■ #226. 英語は "apolitical" な言語か？ [politics][sociolinguistics][elf]

　社会言語学では，言語が社会的な存在であり，しばしば政治的な存在でもあることが前提とされている．特に，世界語としての英語が議論されるとき，議論のなかに政治的な要素がまったく入り込まないということはあり得ないのではないかとすら思われる．例えば，[2009-11-30-1], [2009-12-05-1]でみた英語話者の同心円モデルでいえば，Inner Circle に属するものが「規範」 ( norma ) の中心におり，外側の Circles に属する人々の用いる英語に影響を与えるという見方は，それ自体が政治的 ( political ) 含みをもっている．
　社会言語学でおなじみの「言語」と「方言」の区別に関する議論も，言語が政治的な存在であることを示している．日本で関西地方が政治的に独立して独立国家を形成すれば，その新国民は自分たちの言語を「日本語の関西方言」ではなく「関西語」と称するかもしれない．独立以前と以後で言語的には何ら変化していないにもかかわらずである．
　また，インドなどの多言語社会においては，他の言語に比べて政治的に中立の立場にあるからという理由で，英語が国内コミュニケーションの目的で用いられている．この場合，英語は政治的に中立と見なされているのだから，非政治的 ( unpolitical ) な役割を果たしているとも言えそうであるが，そもそも複雑な言語事情の政治的解決策として英語が持ち出されてきたわけであり，この事態が政治と関係がないとは言えない．"political" 「政治的」にせよ "unpolitical" 「非政治的」にせよ，いずれも politics 「政治」の含みがあることを前提とした形容詞である．
　このように，社会言語学では，言語が本質的に政治から自由ではないことを示す事例が多く挙げられる．私だけではないと思うが，社会言語学を学習した者は「言語＝政治的」というテーゼをたたき込まれるわけである．ところが，Kachru の次の文章に出くわして驚いた．世界語としての英語に関する議論，すなわち社会言語学の通念からは政治的でないはずのない議論のさなかに，"apolitical" という形容詞が出てくるのだ．そして，その主語は「英語」なのである．やや長いが，引用する．

As an aside, one might add here that all the countries where English is a primary language are functional democracies. The outer circle and the expanding circle do not show any such political preferences. The present diffusion of English seems to tolerate any political system, and the language itself has become rather apolitical. In South Asia, for example, it is used as a tool for propaganda by politically diverse groups: the Marxist Communists, the China-oriented Communists, and what are labelled as the Muslim fundamentalists and the Hindu rightists as well as various factions of the Congress party. Such varied groups seem to oppose the Western systems of education and Western values. In the present world, the use of English certainly has fewer political, cultural, and religious connotations than does the use of any other language of wider communication. (14)

　"unpolitical" 「非政治的」ではなく "apolitical" 「無政治的，政治とは無関係の」であるところがポイントとなる．"unpolitical" はマイナス方向に "political" 「政治的」であるという意味で，結局のところ "political" と同じ土俵の上にある用語である．政治を意識しているからこそ，"political" か "unpolitical" かという区別が重要なのである．ところが，"apolitical" は，そもそも政治という土俵の外にあり，政治に対して無関係・無関心であることを表す用語である．なるほど，英語が世界へ拡大してゆく過程においては，各国・地域の政体がどうであるかとかアメリカとの国際関係がどうであるかなどということは，ゼロとは言わないまでもそれほど関与的ではない．
　「言語＝政治的」という社会言語学の洗脳を受けた頭には，世界語としての英語が "apolitical" でありうるという発想は新鮮だった．
