■ #4798. ENL での言語変化は「革新」で，ESL/EFL では「間違い」？ [language_change][world_englishes]

　世界英語では，言語変化を通じて数々の非標準的な表現が数々生み出されてきている．不変の付加疑問 isn't it，several staffs のような名詞複数形，discuss about のような動詞語法などが例に挙げられる．
　3つのサークル (the Inner, Outer, and Expanding Circles) を念頭に世界英語を論じている Jenkins は，このような言語変化の事例が「革新」 (innovation) なのか，あるいは単なる「間違い」 (error) なのかという解釈の問題に言及している．母語話者 (NS) によるものであれば「革新」であり，非母語話者 (NNS) によるものであれば「間違い」である，という短絡的な発想に陥っていないだろうかと．母語話者による言語変化と非母語話者による言語変化は何が同じで何が異なるのだろうか．Jenkins (32--33) の議論を聞いてみよう．

In fact it is not implausible that the only difference between English language change across the three circles is the time factor, with NNSs in both Outer and Expanding Circles speeding up the natural processes of regularization . . . that occur more slowly in the Inner Circle --- where currently it is perfectly acceptable to talk of 'teas' and 'coffees' instead of 'cups of tea' and 'cups of coffee' but not (yet) of 'advices' or 'furnitures'.
   Another difference, though, is attitude towards such change. Linguists surveying language change in NS English tend to regard it as a sign of creativity and innovation. . . . On the other hand, linguists' tendency with NNS-led change, particularly in the Expanding Circle, is to label it wholesale as error regardless of how widespread its use or the degree to which it is mutually intelligible among speakers of English as a Lingua Franca (ELF).

　1点目の，母語話者による言語変化と非母語話者による言語変化は速度が異なるだけであるという見方は，慎重に検討する必要はあるものの，言語変化の記述という観点からは，興味深い仮説である．
　一方，2点目の，言語変化への態度の違いがあるのではないかという指摘は，社会言語学的な観点から，おもしろい（そして心がざわつく）．同じ言語変化でも，どこの誰によって引き起こされたかによって，ポジティヴな「革新」かネガティヴな「間違い」かが決まってしまうということになるからだ．世界英語が広く論じられるようになった時代にあって，このような判断基準はどこまで妥当なのだろうか．
