly questionable.

Since then, I have continued calling Kashiwa Police Station.
Based on the circumstances, I began to suspect that the calls might be rerouted to another location or even to someone affiliated with the human experimentation organization.
Including this suspicion, I have repeatedly submitted inquiries to the Chiba Prefectural Police, but as of now, I have received no response whatsoever.
