■ #798. the powers that be [be][conjugation][paradigm]

　英語で最も不規則な屈折を示す動詞は何か．答えは，be 動詞である．確かに現代英語のすべての動詞は数，人称，時制，法により屈折するが，大部分は規則的に屈折するし，不規則な屈折を示すものですら，異なる屈折形（定形）の種類は最大でも4つである ( ex. have, has, had ) ．ところが，be に関しては，定形に限っても is, am, are, was, were の5屈折形が区別される．原形（不定詞）が3人称単数以外の現在形と異なる屈折形をもつのも，be 動詞のみである．最も頻度の高い動詞であり，連結詞 (copula) として特殊な機能を担う動詞（かつ助動詞）でもあるので，be が形態的にも例外的に不規則であることは不思議ではない．
　中英語に遡れば，be 動詞の屈折の方言による変異は著しい．以下は，Burrow and Turville-Petre (36--37) に挙げられている中英語の2方言の be の屈折表である．それぞれ中西部の南部 (Ancrene Wisse) と北部 (Gawain) からのパラダイムである．

　ここで注目したいのは，直説法現在複数で are に相当する形態の代わりに ben があったということである．これは現代の be に相当し，現代英語の表現としては化石的に表題の the powers that be に痕跡をとどめている．この be は直説法現在複数 are の代用であり，完全自動詞として "exist, be present" ほどの意を担う．全体として，「権力者，官憲，当局」 (the authorities) を意味する慣用表現となっているが，かつての be 動詞の定形を保持する貴重な言語的シーラカンスといえよう．
　ちなみに，この表現はしばしば「当局」を否定的にとらえる文脈で用いられ，"There is no mutual understanding between the people and the powers that be." のごとくに用いられる．OALD8 と COBUILD English Dictionary より定義を示そう．
